1. INTRODUCTION AND WELCOME BY THE DEAN OF THE FACULTY Greetings and warm welcome to the Faculty of Commerce and Administration! First year students (congratulations on passing your NSC Exams), returning students, new staff members and returning staff of the Mthatha Campus, let’s all work as a team for the benefit of our community, our province and our country. The Faculty has a tradition of producing professionals for the business world in the Eastern Cape, South Africa and Southern Africa. Some of the finest and accomplished minds were nurtured and moulded in this Faculty. That tradition is consistent with the Faculty’s vision of excelling in the empowerment of those who join us to study here. Students who successfully complete their studies, leave well-equipped to face the dynamic business environment in their chosen disciplines. This Faculty does not only impart relevant, quality and appropriate knowledge to its students, but it also inculcates in them a notion of life-long learning because of the dynamics and challenges in the business world. The three Departments, viz: Department of Accounting, Department of Economic and Business Sciences, and the Department of Administration and Hospitality are suitably staffed. We have been joined by senior staff and hope to further strengthen this in 2017. The Department of Accounting currently enjoys the services of 16 CAs who are specialized in Financial Accounting, Managerial Accounting, Auditing and Taxation. Many staff members are also pursuing higher degrees. We are indeed proud of Mr F. Kwahene (HoD – Accounting), who is recognized as the top CA (Academic) in the under 35-year category. He has set an excellent example for all of us to emulate. Without a doubt, our flagship programme is the SAICA programme (B Compt) in the Department of Accounting. Last Year, 2016, was an important year as we were visited by SAICA to seek re-accreditation. The informal report received thus far looks very promising, enroute to accreditiation. Another milestone is that the Faculty can now also offer the Master of Public Administration. We are also making strides in research and have appointed a post-doctoral fellow to assist us with promoting research and improving our publications in 2016-2017. We are hopeful that two or three M Com students would graduate in this year. With additional senior staff we hope to strengthen our Community Engagement endeavours. Good luck in 2017! Academic Focus of the Faculty
The academic focus of the faculty is to offer accouunting science, economic, management and administrative programmes that respond to the needs of the communities, public and private sector work environment.Students and practitioners are so well prepared that they are able to respond competently by using their knowledge, skills and judgment in addressing discipline related, community and public and private everyday problems and challenges.

Admission of Students with a National Certificate (Vocational Level 4)
In terms of the Government Gazette of 26 November 2009, WSU accepts applications from prospective students who have a National Certificate (Vocational-Level 4) and who wish to register for Higher Certificate, Diploma or Degree programmes. The minimum entry requirements for admission to WSU with a NVC Level 4 are as follows: Qualification Higher Certificate

Applications from international students are considered in terms of the institutional equivalence reference document and (where required) submission of qualification to SAQA for benchmarking in terms of the NQF. G7 READMISSION OF STUDENTS TO UNDERGRADUATE PROGRAMMES The following rules and procedure shall apply to all undergraduate students to determine their eligibility for readmission to academic programmes according to Section 37(4) of the Higher Education Act, Act 101 of 1997 as amended: G7.1 A first year student who does not obtain sufficient credits to proceed to the second year of study will not be readmitted to the university on academic grounds. G7.1.1 FACULTY RULES GOVERNING STUDENT PROGRESSION AND EXCLUSION In support of the Senate rule, the Faculty has accepted the following accumulation of credits by students. (NOTE: While these credit accumulation standard apply across the Faculty, certain Departments may at their discretion apply additional requirements. Where applicable, these are stipulated under the various qualifications).

