ADMINISTRATION RULES 1. MANAGEMENT OF THE COMPETITION

8. ARRANGEMENT OF COMPETITION

a. The Competition shall be called Farnborough Youth FC Annual Small Sided Football Competition

U7, U8, & U9 – Festivals All teams in their age group will be arranged into groups and will play each team in their group once. No results nor points will be recorded or awarded - all players from all teams will receive a memento of their participation.

b. Officials shall be Malcolm Upward, Philip Hodgson, Kelly Hoyle, Jodie Hughes, Harry Hughes & Wayne Young. c. Any alterations to these Rules shall be made by the Officials. d. The Competition shall be governed in accordance with the Rules and Regulations of The Football Association. Matches shall be played in accordance with the Laws for Small Side Football as laid down by The Football Association. Any other Rules must be specified. Where there are options these must be specified.

All Other Age Groups a. The Competition shall be played on a League basis (in the first stage) with the Teams divided by the Committee into groups. Each Team shall play each other team in its group once. 3 points will be awarded for a win and 1 for a draw. In the event of two or more Teams being equal on points the following applies:

e. The Competition shall be sanctioned by the Hampshire Football Association Limited. The Competition, all Teams and players, and other persons, shall be subject to the Rules and Regulations of that Association.

2. AFFILIATION OF PARTICIPATING TEAMS

b. A Knock-Out Competition shall then take place between the top teams and a knock out plate competition for all other teams (number varies from age group to age group). The Committee shall make the draw for these competitions.

All Teams will be affiliated to a County Association, through the Competition. For one (1) day and Charity Competitions the sanctioning of the Competition shall automatically accord to all participating Teams the status of affiliated Teams.

9. REPORTING OF RESULTS (Not U7, U8, & U9)

3. TEAMS ELIGIBLE TO ENTER AND ENTRY FEE

The referee shall be responsible for reporting the result of the game to the Committee at the conclusion of each game.

The Competition shall be open to age qualified teams registered with FA Charter Standard football clubs. The entry fee shall be £35.00 per team.

10. REFEREES 4. COMMITTEE AND POWERS

Referees shall be appointed by the Competition for each session (am or pm). Referees shall, if they choose to accept it, be paid a fee of £25.00 per session.

A Committee consisting of 3 of the above named Executive officers of the Club shall be appointed to organise the Competition. The Committee shall have the power to apply, act upon and enforce the Rules of the Competition, and shall also have jurisdiction over all matters affecting the Competition, including any not provided for by these Rules. The Committee shall also adjudicate in all cases of dispute, protest and complaint. Other Members shall be co-opted if required.

11. PROTESTS AND COMPLAINTS All questions of eligibility, qualification of players or interpretation of Rules shall be referred to the Committee, but no objection relative to the dimensions of the playing area or other appurtenances thereon shall be entertained by the Committee unless a protest is lodged with the referee before the commencement of the game.

5. COPIES OF RULES A copy of these Rules shall be given to all participating Teams and are binding on the Clubs taking part.

12. APPEALS Any appeal against a decision of the Committee must be made in to the sanctioning Association in accordance with its Rules within fourteen (14) days of the posting of the decision of the Committee and accompanied by an appeal fee of £25.00.

6. PLAYERS’ QUALIFICATION Separate Competitions are being organised for :- Mixed gender festivals for U7, U8 & U9 plus, competitive tournaments for U10, U11, U12, U13, U14, U15 & U16. Before the commencement of the Competition all Teams shall submit a list of players eligible to participate (together with details of their dates of birth) to the Committee. All players shall be bona fide members of their Club, and may only play for one team.

13. MISCONDUCT To be dealt with in accordance with the agreed FA Procedures.

14. TEAM NAMES No Team must enter this Competition in the name of an affiliated Team without the full knowledge and authority of that Team.

Each competing Team shall register its first (1st) and second (2nd) choice of the colours with the Competition. In the event of similar colours the second named Team shall change. Players shall be dressed in uniform shirts and shorts, but the goalkeepers shall wear colours which distinguish them from other players and referees. The goalkeepers may wear tracksuit bottoms.

Mementos will be awarded to all participants in the U7, U8 & U9 age groups, and Medals and/or Trophies will be awarded to the players in the teams who either win or finish runners-up in any of the knockout competition (at the discretion of the tournament committee).

Playing Rules General 1 - The rules of the tournament are binding on all the competing teams. 2 - The tournament committee will allocate referees to all games and any decision made by the appointed referee relating to the laws of the game and this competition will be binding. 3 - Any other disputes will be considered on the day by the tournament committee and their decision will be final and binding.. 4 - Cost per team entered will be £35. 5 - Completed registration forms (including players names and dates of birth) must be handed in to the tournament control area no later than 30 minutes prior to the commencement of the tournament. 6 – Advertised age groups are for the 2015-16 season. If any player is found to be playing in an age group younger than their correct age, their team will be disqualified from the competition. 8 – Under 7 to Under 10 will be playing 6-a-side with a maximum squad size of 9 players. Under 11 to Under 16 will be playing 5-a-side with a maximum squad size of 8 players. 9 - The first named team will kick off in the first half (where applicable) and must provide a match quality ball of the appropriate size for their age group. The match ball must be produced at registration for inspection. 10 - If the referee decides that the kits of two competing teams clash, the second named team will be required to change their shirts.

Football competition 11 - The laws of the game of Association Football will apply with the following exceptions: -

Apart from the goal or free kicks, goalkeepers may only roll the ball out underarm from inside the penalty area, once they have full control of it. This rule will not apply to U7, U8 & U9 age groups, who may fly kick as usual.

For all age groups from U7 up to U9, goal kicks are to be taken from anywhere within the penalty area. For all other age groups, goal kicks are to be taken from the goal line.

The back pass rule shall not apply to U7, U8 & U9 age groups.

When a player is taking a free kick, goal kick or corner, all opposing players must be at least 5 yards from the ball until it is in play. This also applies to the kick off each half and the restart after a goal has been scored

Players may be substituted at any stoppage in play using the roll on/roll off system but permission must be obtained from the match referee prior to any substitution being made.

12 - Teams in each age group will be divided into groups with each team playing a full programme against the all other teams in their group. 13 - Duration of all matches is listed at the top of the relevant age group page of the programme. 14 - The result of each match will be taken to the control tent by the winning team manager. In the event of a draw, the referee may ask either team to take the result. 15 - Scores and league tables for U10 to U16 age groups will be displayed clearly at the Tournament Control tent. 16 - In the league/group stages, points will be awarded as follows 3 points for a win -

1 point for a draw

17 – U7, U8, & U9s will be played on a friendly basis. 18 – U10 to U16s - will consist of a group stage followed by a knockout stage. Where number allow, this will consist of a cup and a plate competition to allow all teams to progress to a knockout competition. 19 - Where there is a tie, the following will apply: -

20 - In the Semi finals & Finals, if the teams are drawn at the end of normal time, penalties will be taken by three players per team, followed by sudden death if required. 21 - Any player that is cautioned twice or sent off throughout the competition shall take no further part in the competition. Any team being penalised for the behaviour of their officials or parents twice during the tournament will be expelled, & their results expunged.
