Local government faces significant challenges and in Barnsley we recognise that simply doing what we have always done will not help us respond to change or meet the expectations of residents. A different approach is needed. Barnsley council’s vision is for everyone to work together for a brighter future, a better Barnsley. Its priorities are for a thriving and vibrant economy, with people achieving their potential and to build and sustain strong & resilient communities. The borough is now divided into six Area Councils with the two wards of Penistone East and Penistone West forming one of them. Each area has its own locally set priorities following consultation with local people and in our case with the thirteen parishes. The Penistone Area covers over half the borough but has only 12 per cent of its population. Essentially rural in nature it has different needs from the rest of urban Barnsley but with over 150 active groups it has a long history of selfreliance. The Area Council, made up of the six borough councillors representing the Penistone Wards, commissions services with a strong social value to address the strategic priorities of the area. The Ward Alliance, which is made up of councillors working alongside representatives of local organisations, aims to encourage volunteering and increase the capacity of communities to help themselves. The Ward Alliance has a budget to assist groups enhance their

activities in line with the area priorities, provided those groups match the funding with volunteer time. It also has access to a small amount of funding which doesn’t need volunteer time match but must have a strong social impact as well as meeting one or more of the area priorities. During late summer 2015 Penistone Area Council also introduced a ‘Working Together Fund’ issuing grants of up to £20,000 to local organisations who can demonstrate that they are working to the same priorities as the council. Progress during 2015 has been encouraging and we believe the Penistone Area is well placed to adapt to the challenges the future will bring.

Love Where You Live is all about finding ways to make Penistone a place we can all take pride in, now and in the future. It is not difficult in Penistone there are a range of events and activities that take place across the community, so you can get involved, wherever you live.

Volunteering is something many of us do already and may not even think of it as volunteering. It can take a number of forms, from one off community work like a street clean-up to more regular helping out older people on your street, or working in a charity shop.

Love Where You Live is about supporting social action in our community and celebrating volunteering and the volunteers who contribute to the diverse community in which we live.

What Can I Do? There are lots of things that affect how we feel about where we live; how it looks, what there is to do there and how safe we feel. Addressing all these different areas isn’t something that can be tackled by one individual or one organisation, everyone can make a difference where they live and by working together we can achieve great things. You may want to gain new skills, meet new people, get back into work, whatever your ambitions you can make a difference in your community, whether that’s being involved in a group or doing something individually. How do I get involved? You can find out more about volunteering activities and many other opportunities for volunteering in Penistone at Penistone Town Hall’s Volunteer Centre or at Penistone FM, your local radio station and community hub. We welcome your ideas about how to improve where you live. There may be other like-minded people who live in your area too, who would be happy to join you in making some improvements. 4

PENISTONE FM: broadcasting on 95.7FM and online too!

Having formed in 2005 you have probably already heard this popular community radio station broadcasting on 95.7 FM and streaming online. Their aim is to provide the community with great music, news, local information and much more. However, what you may not know is that the station is the ‘Neighbourhood Network Host’ for the Penistone Area Council. This means that the station regularly promotes the work of the Penistone Area Council and the Penistone Ward Alliance, which you can find out more about in this edition of Penistone Matters. You may well have heard the Penistone Community Development Officer, John Openshaw, talking about the many projects supported through the Ward Alliance and Love Where You Live campaign, if not then tune in to hear more about what’s happening in the summer months across the area. Penistone FM is a not-for-profit community radio station staffed by a team of volunteers who put in a whopping 150 hours per week, that’s impressive. The station has a strong interactive community ethos encouraging and supporting volunteers across all aspects of the community radio station. Did you know you could be part of this too?

Maybe try your hand at putting together a radio show? Pursuing a career in media? Do you have a nose for a good story? Penistone FM has some fantastic opportunities for you! Young people aren’t forgotten either, the station are looking to train new young volunteers 16 to 25 years old providing vital work life skills plus experience in the media business and to develop their confidence.

