I

n the July 3 BloodHorse Daily I wrote: "One good thing about projections is they give us a standard against which to measure the actual results, so the real question will be how close or far The July (Yearling) Sale is from a $20 million gross and $100,000 average. Before the fact, those look like optimistic targets." Considering the gross was $19,762,500 and the average was $100,829, the Fasig-Tipton July yearling sale finished right at the top end of our pre-sale projections. There were 50 more yearlings cataloged (+17%) than last year, of which 11% more sold, so the

clearance rate from the catalog dropped 3%, from 58% to 55%. The gross was up by 22% ($3.6 million); and the average was up by 7%. After adding in the figures from the July 9 Summer Selected Horses of Racing Age Sale, Fasig-Tipton's two days in July grossed $29,080,500, almost a $5 million increase (+20%) from corresponding 2017 figures. They must be pretty satisfied with those numbers. Sire averages are more or less irrelevant at a horses of racing age sale, but of course they are vital at the yearling sales, especially for younger sires. Claiborne's Flatter had the Fasig-Tipton sale-topper at $520,000 and another colt sell for $190,000 for the highest average of $355,000 for two sold. Darley's (continued on page 4)

But probably of more significance are sires, particularly younger sires, which had three or more sell. Three Chimneys' two sires with 2-year-olds occupied two of the top three spots on that list, as Will Take Charge had four sell for an average of $232,500, and Strong Mandate had three averaging $220,667. Splitting them was Spendthrift's Into Mischief, with five averaging $222,000. While Into Mischief has proven to be truly a superior sire, because his first four crops totaled only 140 foals—approximately the same number as are in his fifth (now 4-year-olds) and sixth (now 3-year-olds) crops—he is at a significant statistical disadvantage against other sires whose sixth crops are 3-yearolds but have a more even distribution of foals per

crop. There is some evidence that suggests if Into Mischief had the same sort of crop distribution as his contemporaries, he would be rated a top-four U.S. sire, alongside Tapit, War Front, and, yes, the late lamented Scat Daddy. Into Mischief, who currently sits at No. 4 on the North American general sire list, incidentally has 13 cataloged at Fasig-Tipton's Saratoga Selected Yearlings Sale. Eleven sires in all had three or more sell, and averaged $100,000 or more during The July Sale. Three Chimneys had a massive sale, because besides Will Take Charge and Strong Mandate, their Palace Malice was the top first-year sire, with four selling for an average of $187,500. From Curlin's first crop, he won the Belmont Stakes (G1) and Met Mile (G1). Second among first-year sires with three or more sold was Hill 'n' Dale's Bayern (three, averaged $115,000), and third was WinStar's Constitution, winner of the 2014 Florida Derby (G1) and 2015 Donn Handicap (G1) (defeating Lea). Five yearlings by Constitution averaged right at $100,000. Two sires with their first 3-year-olds (F2015) joined the two with first 2-year-olds and three with first yearlings in averaging $100,000+ with three or more sold, meaning seven of the 11 sires with sixfigure averages were from the three youngest crops of sires with runners. The F2015 sires were Take Charge Indy, who had three average $123,333; and Ashford's Shanghai Bobby, who had six yearlings sell for an average of $118,333. Two sires with first foals 2012 (F2012) were among the 11. Ashford's Munnings, who now has his second six-figure crop since having three straight crops under 60 foals, had five yearlings

Darley's Midshipman, also with first foals 2012 and a good sire at a four-figure fee, had three average $111,667 at Fasig. The only sire who had his first foals before 2010 who averaged over $100,000 with three or more selling at Fasig-Tipton was Spendthrift's Malibu Moon, who had four average $147,250. A total of 13 F2017 sires with their first yearlings of 2018 had three or more sell at the sale. Besides the three mentioned above (Palace Malice, Bayern, Constitution) who averaged $100,000+, these included three from Spendthrift, two more from WinStar, and two from Darby Dan. Spendthrift's three were: Palace (as distinct from YEAR 2018 2017 2016 2015 2014 2013

