Review of FHAAN Missions, Goals and Objectives
Mute phone when in listen mode. Do not put your phone on hold. State your name prior to speaking. Members to abide by our FHAAN Operating Agreement’s Process and FHAAN Code of Conduct. Mission: Florida HIV/AIDS Advocacy Network (FHAAN) advocates for statewide HIV/AIDS resources including education, policies, programs, funding and legislation. Goals: To ensure that Federal & State Legislators, the Florida Department of Health, Bureau of HIV/AIDS staff and local leaders are continuously in touch with their constituents needs and are supportive of the following: 1. Effective research-supported community prevention programs; 2. Access to adequate, culturally appropriate and stigma-free, care, treatment, housing and social/support services 3. Biomedical, clinical, and behavioral research; 4. Adequate funding for all aforementioned programs; and
5. Protection of the dignity of all people living with or at risk for HIV/AIDS, regardless of gender, race, ethnicity, sexual orientation or religious belief. Objectives: In collaboration with local, state, regional and national organizations, FHAAN will develop and implement 1. Public policy, education and advocacy strategies; 2. ADAP Update
Tom Liberti Chief, FL Bureau of HIV/AIDS
1. Florida Government Budget - Coming out today. Will be reviewing impact on our HIV/AIDS and Hepatitis budget. 2. National AIDS Strategy - High-Level discussions with White House. May result in how we do planning in Florida. Just factfinding at this point. 3. ADAP – Past 1.5 months negotiating with Welvista. We now have a signed contract for 2/14/11-3/31/11 for this “bridge program”. After 3/31/11 is currently unclear, but some plans: a. Federal government’s continuing resolution. b. State appropriations process c. Have applied for ADAP Supplemental funds under Ryan White d. Program changes going forward e. AICP rebates coming. Legislative Session – For the past month, many of us have been educating our Florida legislators on our issues. We will be fighting to get our funds via General Revenue. County Health Departments – working to assist the state. Pulling funds from many sources to close the gap. Some counties really stepped-up to help (e.g., Hillsborough). A number of other states have effective programs we will be looking at. Q&A: Q1: (Butch) How to project how many people will be on next year’s Florida ADAP Waiting List? A1: (Tom) Use of more sophisticated calculations, After April, with the right people. (1) Those in immediate need of Rx, (2) those currently on the waiting list, and (3) Growth factor. Then, all sent out for review and understanding. Q2: (Michael) When will more current CDC data become available? Q2: (Tom) 2006-2008 data is supposed to be coming out soon.

3 weeks of meetings before session will be focused on messaging. FHAAN Advocacy Committee will work this month to complete our priority issues 1-pagers with supporting fact-sheets and snap-shots. Including, copies of our 1-pagers, etc. to Larry Osband
[email protected] for their lobby day help. Working so we can get the funding needed in Florida. Especially keeping an eye on the Continuing Resolution in DC next week.

Focus and Structure Committee Mission: Create and manage the structure, processes and documentation to set-up FHAAN for success. Goals: 1. Organizational Structure. 2. About Us. 3. Member Application. 4. Operating Agreements. 5. Web-based shared communication systems (listservs, documents, etc). 6. Meetings Structure/Process.
Membership Committee Mission: Grow membership and enhance membership involvement to help meet member needs and meet the needs of FHAAN. Goals: 1. 250 members by this time next year. Objectives:

A. Evaluate who we have, see who wants to stay on and who does not. B. Invite more people at various locations such as; Advocacy Groups: Consumers: black, Latino, PCPG, PPG, Etc. C.
