INTRODUCTION The San Ramon Valley Fire Protection District Communications Center has agreed to be the backup for Contra Costa Fire (CON Fire) in the event of a failure of their phone system, radio system, and/or other catastrophic event at their Communications Center. INFORMATION Upon request from CON Fire, AT&T, or a San Ramon Valley (SRV) Chief Officer, immediately, one person is sent to the equipment room to flip the switches that re-route 911 calls. These switches are mounted on the wall directly across from the entry door from the Emergency Communications Center (ECC) room, (behind the computer racks). Once these switches are pulled forward, all CON Fire 911 calls are immediately received by San Ramon Valley Fire. A landline number or cell phone number is obtained from CON Fire as a way to relay the calls received and coordinate response. If CON Fire’s radios are also down, SRV’s units operate on TAC22, leaving SRV South channel available for CON Fire’s use. SRV’s units are advised of this change by ringing down all stations and making a general announcement to switch to TAC22. Depending on the extent of CON Fire’s outage, SRV Dispatchers might need to dispatch (via phone) and track CON Fire units on SRV South. A Computer Aided Dispatch (CAD) event is created to track all calls received. The event type “CON” is used for all calls, no matter the type, to allow for easy retrieval from CAD and distinction from calls being handled by San Ramon Valley personnel. Within the call, Dispatch notes the type of call, the full address of the emergency, including the city, and all details received. The unit “DISP” is assigned to these events, and a response number is assigned. Dispatch is then responsible for writing the corresponding reports in FireRMS, the Incident Reporting System software. Whenever possible, Emergency Medical Dispatch (EMD) instructions are provided on all medical calls, particularly on Echo responses. If the call volume exceeds SRV Dispatchers’ capabilities, the emergency rule is applied and only case entry information is obtained. If there is a Dispatcher sleeping during this event, that person will come into the Communications Center to assist with call volume. It may be necessary to recall additional personnel. The duty Battalion Chief is contacted to arrange for callback personnel and/or a company to assist, temporarily. As notification of this event, a Chief’s page is sent, as soon as possible. Depending upon the estimated length of the outage at CON Fire, the District may request some of their personnel to come to the SRV Communications Center to help with the workload.