Palace Malice; 5 sold for an impressive $86,100 average); Race Day (4 sold, average $63,750); and Wicked Strong (3 sold, averaged $57,667). Besides Constitution, WinStar also debuted Daredevil (3 sold, averaged $63,000) and Commissioner (7 sold, averaged $60,714). Darby Dan had the buzz horse Tapiture (6, averaged $55,833) and Sky Kingdom, who had three yearlings average $53,333. Only three other farms were represented by F2017 (first-crop yearling) sires with three or more sold: Ashford's Competitive Edge (8, averaged $68,750); Airdrie's Summer Front (5, averaged $57,400); and Buck Pond's Conveyance (4, averaged $45,000). We'll be seeing a lot more by all these first-crop sires in the next couple of months. In particular, Ashford's American Pharoah (1 sold for $200,000), who has 15 at in the Saratoga sale; Lane's End's Honor Code (1 sold for $100,000; 9 at Saratoga), and Tonalist (none at The July Sale, 5 at Saratoga); and WinStar's Carpe Diem (2 for an average of $100,000; 9 at Saratoga). IN MY OPINION WITH BILL OPPENHEIM FASIG-TIPTON’S TWO DAYS IN JULY: $29 MILLION (continued from page 5) MID-YEAR APEX: FRANKEL IS THE NEW GALILEO APEX (Annual Progeny Earnings IndeX) sire ratings calculate the frequency with which sires' progeny achieve certain earnings and class levels. They were developed nearly 30 years ago by our team at Racing Update in reaction to what was then big purse inflation (at the time, $2 million; now, $10 million), which distorted the average-earnings index. There are actually 17 different APEX ratings, which sounds complicated, but really it's not as complicated as it sounds: sires are rated at three different class levels, at four different ages (2yo, 3yo, 4yo, 5yo+) and in three different regions (North America, Europe, and Japan). The class levels are earnings-based: the top 2% earners from runners in a given jurisdiction in a given year are designated 'A Runners'; the next 2% 'B Runners'; the next 4% 'C Runners'; so ABC Runners combined comprise the top 8%. A table of earnings thresholds can be found with this column; note that APEX ratings are restricted to a seven-year band (so once-great sires don't look better than they now are). They are calculated on an annual (or, in this case, semi-annual) basis, so one horse is counted as one runner each year it runs, and as an A, B, or C Runner each year it qualifies. The calculations are then indexed: for the A Runner Index, 2.00%=1.00, so if a sire has 10% A Runners, his A Runner Index will be 5.00. Coolmore's Galileo, indisputably the top sire of our time, doesn't always have the highest A Runner Index, simply because he has so many runners, which we call 'year-starters' as one runner can count more than once. Since the beginning of 2012, Galileo has had 2,004 year-starters, an average of 286 starters a season, and the most of the 437 sires that qualified for midyear 2018 APEX ratings, which stand or stood in North America or Europe, and had 200+ year-starters. (An additional qualification for being assigned APEX ratings is sires have to have had 10 or more 3-year-olds BLOODHORSE DAILY

of the last year covered—in this case, foals of 2015, 3-year-olds of 2018). Galileo has a massive 5.66 A Runner Index (meaning 11.32% of his runners (227) have earned that much), but even that was not enough for him to retain his ranking as the No.1 APEX sire by A Runner Index, because his son Frankel, the top-rated racehorse, has 32 A Runners from 270 year-starters to date, which translates to an A Runner Index of 5.93 (11.86% of year-starters). Of course Frankel has the statistical advantage of having had only 13% the number of runners Galileo has had, but even so it's pretty hard not to speculate that Frankel is the new Galileo. Veteran readers may notice these highest APEX ratings seem higher than usual, even for these superstars, and that does seem to be the case. We made a technical adjustment with TJCIS (The Jockey Club Information Systems), which provides all the calculations and data to my team's specifications. One anomaly in using earnings-based statistics is that sometimes group winners, especially European group winners, can win a group race but still not qualify as an A Runner based on earnings. As we are sure that group winners in the seven countries covered (USA, Canada, UK, Ireland, France, Germany, Japan) are at least as good as A Runners, we went back and caught up historically to make sure all group winners in these countries are in fact counted as A Runners. That accounts for what may seem like inflation in the indexes but really isn't. After Galileo & Son (or should we start saying Frankel & Dad?), Darley's Dubawi (4.68) and Claiborne's War Front (4.63) rank third and fourth by 2018 midyear APEX A Runner Index, both also with relatively stratospheric ratings. Claiborne's Ashford satellite's Uncle Mo (3.83) is the top American-based sire whose good progeny are mostly in America. Three more European sires: Ireland's Gilltown Stud's Sea The Stars (3.59); Juddmonte's veteran Dansili (3.29); and Germany's Gestiut Schlenderhan's Adlerflug (3.17); and America's Darley Jonabell sire Medaglia d'Oro (3.39) and Adena Springs' Ghostzapper (3.25) round out the top 10. Spendthrift's 11th-ranked

