A PWD resource for getting your minority, woman and disabled-owned business ready to participate in PWD Public Works projects PWD’s Commitment PWD is implementing a robust participation plan that will create opportunities for Minority, Women, and Disabled Businesses (MWDSBE). These opportunities require specific skill sets, capacity, and capital to ensure that you will be a successful contractor and/or subcontractor. If you are ready or preparing to do business with PWD, take advantage of the resources provided herein to get you started. Doing Business with PWD! PWD offers all businesses the opportunity to bid and respond to upcoming contracts. Many of these contracts have participation goals aimed at increasing opportunities for MWDSBEs. The City’s Procurement Department has put together a guide to allow contractors learn the bidding process. In addition, the Procurement Department offers a Local Business Entity (LBE) certification. This certification offers incentives to locally owned businesses while bidding on City contracts. If you are a local firm, find out more here.

Proposed Upcoming Opportunities Being ready to take part means being aware of when to prepare and submit for bids. To get you started, here’s a list of the upcoming PWD Public Works projects and their expected timing1. After reviewing upcoming project needs, you may also need to obtain plans and specifications for any projects in which you may be interested. These documents are available once the bid announcements for these projects go up on the City’s website. This will help you to get the full picture of what the project will require, so that you can be sure your business has the capacity to take it on. Please be aware that there are fees associated with obtaining these documents. You can also sign up to be notified of contract lettings. FY Refers to the City’s Fiscal year, which begins each July 1 and ends the following June 30.

Project Highlights Northeast Water Pollution Control Plant (NEWPCP) Biogas Project Estimated Cost: $47.5M Construction Status: 96% Complete EOP Participation: 42% on contracts EOP Workforce Inclusion: 33.27% Minority / 6.18% Female / 64.65% Minority Apprentice The Northeast Water Pollution Control Plant (NEWPCP) Biogas Project is a public private partnership (PPP) between PWD, Ameresco and Bank of America capital leasing. This project will generate both thermal energy and electricity to be used on-site which will fulfill 85% of the plant’s energy needs. The engines are fueled mainly by biogas from the NEWPCP digesters. The $47.5M project is designed to generate 5.6 MW of power, and is expected to reduce PWD energy costs by over $12 million over the course of the 16 year contract. The project is being led by Ameresco as the project developer, AP Construction as the general contractor, and AECOM as the engineer of record. The project is currently achieving over 42% in contract participation — exceeding its EOP goal of 40%. Workforce for the project has exceeded its 32% minority journeymen goal by achieving 33.27% minority inclusion. In addition, we are making history towards our female inclusion goal. Thus far, the project has attained 6.18% inclusion for female journeypersons. PWD and its contractors made an unofficial goal of 50% for local workforce inclusion and have made great Current Facility Construction strides towards meeting that goal. • Local apprentice hours - 100% • Local journeymen hours - 33.31% Additionally, the project is exceeding minority apprentice hours. • Minority apprentice hours – 64.65% (goal: 50%) We are on our way towards meeting our female journeypersons hour’s goal, an achievement we are proud of. However, we must continue to do more to recruit female apprentices and journeypersons. • Female journeymen hours – 6.18% (goal: 7%)

This tool will enable you to browse available opportunities to work with the City of Philadelphia. • The City of Philadelphia’s Commerce Department initiative Smart City, Smart Choice, PHL in Business brings resources to connect partners with local small businesses. • The Office of Economic Opportunity (OEO) provides resources to MWDSBEs in order to do business with the City of Philadelphia. OEO hosts a series of sessions titled “Doing Business in the City”, where businesses can explore opportunities in City contracts and develops strategies for pursuing competitive bid and non-competitive contracts. These workshops will begin again on September 25, 2013.