A student who fails a course twice will not be readmitted to that course provided that the Head of Department (HoD) may, if the course is a prerequisite or a final course needed for the degree/diploma purposes, require the student to satisfy other specific academic requirements before allowing a student to register for a third time. A full-time student, who fails to complete the degree, diploma or certificate within the prescribed number of years, will be allowed an extra year for a certificate and extra two years for a diploma and degree. Should she/he fail to complete by the end of the expected period, then such student may be refused readmission on academic grounds. Students not readmitted in terms of these rules will not be allowed to register for degree, diploma and certificate programmes of the university for at least one year. Refusal of readmission of students from other universities on academic grounds shall be upheld and readmission will only be considered after the year period as in G7.4 for another programme. Application of the Rules Readmission rules will apply to undergraduate students in all Faculties. Students at risk will be those below the Faculty’s minimum progression requirements. Exclusion will hold for a minimum of one year unless otherwise stipulated. A student may apply for readmission in the same Faculty or another Faculty. Each Faculty will develop a process to review academic performance of students at a module and/or programme level. This process to review academic performance from each Faculty will be developed by each Faculty and approved by Senate. Determination of minimum requirements for Readmission Minimum requirements of readmission will be determined by Faculties, submitted to Senate for approval and published in the Faculty prospectus. Faculties will decide to determine generic faculty readmission requirements for all programmes or for each programme in the Faculty.

Process to determine if Readmission Requirements have been met and to refuse readmission. The following process must be followed when reaching a decision that a student has not met the readmission requirements:

The academic performance of all registered students in a programme will be reviewed against the readmission requirements by the Faculty Board Executive at the end of each semester examinations and year-end examinations.
G10.2
The Heads of Departments will identify the students that do not meet the readmission requirements and submit them to the Faculty Board Executive at the end of each semester and year-end examinations for approval.

Appeal Procedures All students have a right to appeal. Each Faculty will have a Faculty Readmission Appeals Committee (FRAC). A student will submit his/her appeal in writing with full motivation and supporting documentation to the Dean’s Office.
G11.4 The Faculty Readmission Appeals Committee shall convene to look inter-alia at the following factors:
G11.4.1 The student’s academic record. G11.4.2 The appropriateness of the reasons for the refusal to readmit the sstudent. G11.4.3 Whether there are any special circumstances related to the student’s unsatisfactory academic performance to be taken into account. G11.5 The FRAC decision will be final. G11.6 All documents will be filed in the student’s file.

General rules
A student with an attendance of less than 80% is not eligible to write any examination in that subject. An attendance register must be signed by the student during the first part of the lecture. This register will either be distributed by the lecturer or by the tutor(s) or demonstrator(s). Assessment and examinations of all undergraduate and honours programmes shall take place on a continual basis throughout the course of each module culminating in a written or oral examination at the end of each semester. Weighting shall be in the ratio of 60%, continuous assessment to 40% written or oral examination. The overall aggregate pass mark shall be 50%. A student with an overall mark of between 40% and 50% subject to a minimum mark of 40% for both continuous assessment and final examination qualifies for a supplementary examination. However, a student who fails a last outstanding module in a semester qualifies to write the special examination of that particular semester. For a student to graduate he/she must have accumulated a minimum of 360 credits through his/her period of study (provided he/she met the minimum of 120 credits each year), and passed all the core courses/modules. If there was a year that a student did not meet the minimum of 120 credits, he/she will be required to make up for the shortfall. No concurrent registration is allowed i.e., a level two or three student will not be allowed to register a module of which pre-requisites he/she does not meet, except for specific cases and directed to the Head of the Department for his/her discretion.
1.10 Retaining of DP A student with a semester mark (DP) of not less than 50% may apply to retain it for one academic year only.

READMISSION RULES
Ø That no student be re-admitted to any programme in the School if they have not been registered in that programme for five years before the current year of registration Ø That no student be re-admitted to any Degree programme if they have not been registered in the last 2 years preceding the year of registration. Ø Students who were previously registered within the last 3 to 5 years of the current year of registration will have to write an examination of the pre-requisite subject. This examination will be written at the same time as the Special Examinations. Ø The Head of Department may if the student has been working in commerce and/or accounting related employment, allow the student to write the entrance examination. This applies to students who were registered more than 5 years before the current year.
Ø In respect of Bachelor of Accounting Science, only students who were registered for this programme in the year prior to the current year of registration may be exempt from writing any entrance examination.

