Most Recent Meeting Minutes: Next Meeting: FHAAN Product and Policy Advocacy Committee Tue, Oct 11, 2-3 PM ET Meeting Notes (2011.09.13) 888.627.7005, 110097# ADAP:  HRSA $ came in: Base grant ~ $31m  ADAP earmark: ~ $86m  ADAP emergency funding received: ~ $6.9m  ADAP Supplemental funding received: ~ $6.6m  Also: ~ $1.2m  Part B Suppl: ~ $1m  Emerging: ~ $243,000 TOTAL: $134,347,000 ($6.65m over 2011 for ADAP) Therefore 1,500 removing from ADAP watch list, maybe even more. Week to week. Q&A:  First-In/First-Out for waiting list. Therefore, new folks in need would be added to the wait list.  Next Year?: US Senate has proposed $15m increase next year. State allocations may vary next year. If we have a wait list next year, we will be eligible for ADAP supplemental funding.  Formulary change: Reduced from 100 to 50 drugs. No discussion to change back to pre-wait list 100 level.  FPL change?: Tom Liberti will review new funding’s impact to what this should be. Will take into consideration the strong feedback from 4 public hearings in 2011 to keep at the 400% level. Decision should be know in next couple weeks.  Those leaving program, going where?: ADAP staff per county reported per closure code. They can report on this to us. Some lost to follow-up, trying to minimize these unknown.  No update on DOH/BoHA Reorganization  DOH report on HHS subcommittee: Tom giving report this week.  Medicare Part D working with CVS / Caremark(mail order) contract…minimize time in donut-hole, to catastrophic coverage AICP end of Sept 332 wait list, in process to clear this wait list with in next 4-6 weeks. Q&A:  In certain areas of the state, the need is greater than the local funding. Shifting of newly available funds shifted to these areas needing. Dr. Farmer’s proposed reorganization chart sent out. Dr. Farmer wanted to move forward ASAP and move all to 1, but will be Communicable Diseases (3 into 1). We need to advocate for HIV/AIDS to be at top, due to funding and need. Especially with currently losing institutional knowledge with experts/leaders retiring. Division Directors were all asked to submit their resignations, and will then be reappointed. That Division Director would appoint Bureau Chief. Florida now near 50% of national waiting list. National dropping some, where are they going: kicked-off?, dropping out of care? What is their disposition? State law: FIFO wait list. Process/methodology in writing. Go into active-mode to comment on DOH action? (Review ADAP Premium Plus, AICP, how removing of wait list, how do they prioritize, etc.)

Develop the list of questions by FHAAN Convening Group. Statement of observation/facts, followed by our related question. FHAAN to monitor, review, and evaluate what they are doing. FHAAN to follow-up from written Q&A (time stamped) by inviting DOH lead to be on our call to discuss. We can then inform our members. Identify the benefit to DOH to do this. FHAAN Convening Group to facilitate that. DOH to involve FHAAN as a value added partner. Dialogue. ADAP summit with DOH.

2. Call with BOHA 3. FHAAN ADAP Summit with BOHA – Early Dec: Joey to work with Michael to establish date/location/funding. FHAAN follow-up on Rubio & Hastings letter. Online system for all Florida citizens to write their US Senators and Congress Rep. (in addition to Caucus work, signons, etc). Unspent $ to help more Floridians get off wait list. Make letter editable to tell your story. 1. Jesse called Rubio’s office this morning to learn more before we put a lot of effort into it. Will let FHAAN know results of conversations. 2. If OK, Jesse and Rick preparing draft press release and action alert. Ted preparing CongressWeb online system. Extension of waiver expired Sept 30th. ACHA letter is into CMS.
