3. Rule 64D-4 Workshops Michael

Nearly 1,000 communications with our Florida legislators. Mostly emails, some letters. New software system going well. $900 million dollar challenge. Medicaid bill – we look pretty good. This would be a Medicaid managed care program by private companies. Senate removed the medical loss ratio language from their bill. Would not require waiver 1115. Year-long process. If passed, will be effective July 1, 2011. Both our Medicaid advocacy issues we included in our letters have been supported by Senate: 1. Open Formulary 2. Access to HIV Drug resistance funding FPL from 400% to 200%. Nothing decided. Intention is ADAP, but it opens the entire rule so we can comment on any of it … but our opinion on what we agree with, disagree with, what we propose and why. 3 public hearing workshops in next few weeks (each is 3 hours): 1. Tally 4/25 – FHAAN Contact: Jesse Fry 2. Miami 5/3 – FHAAN Contact: Joey Wynn 3. Tampa 5/4 – FHAAN Contact: Michael Ruppal

If Governor disagrees with recommendations, that forces one additional public hearing. 4.

Jesse Fry monitoring minute-byminute, and will send updates to our FHAAN network. Next Action for FHAAN to ask Legislators, with focus on:  ADAP  AICP

The AIDS Institute to share these documents with FHAAN. Will resend workshop links to FHAAN, including dates/times. Also, FPL chart, etc. Breakdown of respondents by area. TAI to coordinate who is attending each workshop. Use of Survey/Polling tool. Michael to confirm with Suzanne, do in-person and written input hold same weight? Also, after 3 hours, does it stop or continue? Ted to work on media outreach for these events. Registration process to know our numbers for FHAAN. Posting comments now, as good examples for others to read. Get people from your local communities to your regional workshop. Messages can include personalization sections. Trey – Mental health and substance abuse cuts. $210m General Revenue funds. We will incorporate into our

draft letters. Trey can send Michael more info from that call. Patient protections not likely to be included in Medicaid bills. New Business: DOH Restructuring

At what point does FHAAN get involved to advocate our needs? Especially high impact in rural areas.