PROGRAMME IN MANAGERIAL ACCOUNTING UNIT
NATIONAL DIPLOMA IN COST AND MANAGEMENT ACCOUNTING Offering place : Zamukulungisa Site Offering Type : Day Rules and Regulations The possession of a National Higher Certificate (NHC) shall serve as the minimum admission requirement in all diploma programmes offered by the Department of Accounting. Entrance requirements Applicants with a pass in all subjects offered at the Higher Certificate level will meet the entrance requirements. NATIONAL HIGHER CERTIFICATE IN ACCOUNTANCY and NATIONAL HIGHER CERTIFICATE IN ACCOUNTANCY – EXTENDED PROGRAMME Offering Place Offering Type

Rules and Regulations The possession of a National Senior Certificate (NSC) or its equivalent shall serve as the minimum admission requirement at year one level in all programmes offered by the School of Accounting. Entrance Requirements Applicants with a National Senior Certificate (NSC), or its equivalent, rating of 3 or more in 4 recognised subjects, which must include English, Accounting, Mathematics or Maths Literacy, will meet the minimum entrance requirements. Applicants with a National Certificate (Vocationsl-Level4) must meet the requirements set out of this prospectus as well obtain 50% or more for Mathematics and 70% or more for Mathematics Literacy. All new first year students who have been accepted in this programme will be required to write a test to determine entry into: • either the extended programme, done over three years, or • the main stream programme done over two years. The final placement of students into the NHC: Accountancy or the Extended Programme will be made after considering both the results of the assessment tests and the Grade 12 results.(For more information on Extended Programmes refer to the information booklet on Extended Programmes) Recognition Of Prior Learning (RPL) Prior learning shall be recognised, subject to the requirement of each programme and as per WSU’s Recognition of Prior Learning Policy (RPL). BACHELOR OF ACCOUNTING SCIENCE (B.Compt. - CA Stream) Offering Place : NMD Site Offering Type : Day Purpose The overall purpose of the qualification is to equip the student with an excellent undergraduate education to provide a good foundation when entering a CTA programme on route to becoming a Chartered Accountant CA (SA). Alternatively, the qualification prepares the student to practise as a Registered General Accountant on the second tier of the proposed four tier accounting structure in Southern Africa. Duration A three year diploma. Exit Points A diploma after having completed the programme and obtaining a maximum of 360 credits. A total of 31 instructional offerings consisting of11 year courses,9 first semester courses and 11 second semester are required to complete the diploma. Career Opportunities A qualification in Hospitality Management will open doors to career opportunities in any Hospitality institution, including hotels, restaurants, game lodges, food service units, private and executive catering enterprises, and training facilities. The students are encouraged to consider the entrepreneurial opportunities opened to them on completion of their studies. Entry Requirements A Senior Certificate is a pre-requisite. A minimum higher-grade E symbol pass in English is a requirement. Passes in Mathematics, Business Economics, Accounting, Hotel Keeping and Catering are recommended and preferred. STEP 2 An applicant whose WRS is 35 or greater is accepted but can still be subject to undergoing a scientific selection process of Psychometric Testing. Applicants may be expected to participate in a Selection Interview and write a Motivational Essay. (WRS of 30 to 34 is wait-listed and less than 30 is not selected). STEP 3 All successful applicants selected into the programme are required to take the English Language Skills Assessment (ELSA) test. Exit Level Qualifications can only be granted on application and after the successful completion of all the academic requirements of the relevant NQF Academic Structure. These are only available after a learner has decided to discontinue their studies (before completing all the requirements of the 360 credit qualification) and have not been registered for a period of less than two years. Entrance Requirements National Senior Certificate (NSC) achievement rating of 3 (40-49%) for English home language or 4 (50-59%) for English as an additional language. Credits achieved through RPL must not exceed 50% of the total credits and must not include credits at exit level. Recognition of Prior Learning (RPL) Prior learning shall be recognised, subject to the requirement of each programme and as per Walter Sisulu University’s Recognition of Prior Learning Policy. Duration A three year degree. Exit Points A degree after having completed the qualification and having obtained a minimum of 360 credits consist of Core and Fundamental Modules (choose from Table 1 and Table 2). Moderation External examiners are selected from among both practitioners and academia, with linkages established at all levels with established universities to ensure standards will maintain articulation. Promotion and Exclusion Rules Please see the Faculty and WSU Prospectus in your year of registration for the required number of credits for each year of study (Rule Completion All courses/modules must be completed as prescribed in the curriculum. Promotion Rules The completion of each subject at the lower level is a requirement for registration of the same subject at a higher level. All modules of a subject must be completed before a subject is regarded as having been passed. Completion All courses and modules must be completed. A National Diploma will be awarded after having completed the programme with a minimum of 360 credits. The programme consists of a total of 24 instructional offerings, consisting of 7 first level offerings, 7 second level offerings and 7 third level offerings and an additional 3 third level offerings in the fourth year. Articulation Options This programme articulates with qualifications in Communications, Media Studies and Public Relations.

