CNIP projects are meant to be transformative in nature, coordinating investments in the economic activity center and their surrounding neighborhoods to create more complete, consistent and attractive connections and spaces within the public realm.

The information presented in this document is for the SouthPark CNIP Proposed Project Workshop on January 23, 2018. It is intended to summarize the SouthPark CNIP team’s thoughts on potential projects at this moment in time. It is not intended to be a complete summary of the projects, represent technical feasibility, or final recommendations for the area. A final project summary document will be produced following the event using input received from this workshop, other outreach activities and further City staff review.

WHY & WHAT Charlotte’s Comprehensive Neighborhood Improvement Program (CNIP) is a new approach for investing in the City’s future―one that combines the resources of several departments to leverage the City’s Community Investment Plan (CIP) bond funding with other public, quasi-public, and private partners. Its mission is to engage citizens, identify partners, program funding, and move important infrastructure projects forward. In the SouthPark CNIP area, we are working hard together—neighborhood associations, business organizations, property owners, developers, City departments and the general public—to brainstorm projects that invest in the success, value and longevity of SouthPark as it continues to evolve into a dense, walkable, mixed use activity center that is relevant for all generations. Our list of projects includes big and small investments that aim to implement a public realm vision of SouthPark that is a peopleoriented economic activity center with purposeful connections into the surrounding established neighborhoods. Now we need your help again! Today’s workshop is your opportunity to learn more about these projects and weigh in on their impact for transforming the SouthPark CNIP area. You will be asked to engage in a brief presentation, visit the themed station areas to learn more about the projects, and provide your input for the area’s top project priorities. Input received at the meeting will be used in the City’s project prioritization process, which will begin following the event. Thank you for attending this event! Symphony Park Upgrades

Backlot Trail

Partner with Simon Properties to provide additional recreation facilities at Symphony Park, creating a more vibrant space.

Design neighborhood asphalt mulit-use trail system, south of Fairview Road, creating a connection between Park Road Park and McMullen Creek Greenway. The trail would connect neighborhoods to the activity center, Park Road Park and the Cross Charlotte Trail.

Fairview Trail

Design and implement a dynamic streetscape that connects key destinations in SouthPark using existing and proposed streets. This loop is envisioned to be 3 miles long and feature public art, wayfinding, landscaping and plaza areas.

Design and implement a muti-use urban trail adjacent to Fairview Road between Colony Road and just west of Park Road. This trail would be set back from the roadway and would run through the activity center and connect to the Cross Charlotte Trail.

The SouthPark Loop will create an enhanced pedestrian and bike environment around SouthPark Mall. This is envisioned to be a multi-use path, set back from the roadways, with enhanced crossing opportunities along Barclay Downs and Morrison Boulevard.

Park Look is a large, circular trail system around the activity center that will connect neighborhoods with other multimodal facilities. Existing roads and trails will be improved with way-finding, branding, and enhanced crossings at some locations.

Rexford Road Streetscape Improvements (Rexford Valley) Rexford Road is imagined as a vibrant public space that accommodates growth, change and shifting needs. A place where Smart City technologies foster convenience, safety, health and efficiency, and local companies test their technology and products in their front yard. This street becomes the “IT-focused place” for tech companies in Charlotte.

Sharon Road Sidewalks, Colony Road to Sulkirk Road

Morrison Boulevard & Colony Road Sidewalk Gap Project (Near Morrison Regional Library)

Fairview Road Sidewalk Improvements (Linking to Foxcrost East Trail System)

This project would fill in the sidewalk gaps along Colony Road and Morrison Boulevard near the Morrison Regional Library. This project would not provide pedestrian crossings along Colony Road or Morrison Boulevard.

This concept is to identify ways to create a better pedestrian environment adjacent to Sharon Road between Colony Road and Sulkirk Road.

This project would provide pedestrian access between the existing sidewalk on Fairview Road and the tunnel under Fairview Road that connects to the Foxcroft East trail system near Valencia Terrace.

Barclay Downs Drive Sidewalk Project This project would install a new sidewalk and planting strip along Barclay Downs Drive from Runnymede Lane to Scofield Road. The side of the road for this sidewalk will be determined during the planning phase if this project is selected to move forward.

This project would determine if a bicycle and pedestrian mid-block crossing on Park Road between the main park facility and tennis courts is feasible. If so, this project would fund its design and construction.

Connection, Phillips 22 Pedestrian Place to Sharon View Road This project would identify and build a pedestrian connection between Phillips Place and the neighborhoods to the south on Sharon View Road.

Road Between Sharon 23 Fairview Road & Arbor Way This project seeks to identify and construct up to two crossing opportunities or improve existing crossings on Fairview Road between Sharon Road and Arbor Way.