About a quarter of the top 50 sires by midyear 2018 APEX A Runner Index are younger sires, with first foals 2012-14. The F2012 sire crop has always looked pretty deep, and in fact has seven representatives among the top 50: Hill 'n' Dale's Florida import Kantharos (2.80) and France's Haras de Bonneval's Siyouni (2.80), both of whom started for four-figure stud fees, actually tie for 14th ranking. Lane's End's Quality Road (2.76), the acknowledged crop leader in the big class categories, is not far behind.

This sire crop is also represented by Ashford's Lookin At Lucky (2.40) and Munnings (2.23); Claiborne's resurgent Blame (2.12); and Ireland's Ballylinch Stud's Lope De Vega (2.06). Three sires with first foals of 2013 are in the top 50, all of which were based in America: No. 5 Uncle Mo (3.83), as noted; Darley's Lonhro (2.09), who doesn't really count, as his first Australian crop was in 2004, but he spent three seasons at Darley Jonabell in Kentucky from 2012-14; and Lane's End's Twirling Candy (2.02), who has been second to Uncle Mo on almost every F2013 list. Frankel is of course the top F2014 sire (first 4-yearolds 2018); the only American F2014 sire to make the top 50 is Airdrie's emerging leading third-crop U.S. sire, Creative Cause (2.09). BH

he announcement that Fasig-Tipton would conduct two auctions in 2019 at Santa Anita Park and the subsequent news that Barretts would no longer have horse sales after this year signaled a return to the California market by one of North America's leading sales companies after a lengthy absence and the withdrawal of a company that had served the region for nearly 30 years. The Stronach Group, which operates Santa Anita, and Fasig-Tipton announced July 13 they entered an agreement and have tentatively scheduled a 2-yearolds in training sale for next June 5 and a yearling sale for September 24 or 25. The announcement was quickly praised by representatives of California's breeding, racing, and ownership groups and those who consign to public auctions are also giving it a thumbs up. Barretts, founded by Fred Sahadi, Jerry McMahon, and Ralph Hinds in 1989, is presently owned by Fairplex, which is managed by the non-profit Los Angeles County Fair Association that has said it would no longer have Thoroughbred auctions beyond 2018. What would otherwise be a void in the Southern California market—the California Thoroughbred Breeders Association conducts an annual sale in the Northern part of the state— will be filled by Fasig-Tipton, which previously conducted the CTBA sales but has been out of that market since the mid-1980s.

During its first year of sales in 1990, Barretts conducted five sales in which 1,009 horses were sold (from 1,332 offered) for gross receipts of $22,356,900 and an average price of $22,157, according to BloodHorse MarketWatch. In 2017, the six Barretts auctions grossed $14,979,800 on sales of 441 head, from 640 offered, with a $33,968 average. Fasig-Tipton president Boyd Browning Jr. said the agreement with The Stronach Group came about after it became apparent Barretts would no longer exist past this year. "It became pretty clear that the Los Angeles County Fair Board was moving in a different direction and there was a need from an industry standpoint and an opportunity from a business standpoint to fulfill a need in that marketplace," Browning said. "From our perspective, Santa Anita is the perfect location on a long-term basis to conduct sales in California." Fasig-Tipton and The Stronach Group already have another partnership, with the sales company holding its selected 2-year-olds in training auction at TSG's Gulfstream Park in Florida.