Purpose Statement Public Relations provides a service for the organisation by helping to give the public and the media a better and more complete understanding of the company. The main goal of a Public Relations Department is to enhance the reputation of the organisation both internally and externally. Public Relations gives an organisation or an individual exposure to their audiences. The function of such a person is to manage those tasks and activities that would lead to effective service delivery in a Public Relations office, Section or Department. Entry Requirements • Minimum statutory NSC requirements for diploma entry must be met, i.e. NSC. • The possession of a National Senior Certificate (NSC) or equivalent with two languages, English and isiXhosa or Afrikaans, in addition to a screening interview and/or a written test shall serve as the general admission requirements. • Applicants with a National Certificate (Vocational Level-4) must meet the requirements set out this prospectus as well obtain 50% or more for Mathematics or for Mathematics Literacy. Recognition of Prior Learning Prior learning shall be recognised, subject to the requirements of each programme and as per WSU’s Recognition of Prior Learning Policy. (RPL) Duration National Diploma: three years full-time. Exit Level Outcomes 1. Communicate within the public relations environment. 2. Manage individual and organisational activities. 3. Manage public relations tasks and projects. 4. Apply integrated communication Career Opportunities This Qualification is intended to develop the skills and knowledge required by a person who wishes to pursue a career as a Public Relations Officer, Assistant Manager, Manager or Private Consultant in a Public Relations Department and practise as a Public Relations Officer. Other directions include those of Media Relations Officer or Communications Officer.

