Education Sector Working Group - ESWG - JORDAN ESWG Meeting Minutes 13-03-2016 (UNHCR 12:00-14:00 hrs) Agencies present: UNHCR, RI, NRC, ARDD,CJ,FCA/ACT , IMC, LWF, AVSI, Pu-Ami, NEF, KNK Japan , MC , MECI, STJ ,Plan International, UNICEF , UPP , Right to play , WVI , War child UK , UN Habitat , Agenda: 1. Access to education 1.1 KG, Formal ed, NFE, LSS UNICEF :- presented the result of the sector related FE, NFE and LSS , showed the humanitarian program monitoring table for high frequency indicators -LSS are ongoing as planned , that has been message roll out of training taking place on the last month , and this been cascaded in other levels in the camps. -L4all campaign was ongoing for the month of Feb, registration in schools has been stretched-out till 15th of March in order the partner to follow up with out of school cases . -KG expansion, new class rooms that have been expended in Azraq and Zaatari , TDH : received the fund for rehabilitation project in coordination with AVSI to rehabilitate 23 schools , they targeted school in Zarqa and Rsifeh on host community and providing LSS . NRC: will hand over 40 new classroom in 5 schools to MOE , and the selection process for the next year will start next week in order to select 5 schools. UN-Habitat : have the initial approval from the MOE in rehabilitation of 8 schools , 6 in Irbid and 2 in Amman . FCA : in cooperation with MOE to rehabilitate 4 schools in Amman , Ministry will identify the schools to start the construction work . AVSI : grant the approval from MOE to start on rehabilitation for 3 schools , 2 in Rsifeh and one in Jarash , FGD on the manual on the soft component training for the teachers . MECI: Ongoing efforts on the L4A campaign for enrollment of OOSC within formal outlets. 14 LSS centers resumed activities after a month of break / training for a second cycle to go on until July. 6 MAKANI centers were delayed in activities as teachers/facilitators were mobilized and attached to DSS schools in support of L4A. 3 more LSS centers are still operational in Irbid until the end of March. 2. Quality education 2.1 Training of teachers/facilitators FCA : has been provided several training to the LSS facilitators in Azraq ,Zaatari camps and the host community center in Nuzha , Main Topic is Psychosocial support , life skills , disability and inclusive education and child centered approach, FCA cooperate in this tanning with Finnish organization (Teacher without boarder ) . RI : will provide in partnership with medical foundation from Germany PSS training , three sessions in Zaatari and Azraq , it will be open for all partners in Azraq and Zaatari Camps, specially facilitators working as social worker and PSS facilitators , its open for Syrian and Jordanian . UNICEF : there is catch up training on going , there has been guidance to develop catch up centers and this manual is going to be rolled out in 4 hour training session and it will be more detail training in March and April . LWF : trained 131 formal teachers (female and Male ) in students council , communication and PTS’s and 60 trained teachers for remedial classes . MECI: provided various training sessions across 20 LSS/MAKANI centers. Ongoing until the beginning of March, overall 148 frontline workers will be trained through various sessions addressing education, psychosocial and child protection issues/themes. Another round of training scheduled for April in Irbid.

4. Updates from coordination mechanisms (camps, urban). Azraq Camp updates by RI : -in the last meeting partners discussed the FE updates and L4all results , the construction work in the formal school at V3 on Azraq camp will be completed by the end of Feb , will be added new full classes to accommodate 30 students per each class room , the formal schools will accept all children between 1st of Jan till 31st of April 2017 in the first grade , transportation for students in Azraq camp started with IOM and Makani partners monitoring the transportation . -L4all results till Feb 22nd 8950 out of school children referred to formal education and catch up classes - Discussed the violence at schools and suggested to developed a training to all Jordanian LSS teachers at Makani centers and include formal teachers too , organize different events that include parents and teachers in more interact activities .also activate complaining mechanism tools ,communicate with MOE child protection hotline and disseminate the hotline numbers among partners -RI also suggested to establish Youth task force to coordinate and organize more youth services in the camps ,the group agreed to start by mapping all youth services . Zaatari updates by UNICEF: there is a TF now called violence in schools, which is operating the cause of issue that are raising in Zaatari , started in Feb and hold two meeting , the idea of the TF is to develop a strategy that reducing the violence in schools . Irbid Coordination updates: a few agencies (livelihoods, Education, USAID, WFP) called to do a separates TF for Education livelihood ,in order to raise awareness to do the job matching for University graduates in the coming years . -Another call to have TF for World Refugee Day event, lead by Education and livelihood actors in the North. - Luminus group are very active in Irbid recently, they have consortium of several organizations, implement projects of economic development in Mafraq and Irbid and into partnership with other organizations. Looking to implement informal education and higher education opportunities in Irbid.

