Click the Getting Started link on the menu bar to begin using Bloomberg BNA’s Environment & Safety Resource Center™ and select any of these options: • First-Time User Setup – information on the hardware and software requirements.

• Quick Reference Card – quick and easy descriptions of the Resource Center’s main features.

• Sign up for email Updates (see below).

• Take A Quick Tour – introductory tour of the Resource Center in Adobe® Flash™.

SIGN UP FOR EMAIL UPDATES

Click Sign up for email updates. The unique User Name/Password and the subscription’s components determine the available email choices. Customize and manage subscription updates. Click the checkbox to select an email title(s). The selection automatically moves to the Your Selections column and lists the options available for each title. When customization is an option the Customize Now displays. Click it and choose specific topics, courts etc. of interest. Click the Info icon

to display descriptive information about the available formats.

Save to retain all changes. Click the X, or deselect a title to delete it. You will no longer receive the email updates for that title. Click FAQ for detailed instructions.

HOME PAGES Use the tabs to link to all content included in your subscription. Each tab has a home page with topic-specific collections of content and tools.

MENU BAR The menu bar is located above the banner and contains links for Site Map, Preferences, My Folders, Account Profile, Getting Started, About, Contact Us, Help, Sign Out, and Text Size.

BANNER The banner displays on all pages in the Environment & Safety Resource Center™. In addition to the menu bar, find the Quick Search text box, Search History, Saved Searches, Saved Charts, Advanced Search, Guided Search, Go To, Twitter link, Climate Blog and Search My BNA.

Quick Search – search in all collections included in your subscription. When you are working in a collection, the banner displays the added option to search in All or the Selected Collection. Search History – all searches are retained in the Search History queue for 90 days. Save them to retain a search past 90 days. Saved Searches/Saved Charts/Reports – click Saved Searches or Saved Charts/Reports to access a saved search or saved chart/report. Saved searches and charts/reports are retained in My Folders. For information on accessing My Folders, see page 23. Advanced Search – use the Advanced Search template to search within a specific collection. Additional options for field searching and date limiters are available on the template. Guided Search – offers a variety of search forms, designed to search within specific collections. Specially targeted fields and search features are available for each type of collection

Go To – use Go To to locate a federal statute or regulation, state statute or regulation, or case(s) with a full or partial citation. Blog – click to follow the Bloomberg BNA Climate blog.

Twitter – click to follow Bloomberg BNA Climate on Twitter. Sign up for email updates – see Page 2 for detailed information. Search My BNA – click Search My BNA to conduct a cross-product search in all of your Bloomberg BNA subscriptions. Note: this feature only appears if you subscribe to more than one Bloomberg BNA service.

ACCOUNT PROFILE AND PREFERENCES Activate your Account Profile and then use Preferences to customize the Environment & Safety Resource Center™ to: • Save documents, charts/reports, and searches to My Folders. • Set a default home page. • Activate or deactivate Red Reference lines. • Set default views for Cases and Index search results. • Set a larger text size when viewing the Resource Center. Click ACCOUNT PROFILE on the menu bar to sign-on to the product. On the Account Profile page, select Environment Health & Safety to receive specific environment and safety information.

Activate Preferences Click PREFERENCES on the banner to select customization features on the Resource Center.

Select your home page, text size, and display preferences for red reference lines, and case and index searches. Click Save in any frame to save all selections.

Preferences – Journals and Reports If your subscription includes the Daily Environment Report™ or other EHS notification services, click Daily Environment Report or Other EHS Notification Services on the tab menu below the banner. Click Customize Topics under the publication’s title. On the Customize Topics for Daily Environment Report screen, choose topics, agencies, states, and courts of interest to display on the home page. Make the selection(s) and click Save. To view the subtopics included in each topic, click the Info icon

To delete a selection, click the X.

HOME The Resource Center defaults to the Federal & State home page. To set an alternate home page, select one of the tabs in the section tool bar below the banner, then click the Set as My Home Page link. The Resource Center will open to the selected home page.

SEARCH Find links to search templates on the Environment & Safety Resource Center banner. Quick Search – search all content included in your subscription. When working in a collection, the banner displays the added option to search in . Enter search terms in the text box, and click SEARCH.

Advanced Search – use Advanced Search to search in specific content collections and use the optional field and date limiters. Guided Search – use Guided Search to search customized fields within specific content collections. Go To – use Go To and locate cases, and federal and state laws and regulations. Search My BNA – click Search My BNA to search across all Bloomberg BNA products within your subscription.