Purpose The overall purpose of the qualification is to prepare the students for a general introduction to the world of commerce and business by equipping them with basic business skills to manage a business/ start a new business. Minimum Entry Requirements Minimum statutory NSC requirements for degree entry must be met i.e. NSC with an achievement rating of 4 (50 – 59 %) or better in four subjects chosen from the designated list, coupled with an achievement rating of 2 (30 – 39%) for the Language of Learning and Teaching. To register for the B Com in Business Management degree a student needs an Admission Point Score (APS) of 28 as well as the NSC with an achievement rating of 4 (50-59 %) in Mathematics and an achievement rating of 3 (40 – 49%) or better in English. Recognition of Prior Learning Those learners who do not have Grade 12 pass will be accepted into the programme provided that they have at least five years’ work experience in the relevant field and satisfy the institution’s Policy on Recognition of Prior Learning (RPL) and age exemption. Mature Age Endorsement Students 23 years or older with an acceptable pass in Mathematics, (see min. entry requirements, above). Entry Points to Diploma and/or Degree Levels Entry into diploma or degree levels will be available to those students who have attained the required credits of the previous level at WSU or its equivalent from another tertiary institution. Integrated Assessment Forms of Assessment related to the overall purpose On-going assessment in contact periods including assignments, tests, case studies, projects, tutorials and seminar presentations.
Forms of Assessment related to specific outcomes Written examinations, moderated by external examiners and submitted to professional bodies for approval where necessary. Articulation Qualifying students will be able to continue at WSU or other equivalent higher educational institutions, to postgraduate programmes where they may specialize in areas such as Business Management, Economics, Industrial Psychology or Statistics. Criteria for the registration of Assessors The minimum academic qualification is an Honours degree for assessing students at Levels 1 and 2 and an appropriate Masters for assessing students the third year level. Moderation External examiners are selected from among both practitioners and academia, with linkages established at all levels with established universities to ensure standards will maintain articulation. Promotion Rules Please see the Faculty Prospectus in your year of registration for the required number of credits for each year of study (Rule G7.1). Completion All courses/modules must be completed as prescribed in the curriculum. It is the student’s responsibility to ensure that the prescribed curriculum is followed. Students must complete within the three years. An additional two years is allowed for fulltime students and three years for part-time students. Students who decide to take a gap year must note the above rules. Students who come back after five years to complete the degree may be required to register afresh. Exclusion Students will be excluded if they do not pass the minimum number of credits in each Semester and in each year. Please study the General Prospectus carefully. Please Note: Students who have not completed the programme in the prescribed time and who wish to return to complete may be required to start the programme (if still available) afresh. Progression to the next level of study Level 2 A student will be allowed to proceed to the next level of study on condition that 50 % or more of the first year registered modules/courses are passed. A student will be allowed to proceed to the next level of study on condition he/she has passed Economics I (Introduction to Micro and Macro Economics) plus any first year course.

Purpose The overall purpose of the qualification is to prepare the students for a general introduction to the world of commerce and business by equipping them with basic business skills to manage a business/ start a new business. Minimum Entry Requirements Minimum statutory NSC requirements for degree entry must be met i.e. NSC with an achievement rating of 4 (50 – 59 % ) or better in four subjects chosen from the designated list, coupled with an achievement rating of 2 (30 – 39 %) for the Language of Learning and Teaching. To register for the B Com in Business Management degree a student needs an Admission Point Score (APS) of 28 as well as the NSC with an achievement rating of 4 (50-59%) in Mathematics and an achievement rating of 3 (40 – 49 %) or better in English. COMPULSORY NSC SUBJECTS : Mathematics (50-59% ) English (40-49%) Applicants with a National Certificate (Vocational Level-4) must meet the requirements set out on Page ** of this prospectus as well obtain 60% or more for Mathematics or for Mathematics Literacy. Completion All courses/modules must be completed as prescribed in the curriculum. It is the student’s responsibility to ensure that the prescribed curriculum is followed. Students must complete within the three years. An additional two years is allowed for fulltime students and three years for part-time students. Overall Purpose of the Qualification It prepares learners for a career in Management, Marketing, Finance, Research, Human Resources, Entrepreneurship and any other related business function by equipping them with advanced skills in Business Management and enabling them to conduct basic research. Entrance Requirements Students who register for this programme must have B Com Degree majoring in Business Management from WSU or any other recognised institution. Ideally students should have an average of at least 60% in Business Management III. Alternatively, students with less than 60% may be required to undertake a project before commencing with the programme. This requirement will be left to the discretion of the Department.
International students who have completed Business Management 3 (with relevant \course outlines) will be accepted to the programme. Students who do not have Business Management 3 will be able to complete it at WSU before registering for the Honours programme. Overall Purpose of the Qualification The aim of the qualification is to develop the applied competence of the students on an advanced level in the acquisition, analysis, interpretation and application of economic principles and methods. The programme will prepare students to reflect on their own economical applications to assess the effect thereof in the context of Economics as a social science and prepare them for further study in Economics as a Science.