Middle School, Near 24 A.G. Intersection of Lacie Lane & Runnymede Lane

This project would investigate the potential for a signalized crossing at AG Middle School/Lacie Lane and Runnymede Lane.

View Road Between 30 Sharon Sharon Road and Colony Road This project would seek to identify and construct up to two new crossing opportunities or improve existing crossings on Sharon View Road.

Archdale Drive Complete Street Upgrade, Park South Drive to Cross Charlotte Trail

Barclay Downs Drive Complete Street Ugrade, Runnymede Lane to Scofield Road

Archdale Drive Complete Street Upgrades would improve bicycle and pedestrian accommodations along Archdale Drive from Park South Drive to Little Sugar Creek and the Cross Charlotte Trail, as well as identifying any needed improvements for motor vehicles.

This project will study the potential to add bicycle and pedestrian facilities on either one or both sides of Barclay Downs Drive (behind the existing curb line) between Runnymede Lane and Schofield Road.

This project will study the potential to convert Barclay Downs Drive from a 4 lane street to a 2 lane street with bicycle and pedestrian facilities between Morrison Boulevard and Fairview Drive . This project could also provide enhanced crossing opportunities between the commercial properties to the east of Barclay Downs Drive and SouthPark Mall.

Carnegie Boulevard Conversion (Entire Corridor) This project will study the potential to convert Carnegie Boulevard from a four lane road to a two lane road with bicycle accommodations, pedestrian accommodations, on street parking and an enhanced streetscape. By reducing Carnegie Boulevard to 2 lanes, there would be the opportunity to provide safe crossing opportunities.

Boulevard Conversion, 12 Morrison Sharon Road to Barclay Downs Drive

This project will study the potential to convert Morrison Boulevard from a four lane street to a two lane street with bicycle and pedestrian facilities between Sharon and Barclay Downs Drive. This project could also provide enhanced crossing opportunities between the commercial properties to the north of Morrison Boulevard and SouthPark Mall.

Road Realignment at 16 Sharon Eastburn Road This project would re-align the curve of Sharon Road at Eastburn Road to improve safety. This project would also potentially reconfigure the intersection of Eastburn Road and Sharon Road and possibly signalize the intersection if warranted.

Road Emergency Access 17 Colony Upgrades This project would install a mountable curb and pavers within both sides of the median on Colony Road through Giverny to allow for emergency vehicles to pass stopped traffic on Colony Road.

Court Street Extension to 18 Adair Southwick Drive This project would involve working with the property owner to extend Adair Court to Southwick Drive. This is located adjacent to the Bojangles on Morrison Boulevard.

Barclay Downs Drive at Morrison Boulevard Intersection Enhancements This project would optimize the intersection of Barclay Downs Drive and Morrison Boulevard for vehicles, pedestrians and bicyclists. The intersection would also be enhanced as a signature intersection in SouthPark that serves as a demarcation leaving the activity center and entering a neighborhood.

Sharon Road at Sharon View Road Intersection Enhancements This project would re-configure the intersection of Sharon Road and Sharon View Road to provide better pedestrian and bicycle connections, as well as improving the intersection for motorists.

INTERSECTION IMPROVEME Intersection, Fairview Road 35 Leftover at Entrance to SouthPark Mall This project would improve motorist, bicycle and pedestrian safety at the mall entrance across from Sharon Corners by providing a “leftover” crossing. This would also provide a signalized bicycle and pedestrian crossing at this location.

Road at SouthPark Mall 36 Sharon Entrance Enhancements This project would investigate enhancing the intersection of Sharon Road with the mall entrance at Cheesecake Factory to provide a safer pedestrian and bicycle crossing.

Downs Drive at Scofield 38 Barclay Road Intersection Enhancements This project would study the feasibility of installing a traffic circle at the intersection of the Barclay Downs Drive and Scofield Road. If this project is feasible, it would fund the design and construction of this traffic circle.

Boulevard at Sharon 39 Morrison Road Intersection Enhancements This project would enhance the intersection of Morrison Boulevardand Sharon Road to create better crossing opportunities for pedestrians and bicyclists.

ENTS Road at Eastburn Road (New 43 Sharon Traffic Signal) This project would reconfigure the intersection of Eastburn Road and Sharon Road and potentially install a traffic signal if warranted.

Road at Valencia Terrace, 44 Fairview Simsbury Road or Arbor Way (New Traffic Signal)

This project would install a new traffic signal and create new pedestrian crossing on Fairview Road at either Valencia Terrace, Simsbury or Arbor Way.

Road at Fairview Road Inter45 Sharon section Enhancements This project will study options to enhance the pedestrian and bicycle crossings at Sharon Road and Fairview Road.
