--------------------------------------------------------------------------------------------------------Primary Objectives of Position The Economic Development Coordinator is responsible for developing and implementing economic development programs for the City with the goal of business retention, expansion and attraction; job growth and tax base expansion. These responsibilities involve considerable public contact with business owners and managers, developers and real estate brokers, the City Economic Development Authority, Waseca Area Chamber of Commerce, Waseca County Economic Development Authority, the Waseca Development Corporation (WDC) and other economic development agencies. The Economic Development Coordinator serves as the key point of contact for businesses locating or expanding in the City; assists businesses in understanding and meeting requirements of applicable City codes and development processes, and provides information and guidance about economic development assistance and incentive programs. Responsibilities include: •

Builds relationships with businesses through frequent visits, outreach and communication.



Develops, recommends and implements strategies, policies, and programs supporting the City’s overall economic development goals and objectives.



Develops strategies for attracting and retaining businesses.



Coordinates marketing and promotional activities to attract new economic development and investment.



Serves as the key point of contact for businesses locating or expanding in the City; assists businesses in understanding and meeting requirements of applicable City codes and development processes, and provides information and guidance about economic development assistance and incentive programs.



Assists in the negotiation and implementation of development agreements, including tax increment financing, tax abatement contracts, and other state and federal programs.



Administers and markets local economic development assistance programs, including loan and grant programs.



Identifies funding opportunities for economic development projects; prepares and submits applications to secure funding.



Provides staff support to the City Economic Development Authority and other organizations, committees and commissions as directed.



Ensures the coordination, collaboration and consensus of development and redevelopment efforts by working closely with the Waseca Area Chamber of Commerce, Waseca County Economic Development Authority, the Waseca Development Corporation (WDC), the Minnesota Department of Employment and Economic Development, and other organizations.



Conducts regular reviews of City business and development-related policies, regulations and fees to ensure a culture of business-friendly operations and the City’s competitiveness in the marketplace. Recommends and assists in implementing changes to operations to reduce complexity.



Develops and maintains positive relationships with city staff, members of advisory commissions and committees, business owners, property owners, developers, lending institutions, and related organizations.



Disseminates information on available land, buildings and development opportunities, through outreach to interested parties, the City’s website and other communication mediums.



Reviews development proposals for consistency with adopted standards and regulations.



Conducts technical research, analyzes data, evaluates findings, identifies significant issues, determines options and develops staff recommendations.

Knowledge, Skills, and Abilities 1) Ability to be a “champion” for the City by passionately articulating the opportunities, amenities and benefits of a business locating, or expanding, in the City. 2) Proven ability to guide business and developers through complex economic development programs and through City code and development processes. 3) Ability to analyze complex information and communicate it clearly and concisely to a wide variety of audiences. 4) Ability and desire to actively market the economic development programs in order to attract, retain and grow business. 5) Ability to work collaboratively and build consensus around economic development initiatives.

6) Position requires a high degree of collaboration, coordination, and consultation with many individuals and resource entities to successfully complete a project. 7) Desire to work towards establishing a vision for economic development in Waseca. 8) Is cognizant of all City ordinances and policies, and Federal/State laws relating to economic development. 9) Develops and maintains a positive and effective working relationship with the City departments, community groups, and business people interested in the Waseca market area. 10) Knowledgeable in economic development tools, including but not limited to, Tax Increment Financing (TIF), Tax Abatement, Minnesota Department of Employment and Economic Development programs, other grant organizations. 11) Ability to maintain expenditures within approved budgetary program and controls. 12) Possess solid communication and presentation skills.

Minimum Qualifications 1) Bachelor’s degree in business, urban policy, public administration, finance, economic development, marketing or a related field. 2) At least two years professional related economic development experience. 3) Must possess a valid Minnesota Driver’s License by hire date.

Preferred Qualifications 1) Working knowledge of Tax Increment Financing (TIF), Tax Abatement, Minnesota Department of Employment and Economic Development programs, other grant organizations. 2) Experience in grant procurement and administration. 3) Master’s degree in business, urban policy, public administration, finance, economic development, marketing or a related field. 4) Four or more years of professional related economic development experience. 5) Certification from the International Economic Development Council or the National Development Council. Working Conditions 1).

This position requires the person to be self-motivated and able to work independently.

May be necessary to work extended hours to meet project deadlines and/or attend required meetings.

The employee spends most of their time in an office setting, but some site evaluation may be required.