Education Sector Working Group - ESWG - JORDAN Irbid Referral meeting updates : new campaign by UNHCR in cooperation with ARDD to raise awareness on issuing birth certificate for children over one year of age and still have not issue their certificate , if partners need information about the campaign or Posters , Flyers they may contact ARDD organization Zainab Al-Khalil : [email protected] Mafraq Coordination updates: As of beginning of Feb there is 38,000 work permits have been granted, including 1,518 work permits Issued for woman. -The Job fair that took place at princess Basma Center, 25 private potential employers present from different company and factory in Zarqa and Ramtha , 1000 Syrian refugees and 100 Jordanian were invited to the event . -ITS Mappind in Mafraq ,REACH have done comprehensive mapping of ITS cross the country, after they stopped there is no organisation took over the update mapping of ITS’s, newly UNHCR Mafraq started working on update mapping on Mafraq governorate , using information that ACTED has due their regular presences in ITS’s , formal REACH information and UNHCR information on ITS’s location .for now there is 140 ITS’s sites with approximately 2200 families . - FAQ developing now and will be available by the end of next week, it will assist the agencies who are providing counselling on work permit to refugees. 5. Other thematic focal points: (Coordination, M&E, Gender, CWD, etc) Gender updates: Education and health completed their analyses for 2016 , looking to conduct an updated version of the report for 2017 Disability TF updates: -DTF is in process of developing a comprehensive list of disability specific services, and uploading them to Service Advisor which means we will be able to generate a 4Ws. -Mapping and collation of all the types of training that DTF members can provide to other agencies eg GOs CBOs etc. will be able to disseminate once completed .Dissemination of inclusion standards. Updates from SAG: one SAG meeting was held with the goal to prepare for the Post-London Education Report. A first Progress Report was published in September. In the Way Forward of this Progress Report it have outlined the commitments to quarterly progress reports in 2017 as well as improved financial tracking of the support to the Syria crisis education response. SAG will gathering again on March 14th along with donor representative on country level and MOE to go over the context of this report.

6. Presentation: 6.1 War Child :War Child provide a presentation about their new program Can’t Wait to Learn , the program aims to address the education challenges faced by children affected by conflict, by providing innovative and effective educative games based on the Jordani an curriculum ,The educative games portray the Jordanian culture and worldview. Ideas and designs made by children in Jordan were adapted by local artists for inclusion in the game. For more information you may contact: Raya Ishtiwi : [email protected] 6.2 WFP :WFP presented the healthy kitchen meals program: The health Kitchen was a pilot project that started in March 2015,Build on the Home Grown School Feeding concept, in the aim of providing the government with a sustainable and feasible alternative for the current feeding modality. The pilot empowers women from the local community and engages local suppliers and transporters in the supply chain, it also aims at engaging local farmers in its upcoming stage. .For more information you may contact: Rabab Baker : [email protected] 6.3 UNICEF (Learning for All) :The Sector chair briefly shared the progress reports in the number of children enrolled at Makani centres , for more information you may contact Faizah Samat : [email protected] 7.AOB 7.1 Service Advisor & dashboard UNHCR provide induction presentation of Services Advisor , Services Advisers is a simple, intuitive web app for Refugees, Humanitarian Organizations and Coordinating bodies, which Provides up-to-date information about availability of humanitarian services. Services Advisor allows people to view available services on aMap and in a service directory, where they can filter by category/sector, region, service provider and other features.in order to improve access to information on services provided to refugees by over the Humanitarian Organizations. ,Highlights critical gaps and redundancies in services to service providers and coordinating , and Helps in preventing duplication on activities by sharing the details of each one.