"(The Stronach Group) perceived a need and a desire to serve the marketplace," Browning said. "Breeders needed a long-term option. The California breeding program is important to California racing and The Stronach Group has an understanding of that and a desire to fulfill the needs of the marketplace. The horse population is critical to the racetrack and a strong sales program will benefit Santa Anita and all California racing on a long-term basis." Browning said the two sales tentatively scheduled for 2019 were selected because "the analysis was that those made sense initially and the dates we thought were strategically placed to benefit sellers and buyers alike." This year, Barretts held an April selected 2-yearolds in training sale after holding a selected juvenile sale in March and an open 2-year-old sale in May of last year. If the rest of the 2-year-old sales calendar for 2019 remains status quo, the California sale would fall between Fasig-Tipton's Midlantic sale that takes place the week after the Preakness Stakes (G1) in mid-May and prior to the Ocala Breeders' Sales auction in mid-June. "When you look at the 2-year-old sales calendar, it is crowded," Browning said. "There are not a lot of available dates based on the traditional schedule and you had to do something that made sense for the marketplace in conjunction with the other sales being conducted throughout the U.S." Andy Havens of Southern California-based Havens Bloodstock welcomed Fasig-Tipton's return to the California market. "They are a first-rate company and having the cachet of Santa Anita for the sales, you couldn't pick a better spot," Havens said.

Havens said it is apparent that Frank Stronach recognizes the correlation between a healthy California breeding program and Santa Anita's racing program, and that the auction marketplace "drives the investment in breeding." While he is pleased Fasig-Tipton will be conducting two sales in 2019, Havens said there will still be a need for additional opportunities to sell horses in Southern California, with hopefully a mixed sale that would provide a transfer of breeding stock added to the calendar. The state has its share of agencies that sell at 2-yearolds in training sales, but juvenile sales in California rely upon support from the traditional training centers in Florida and South Carolina. Raul Reyes, who operates Florida-based King's Equine and has been a regular at the California sales, agreed that Santa Anita is an ideal location for a June sale. "I think it is all positive," said Reyes, who was raised in California. "It is a nice, safe dirt track and the weather in California in June is nice. Doing it at Santa Anita will help a lot because the horses will be right in their (buyers') back yard. They won't have to drive three hours to the sale and three hours back. I'm looking forward to it." BH

est Point Thoroughbreds' grade 1 winner Ring Weekend has been retired sound following a seventh-place finish June 30 in the King Edward Stakes (G2T) at Woodbine and is retraining for a second career with Olympian Phillip Dutton. The 7-year-old Tapit gelding won six graded stakes while under the care of Graham Motion and retires with an overall record of 8-5-4 from 33 starts and earnings of $1,571,576. "While Ring Weekend is still sound and competitive, it's time to hang up his cleats and let him move onto new frontiers," said West Point president Terry Finley. "The partners and West Point team are forever grateful for him showing up time and time again. He did it the right way for far longer than most of today's horses. We're incredibly grateful for Graham and his team for the job they've done with him over the past five years and for their role in his

transition to a new career." Ring Weekend had his most successful campaign at 3 in 2014 for West Point Thoroughbred and St. Elias Stables, winning the Tampa Bay Derby (G2) on dirt and the Saranac Stakes (G3T) and Hill Prince Stakes (G3T) on turf. He started his 4-year-old season with a huge win in the Frank E. Kilroe Mile Stakes (G1T) at Santa Anita before being sidelined for more than a year due to a foot abscess. The gelding returned to finish second in the Dixie Stakes (G2T) and went on to win Saratoga Race Course's Bernard Baruch Stakes (G2T) and the Seabiscuit Handicap (G2T) at Del Mar. Dutton, an Olympic gold medalist, was part of Ring Weekend's partnership (and on hand for the gelding's most recent win Feb. 11 at Gulfstream), and it was only natural for him to the take over reins. Ring Weekend moved to Dutton's West Grove, Pa., farm in early July and has already tried his hand over a few jumps. "It's really cool that Phillip (Dutton) was able to be part of Ring's racing career, and now has him for the next phase of his life," Graham Motion said. TRIPLE CROWN WINNER JUSTIFY IN RECOVERY MODE AT DEL MAR By BloodHorse Staff