Advanced Search Advanced Search provides maximum flexibility when formulating a search. Limit the search to a specific collection(s) and use the optional search fields and date restrictions to structure a search. Select the collections to be searched. Enter the search terms or search string into the search box. [Enter] or click SEARCH.

Search Fields On the Advanced Search template after the collections are selected, use as many fields as needed to complete the search string. In the Fields frame, choose Show shared fields only, or Show fields from all selected collections. Select a field from the Choose a field drop-down menu and select as many fields as needed to structure your search. Enter your search terms in the text box next to Choose a field. [Enter] or click Add to Search. The search term(s) are added to the search string in the Search term(s) textbox. Click SEARCH to launch the search.

Guided Search Click Guided Search on the banner to search within a specific collection. Click a content tab to open a template. Make content collection selection(s) and enter search Word(s). Click SEARCH.

GO TO To locate Federal or state statutes or regulations and cases using full or partial citations, click Go To.

On the Go To screens use the drop-down menus and enter case citations, and federal or state laws or regulations. Use the Citation Examples for formatting and wildcards as needed. Click GO. Click the Info icon for detailed information and additional citation examples.

HEADNOTE FINDER Find the Headnote Finder on the Cases tab. Each decision is selected by Bloomberg BNA’s staff of experienced environment and safety editors, who write headnotes or digests for each decision. The headnotes summarize the important points

of law decided in the case. Each headnote is classified under Bloomberg BNA’s exclusive Classification Outlines and grouped together under specific legal principles for easy retrieval by Bloomberg BNA subscribers.

The Headnote Finder allows you to view all headnotes associated with any classification number, and to sort the view of the headnotes by court, date, keyword, or phrase.

Sample Search Using the Headnote Finder Question: A Pennsylvania property owner undertook “all appropriate inquiries” into the environmental condition, history, and use of a property prior to purchasing it. After purchase, it turns out the property is contaminated. Is there a viable defense option under CERCLA for this property owner? To find the answer: • Click the Cases tab. • In the Legal Decisions frame, click Classification Outline by Number.

In the Classification Outline by Number frame, browse to: • Division I: Federal Laws, 170. Comprehensive Environmental Response, Compensation, and Liability Act - statutory defenses. • Click 170.2575.03 Statutory defenses. • Click 170.2575.0303 - Innocent landowner defense. The headnote results page shows all the headnotes for the selected number. Click Headnote Finder to narrow the results. Limit your view of those headnotes by court, date, or keyword phrase within the headnote.

The selected Classification Outline and Classification Number are preselected for their fields. • Choose to filter by court using the drop-down menu. Select the U.S. Court of Appeals, Third Circuit. • Click Search.

SEARCH RESULTS Search Results are initially returned by categories: BNA Analysis, State Laws and Regulations, State Register Summaries, Cases, etc. Click the relevant category to view the Search Results list for that category. Search Results for Cases are organized by court and are sequential by date within each court grouping.

Search Results Toolbar The Search Results Toolbar resides on top of the split screen or full screen on the Search Results display.

Results in – toggle among the content categories included in the Search Results. Search Within Results – use this link to refine a search and limit the results by adding additional search terms or criteria (available only when using Advanced Search).

Add a Search to My Folders – to save a search string to a folder, click Add to My Folders on the Search Options bar. See page 23 for information about My Folders functionality. Go to Hit – view highlighted search terms and navigate through a document(s). Print – click the Print icon

to launch the print function.

Add a Document to My Folders – to save a document or chart, click Add to My Folders. See page 23 for information about My Folders functionality.

Share – email a link to this document. To access the document, the recipient must have a valid User Name and Password for the product. Split Screen – simultaneously view the Search Results list and the full text by using the Split Screen option. Click Split Screen on the Search Results toolbar

Split-Screen View Click Full Screen to toggle back to the full-screen display. Choose This Case Cited In and select a category to view where the current case is cited.

SEARCH MY BNA Search across all Bloomberg BNA products registered under your User Name and Password. Click Search My BNA on the banner or search frame. Click Sign in for Additional Content to include subscriptions with different User Names and passwords from the original sign in (Optional). Subscriptions are arranged by product category. Drill down a product category and either select individual product(s), or click the checkbox next to a category name to select all products included in a category. Enter search term(s) and set an optional date restriction. Click SEARCH.

Search My BNA Search Results Click a document title to view the full text of the document. Search Results may list similar documents from other titles. Click the Hide Similar (X) link to hide the document list displaying the similar documents. When in split-screen view, click one of original sources for the document to access full functionality, e.g.: to be able to Share the document or add it to My Folders.

