ORGANIZATIONAL CONTEXT The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mandate of UNIDO is to promote and accelerate inclusive and sustainable industrial development in developing countries and economies in transition. PROJECT CONTEXT In the framework of its efforts to create shared prosperity and advance economic competitiveness, UNIDO aims at enhancing the livelihood of vulnerable communities in the poorest Upper Egyptian governorates by improving the institutional capacity of local organizations and strengthening the economic security of the target communities, through enhanced employability of young women and men, and productivity of local small–scale enterprises and farmers. Against a multi-dimensional poverty, improvement of livelihoods of vulnerable communities call for an integrated approach at institutional and individual levels, including interventions to raise the ability of public institutions to formulate community development plans and promote infrastructural improvements as well as interventions to enhance the skills of the youth and women to exploit business and/or job opportunities and take active part in the economic and social development of their communities. UNIDO brings to this project its technical resources, past experiences and lessons learned in alleviating poverty in the context of socio-economic empowerment through community-based interventions for employment creation and MSE development promoting social inclusion in the process. It will work with and through local government, civil society partners, youth and women’s groups and community structures to serve around 1,000 direct beneficiaries to become more economically active and selfsufficient.

MAIN FUNCTIONS The consultant will be part of the team implementing UNIDO Local Economic Development initiatives. The consultant will be responsible for planning, managing day-to-day implementation, and monitoring progress of activities aiming at improving the employability and economic empowerment of youth and

women through the introduction of training packages and innovative support schemes, as well as at instilling entrepreneurship culture among the youth. He/she will work under the supervision of the Project Manager, the UNIDO Regional Office in Cairo and the National Project Coordinator, in collaboration with the project team. 







 

Review Egypt’s current status of policies, strategies and training for youth entrepreneurship, especially with regards to Upper Egypt, and map development partners’ initiatives on entrepreneurship development in the project area. Based on a rapid market assessment in the project area, identify and oversee implementation of short-term skills training programmes to increase the potential of youth and women for both employment and self- employment. Based on UNIDO methodology to support young entrepreneurs in waste management, supervise the implementation of awareness raising and capacity building programmes targeting existing and / or potential youth-led start-ups in waste management. Provide technical assistance as required. Based on UNIDO methodology to support clusters and networks, supervise the activities aiming at developing, organizing and strengthening productive networks to address their common problems and for increased productivity and incomes. Provide technical assistance as required. Together with the project team, identify potential partners in the local entrepreneurship ecosystem (private sector, CSR, NGOs) and leverage their capacities to support entrepreneurial youth. Supervise the preparation of Entrepreneurship Curriculum Programme (ECP) ToT packages to prospective instructors, TVET schools teachers, Ministry of Education representatives, and Sohag Directorate of Education representatives. Monitor the ToT training programme and provide technical assistance as required. Supervise delivery of pilot ECP among youth, MSEs, and students in target schools. Conduct regular meetings with the training institutions and/or training consultants to discuss progress and constraints of the training programmes and devise eventual adjustments. Provide technical assistance as required. Design—in consultation with the project team and the training experts and/or providers—a tool for monitoring youth’s learning outcomes and apply constantly throughout project implementation. Support the M&E officer in creating and updating a base line with information against the indicators as included in the logical framework. Provide inputs to the M&E officer and NPC on the progress of the activities, and support for the preparation of progress reports, as required. Document good practices implemented. Assist in the preparation of policy briefs and recommendations notes to counterparts. Based on the training results and job market demand, formulate—in consultation with the project team—roadmap for scale-up of entrepreneurship training with local educational/training institutions.

MINIMUM ORGANIZATIONAL REQUIREMENTS Education: Advanced university degree in economics, social or political sciences, engineering, or other relevant discipline.

Technical and Functional Experience: A minimum of 3 years practical experience in the field of community and local economic development, especially entrepreneurship development and micro-enterprise support, including experience at the international level involving technical cooperation in developing countries; hands-on experience in designing and delivering training and knowledge of the functioning of the education system. Exposure to the needs, conditions and problems in developing countries. Familiarity with donor funded programs is a strong asset; capacity to work in a complex institutional environment involving government, international agencies, private sector and civil society organizations. Languages: Fluency in written and spoken English and Arabic is required. Fluency and/or working knowledge of another official UN language, an asset.