T

riple Crown winner Justify made his first appearance at Del Mar Monday morning, a "meet and greet" with the San Diego County media conducted by Hall of Fame trainer Bob Baffert. Justify looked as imposing as he had at all points through six straight victories in a career begun early this year with the last three coming in the Kentucky Derby Presented by Woodford Reserve (G1), Preakness Stakes (G1), and Belmont Stakes Presented by NYRA Bets (G1). Led around by assistant trainer Jim Barnes awaiting his turn at the wash mat, the big chestnut turned to face the variety of cameras aimed at him through the bathing procedure so all could get a good angle. Afterward, while walking around the stable area, he reared up and pawed the air briefly before Barnes coolly brought him back under control. Feisty as Justify is by nature, and good as he looks, he's currently under observation after a filling

(swelling or inflammation) discovered in his left front ankle about two weeks ago. It subsided, then came back after light exercise. Baffert moved his second Triple Crown winner in the last four years to Del Mar to personally monitor daily developments before any decision is made regarding his racing career. "Right now, we're just looking to get him 100%," Baffert said. "We're in a holding pattern. I'd love to run him again, because he's so much fun and exciting to watch. We should know more in a couple of weeks." Baffert said Justify's exercise program probably will involve only walking around the stable area for the next two weeks. The best case scenario would be for a return to racing sometime in the fall with the ultimate goal being the Breeders' Cup Classic (G1) in November at Churchill Downs. The possibility of Justify parading before the Del Mar crowd, as was done at Santa Anita Park and Los Alamitos Race Course recently, is being discussed. While Justify walks, Baffert is as usual well stocked with quality runners that figure to impact the summer meeting, which starts Wednesday, in a major way—as has been the case for decades.

DUTROW REQUEST TO AMEND LICENSE REVOCATION DENIED By Tom Precious

tate regulators in New York have rejected a request by former trainer Rick Dutrow to re-open the case that led to his racing industry license being revoked for 10 years. The announcement came at the conclusion of a meeting of the state Gaming Commission July 16. The matter was not listed on the agenda in advance of the meeting. The commission announced the board ruled against re-opening the matter, by a 4-2 vote, to consider amending Dutrow's 10-year license revocation and a $50,000 fine. The board turned down a request by Dutrow's lawyer, Karen Murphy, to let Dutrow, his brother, mother, and others who traveled to the agency's meeting to be able to publicly address the board on Monday. An agency spokesman declined to immediately provide any further details, including the basis upon which Dutrow wanted the penalties to be reconsidered. The spokesman, Brad Maoine, said the board's order is expected to be released on Tuesday. "It's a terrible injustice,'' Murphy said after the board's decision to let stand the penalties against Dutrow. The New York State Racing and Wagering Board, the predecessor agency to the current Gaming Commission, booted Dutrow out of racing for 10 years in 2011 for what it said was a series of rules violations. The final straw, the board said at the time, was the presence of the painkiller butorphanol in a urine sample from Fastus Cactus after a 2010 race at Aqueduct, along with the discovery of hypodermic needles in a Dutrow barn. The regulatory agency said the license revocation was in order because Dutrow is a "person whose conduct at racetracks in New York State and elsewhere has been improper, obnoxious, unbecoming, and detrimental to the best interests of racing.'' Dutrow was able to continue training while the matter was challenged in court; an appeals court in 2012 upheld the board's decision in the case. Murphy said a series of requests have been made to the Gaming Commission beginning in 2016 to get the

board to re-open the issue of Dutrow's penalties. She said new evidence was submitted and a formal motion made last year on the issue. But, she said, the agency did not hold any hearing or ask her any questions about the requests. Murphy said Dutrow has been out of racing for more than five years. Murphy's requests have included arguments that the board let Dutrow's penalty be adjusted for the time he's already served, consideration of charitable work he has been doing, and clemency. She said the original decision involving past rules violations by Dutrow was a "gross mis-characterization of his record.'' And she noted the 10-year revocation and $50,000 fine was "wildly out of line" with the case's original hearing officer who recommended a 90-day suspension. The New York license revocation, Murphy said, has kept Dutrow out of the business of training elsewhere. A who's who from the racing industry, she said, has written letters or signed a petition in recent weeks and months seeking to end Dutrow's ban from racing. "The racing community is saying 'we want him back,''' Murphy said. An online petition backing Dutrow was started in March by trainer Dale Romans. As of Monday, it had 2,423 signatures in support of ending Dutrow's license revocation. BH