NEWS Keep up to date with environmental or safety news if your subscription includes the Daily Environment Report,™ Occupational Safety & Health Reporter,™ or other EHS notification services. • Click the Daily Environment Report tab to access the latest news and updates. • To customize topics to display on the home page, click Customize Topics (see page 7 for detailed instructions). • To view recent cases and to view an alphabetical list of reported cases, see Finding Tools.

OTHER EHS NOTIFICATION SERVICES To access all Bloomberg BNA Environment & Safety Daily and Weekly Reports, click the Other EHS Notifications Services tab and select a title.

DECISION SUPPORT NETWORK The Decision Support Network contains Custom Research, in-depth strategic analysis, webinars on hot topics, and benchmarking studies. Custom Research – customers may ask up to 12 custom questions per year. Bloomberg BNA editors create a custom research report for each question. Each custom report includes the question with an answer from Bloomberg BNA editors, a short summary of articles reviewed, an annotated bibliography of internal and external sources, and cited articles. Special Reports – perspectives on new and emerging EHS issues written by leading experts. Quarterly Review – reports on industry trends written by Bloomberg BNA’s editors, highlighting the most important events of the past three months that affect federal and state air, safety, waste, and water policies and regulations. EHS Strategies – strategy reports and case studies analyzing EHS “hot topics” with in-depth, single-issue focus. Webinars – unlimited access to past and present Bloomberg BNA EHS Webinars. CLE credits are available for most new webinars.

FEDERAL LAWS, REGULATIONS, AND AGENCY DOCUMENTS Browse federal source documents in the Federal frame. Click a collection name and link to the collection. Use Go To CFR for access to the full text of a CFR section. Enter the citation and click GO. Click Examples for citation format.

STATE LAW Locate state laws, regulations, and register summaries as they are available for each state. In the States frame, choose a state from the Select a State drop-down menu. Choose one of the available collections: Environment Laws & Regulations, Safety Laws & Regulations, or Register Summaries. Not all collections are available for every state. Click Go.

To search content by individual state, or to simultaneously search multiple state(s), use the Advanced Search template. The searchable available legislative content for each state could include: Environment Laws & Regulations, Safety Laws & Regulations, or Register Summaries.

BNA ANALYSIS Analysis by Bloomberg BNA editors explains critical environmental and safety topics with linked citations to legislative/regulatory source materials and case law. To browse any of the seven guides, click the link(s) in the BNA Analysis frame. To search Environment & Safety Analysis, click Search BNA Analysis and use the preloaded Advanced Search template. To search an individual Guide, use Guided Search and select the Analysis template (see page 10).

GREEN INCENTIVES The Green Incentives Navigator and Green Incentives Monitor provide up-to-date information on the latest international, federal, and state incentives for renewable energy sources and energy conservation. To search use the Go To search template, click the Green Incentives tab. For information on the Green Incentives Chart Builder, see page 21.

Green Incentives Navigator The Green Incentives Navigator provides the basics on incentives with linked references to each source of information. The analysis is organized by jurisdiction and incentive type. Find the link to the Navigator in the BNA Analysis frame.

Green Incentives Monitor The Green Incentives Monitor tracks developments, trends, and news at federal, state, and international levels. Access the Monitor on the Other EHS Notification Services tab. Search the Green Incentives Monitor using the Advanced Search option. To sign up for Green Incentives Monitor email highlights, click the link in the middle of the banner, see page 2.

CHART BUILDERS Chart builders and summary reports are side-by-side comparisons of policy, law, and analysis summaries. There are nine chart builders on the Federal & State tab: Air Pollution Control Compiles analysis for state air pollution laws, regulations, and permits. Environmental Due Diligence Compiles analysis for state due diligence laws and regulations. Green Incentives Organizes government incentives (tax credits, grants, loans, etc.) for making “green” decisions. Regulatory Summary Report Customized report summarizing federal and state regulatory actions. Right-to-Know Chart Builder Compare compliance information for the Emergency Planning and Community Right-to-Know Act. Safety Compare the application of safety policies for selected states and territories. Spill Reporting Procedures Compare state-by-state procedures when reporting air, hazardous materials, hazardous substance, hazardous waste, oil, SARA Title III, tank leaks and wastewater excursion spills. Waste Management Compare generators, transporters, treatment, storage and disposal facilities, underground storage tanks, solid waste management, release reporting, right-to-know and state superfund programs. Water Pollution Control Compare state-by-state water control requirements.

Create a Chart Each chart builder and summary report has four main steps: Choose Jurisdictions. Select Topic(s) to Display. Select Chart Display. Click Create Chart.

