THE EUROPEAN UNION SUPPORTS ISF TRAINING CAPABILITIES Mr. Maciej Madalinski, Head of the Sustainable Development section at the Delegation of the European Union, representing Ambassador Angelina Eichhorst, General Dib Tbaily, Head of Beirut Police, representing the Internal Security Forces Director General a.i. General Roger Salem, and representatives of the ISF attended today a practical demonstration of police intervention techniques. The simulation was organised by the third promotion of ISF trainers trained by the EU-funded “Security and Rule of Law (SAROL)" project and was followed by an official ceremony celebrating the completion of the 6-months training course by 25 ISF officers. The EU-funded "Security and Rule of Law" project supports the professionalisation of the ISF and focuses particularly on improving its criminal investigation capabilities on the one hand and its internal training structures and resources on the other. The ultimate aim of the project is to help prepare all the resources needed for an autonomous and correct functioning of the prospective ISF Police Academy and Practical Training Centre for the Judiciary Police, which is going to be located in Aaramoun. Mr. Madalinski addressed the graduated trainers highlighting the importance of the role they will play in the institution in the coming years: "You will be at the forefront of the efforts to shape your colleagues' professionalism, increasing their capacity to enforce the rule of law and protect the citizens. You will also be helping your institution to modernise its methods, techniques, and procedures, bringing it more and more in line with modern policing standards respectful of human rights". Thanking the ISF for its commitment and cooperation with the EU in the jointly implemented projects, Mr. Madalinki further emphasised the significance of this work, as "both the EU and the ISF recognise the strategic value that a modern and autonomous internal training capability has for a police institution". General Tbaily said: "In the past 3 years, this project has put at the disposal of the ISF more than one hundred trainers, being in managing public order, crime scene management and criminal investigations, and, now, 14 more technical trainers for the ISF Training Institute and for the Judicial Police. […] This important effort, coupled with the provision of technical assistance and equipment not only for the Mobile Forces but also for the Judicial Police and for the future Practical Training Centre in Aaramoun now under construction, will provide the ISF with more and more performing training and professionalisation resources". Background EU assistance to Lebanon in the area of security and rule of law falls under the framework of the EU-Lebanon Action Plan jointly agreed by the Lebanese Government and the European . EU assistance to security and the rule of law is funded by the European Neighbourhood Partnership Instrument (ENPI), and amounted €26.5 million over the last six years. An additional amount of €8 million is being discussed to support the Lebanese security sector and its reform.

The SAROL project, with a total budget of €8 million, has been assisting the ISF since 2009 towards improving the quality of criminal investigations and supporting the development of the training structures and resources for the Judicial Police, the ISF computerisation efforts and their capacity to manage public order situations with the use of modern, non-lethal techniques.
