A Shared Vision Sibelco Australia is working with Places Victoria, Yarra Ranges Council and the community to prepare a long term master plan for the Lilydale Quarry. The Plan Cave Hill draft master plan has been prepared to describe how the land may be used in the future, reflecting a vision created in partnership with the community. The draft master plan outlines how the heritage of the site will be preserved and celebrated; the location of key community facilities and open space; the location of biodiversity corridors and sustainability initiatives; the location of walking and cycling trails and passive and active recreation opportunities; linkages to surrounding areas including integration with the existing street network; and the locations of a diverse range of housing.

Draft Master Plan Sibelco Australia is consulting with the community and interested groups to obtain feedback on the draft master plan. From Monday 11 November to Friday 6 December we invite your response on the draft master plan.

1

Arrivals & farm precincts

develop different precincts to reflect their heritage characteristics the ‘Arrivals Precinct’ will keep the dual access driveways and potentially retain the existing sports oval for the community the ‘Farm Precinct’ will keep the heritage buildings in their landscape, ensuring visual connections are preserved new buildings and landscapes should be sympathetic to their surrounds in scale and setback potential for a ‘Community Walk’ linking with the heritage-listed Cave Hill Road.

2

Industrial precinct

retain the relationship between the quarry escarpment and industrial buildings, particularly the tunnel and kilns use hard landscapes to represent the site’s industrial heritage

The Draft Master Plan describes how Lilydale Quarry site may be used in the future. The elements are listed here.

co-locate public event spaces with community facilities to the north of the filled quarry pit integrate activities such as extreme sports into the parkland utilising the quarry escarpment as regional attractors.

6

Site permeability

provide appropriate grade-separated crossing points of the railway line for both vehicles and pedestrians provide safe, convenient pedestrian and cyclist linkages to community and recreation facilities establish permeable boundaries with surrounding communities to reduce development impacts future-proof connectivity by providing pedestrian links to the eastern residential suburb with provision to upgrade this to a roadway connection in the future if needed.

7 Future-proof transport

make provision for land to accommodate a possible future railway station and transit interchange (subject to future funding availability), including commuter car park and bus drop-off zones design road network to facilitate future bus services.

5

access 8 Key points

establish multiple points of access via Hull Road and Mooroolbark Road potential to utilise Jarlo Drive to connect the site with the town centre to the north (subject to agreement by others).

density 12 Medium residential

increase building densities where they interface with significant landscapes, roads and rail connections provide a range of housing types to suit the needs of different Lilydale households incrementally increase densities in areas of higher amenity, such as towards the central parkland and northern activity centre.

13

Higher density mixed-use

provide for commercial and community land use to the north of the site, such as for employment and services (with possible residential use above), interfacing with the existing Lilydale Activity Centre and reinforcing Lilydale’s key regional economic role integrate with future proposed Civic/Educational Hub on the former Swinburne University site.

14 Gateway site

provide a gateway site with high exposure for regional services or businesses to be located along Maroondah Highway, including the potential for a regional health provider and associated housing.

15 Potential education

opportunity for a new primary school located adjacent to the existing sports oval, incorporating the existing historic oval as a shared community and school facility potential adaptive reuse for existing farm buildings to become education and community services shared sports oval between existing Lilydale High School and Primary School create a village shopping strip connecting the tertiary site with the community, cultural and education precinct.

16 Potential community village create a village shopping strip to provide local convenience retail, potentially located near the future train station or east of the industrial heritage precinct.