View a Chart The chart displays with options to: Hide a Row/Column Click the x next to a heading to delete that row or column. Add to My Folders Save the chart for later use. (see page 23 for detailed information about using My Folders). Edit Returns to the main screen in order to select/deselect topics and/or jurisdictions. Restore Redisplay all hidden columns. Export to Excel Export the chart to Excel, and print or save the chart to your desktop. Note: Only the Regulatory Summary Chart has the additional options to view and save the reports in MS Word or as a PDF.

Print Print the completed chart from Excel or use the Print function on your browser.

RECENT CHANGES To view new content added to the Resource Center, click Resource Center Update in the Recent Changes frame. Updates are arranged chronologically. Click State & Federal Register Updates to view the last eight weeks of federal register updates and the last 16 weeks of updates for state amendments by BNA posting date or state.

MY FOLDERS Use the My Folders feature to retain a chart/report, search string, or document. You must first log into your Account Profile to use this feature. To retain a search string, click Add to My Folders on the Search Options toolbar. To retain a document/report or chart, click Add to My Folders while viewing the file. Add a chart/report, document, or search an existing folder, or create a new folder. Add additional identifying information as needed, and click Submit.

Accessing Saved Items To access the saved file(s), click MY FOLDERS on the menu bar. To sort by column, click a column heading (Type, Name etc.) To display the Folder Options drop-down menu, click the Wheel icon on the Folders column. Right-click on the item Name to display the Item Options drop-down menu. To create a note, click the Notes icon A Notes icon

in the Notes column, enter text in the View Note text box, and click Submit.

COMPLIANCE TOOLS Easily access compliance information for environmental and safety rules and regulations using Compliance Tools.

Compliance Calendar The Compliance Calendar lists compliance dates for EPA and OSHA requirements. A summary of each requirement (accessible by date, subject, or regulatory or statutory citation) briefly describes the requirement, provides an exact citation and link to the location of the text of the requirement in the CFR or applicable statutory code, and lists the statutory authority. The Calendar covers the upcoming five years and provides an archive of historical requirements back to 2000.

CHEMCITE ChemCite® Research Suite is a quick and reliable way to research how chemicals are regulated at the federal, state, and international levels. This research tool provides easy and instant access to more than 3,000 chemical lists with information on how each chemical is regulated. Chemicals are listed by Chemical Abstracts Service (CAS) Registry number or by chemical name and synonym. Search ChemCite If the CAS number is known, enter the number in the Enter CAS no. text box and click GO. To locate the CAS number: In the ChemCite Research Suite, choose either containing or starting with under Enter Chemical Name. Enter the name or portion of the name of the chemical in the text box and click GO. Note: Many chemicals have the same name but different CAS numbers. Be sure to click the linked number in the search results list to read the description of each specific chemical.

BNA INSIGHTS Authored by environment and safety practitioners, BNA Insights offers analysis of key legal, legislative, regulatory, or business developments, with an emphasis on practical implications and emerging trends. Find the link to BNA Insights on the Indexes & Finding Aids tab, in the Finding Aids frame. To search BNA Insights, use the Advanced Search template.

PRINT To print a document(s), select the document(s) from a full screen display, document list, or Search Results page and click the Print icon . The selected documents are displayed in the Print Dialog box. To print a single document, click the Print icon while viewing the document. To print multiple documents from the Search Results list, click the checkbox next to each document title, and then click the Print icon . A maximum of 25 documents can be printed simultaneously. Segmented Printing To print segments of Rules and Regulations included in the Resource Center, click the Print icon next to the segment.

Print Dialog Box Select a Text Format Print documents in either Printer-friendly or Rich Text Format (RTF). When printing more than one document, select RTF in order to place section breaks between each document; otherwise, the documents print as one concatenated file. Select Segment(s) Click the radio button to choose the segments to print. All segments displayed below the selected segment will be printed. Print or Display Your Selections: To select and deselect document(s) prior to printing, use the linked commands in the print dialog box. Click the Print/Display Selected Documents button for each frame to launch the print preview function.

Source Information The print display opens in a separate window, and adds source and contact information to the top and bottom of the document(s).

Basic Training

Content Support

Designed for the busy professional, this session gets you up and running in 30 minutes or less. Express Training familiarizes you with the basic functions of the product and shows you how to access a wide range of content and practice tools.

This hour-long course prepares participants to conduct basic research by using the Resource Center’s features to retrieve information quickly and efficiently. Participants will also experience the integration of the Resource Center’s components: expert analysis, news and developments, primary sources, special reports, and practice tools. Employing three different research strategies, participants work through exercises and searches while learning to locate answers within the Resource Center.

For product content questions or assistance researching a specific topic, Bloomberg BNA’s Training & Product Support staff is available to answer your questions.