Clean and Tidy Commission In 2015 the Penistone Area Council, alongside the Penistone East and West Ward Alliance, identified £160,000 from its commissioning budget to buy in some additional clean and tidy activity for the area. Having listened to local people, who highlighted improving and maintaining the local environment as a key priority, a Clean and Tidy Team are now actively working with local people, parish councils, businesses and schools enhancing and improving our local environment.

Part of the teams role will be working proactively in involving and encouraging people of all ages to love where they live and work as part of BMBC’s ‘Love Where You Live’ initiative. Penistone Centre Stage Musicals Penistone Centre Stage Musicals began life as Penistone and District Amateur Operatic Society in 1922 with the musical “Dogs of Devon”at the Town Hall Penistone now known as The Paramount. Apart from the Second World War years the Society has performed in some capacity either at The Paramount, or in the case of fundraising concerts, at local venues. The Society has seen a number of changes over the ensuing years but has always tried to keep abreast of things happening in amateur theatre. As an exercise to attract more members the name of the Society was changed in 2005. We have a diverse core membership of around 20 but this varies from show to show and where once the shows were cast in-house it is now necessary to hold auditions which attract non-members. At the moment we are very lucky that youngsters who came and auditioned for our last two productions in 2015 have stayed with us and are a great asset.

The Society is a member of two organisations “Making Music” and the Northern Operatic and Dramatic Association which are there to help in all aspects of amateur theatre. Most of our members are local but we have members from Barnsley, Sheffield and at times from far flung West Yorkshire. We did not present a show this March but by the time you read this we will have performed at the Springvale Chapel on June 17 and 18 with a review of “Sunshine Over Penistone - A June Extravaganza”. Our next performance, which we have just been granted a licence for, will be “Calamity Jane”. You can come and see the performance at the Paramount from the 15 - 18 March 2017.

As part of our feature on local community organisations, we caught up with James Edwards the chairman of Penistone Roundtable to find out more.

What is Penistone Round Table? Penistone Round Table is a community based group for young men aged 18-45. It is part of the international association of Round Tables. We meet twice a month, and you can attend what activities you are interested in. We also have an active social calendar which includes brewery trips, cricket, snooker and comedy club visits - usually washed down with a beer and a curry.

What does the Round Table do for the community of Penistone? We organise and support a lot of the large community events that take place in the Penistone area. Some of the community events we organise include Penistone’s annual Bonfire and Firework Night, Santa’s Sleigh visits, the spooky Halloween event and the Penistone Mayors Parade and Gala. Through these events we are able to raise funding which we then use to invest in local projects, charities and good causes around the Penistone area. We also get involved with other community causes and projects as they arise. In 2015 charities supported included Barnsley Hospice, Woodhead Mountain rescue, Barnsley Foster Carers, Fit Reds, Barnsley Special Baby Care Unit and Greenacre school to name a few. This doesn’t include local community groups and sporting clubs supported such as Silkstone Community Garden Project, Penistone FM, Silkstone Scout Group, Penistone cricket Club, Penistone Sailing Club, Westgate cheerleaders, Millhouse Green Village Community Village Fund, Penistone Grammar School Tennis Academy and Silkstone Community Centre.

What first attracted you to join Roundtable? I moved to Penistone 10 years ago and wanted to get involved with my local community and get to know new people in the area with similar interests. I’d seen Round Table organising all these community events and it looked like a good laugh. 10 years later I’m now the Chairman for this year and looking forward to hosting some great events and raising money for good causes.

How can people get involved? You might think all this takes up a great deal of your time. The answer is NO. We meet twice a month, and you can attend what activities you are interested in. What is a Neighbourhood Development Plan?

Neighbourhood Development Plans created by the Localism Act in 2011 introduced new powers for local communities to set their own priorities for development. On 3 June 2015, following an application by Penistone Town Council, BMBC designated the Parish of Penistone as a ‘Neighbourhood Area’. Our Neighbourhood Area includes Millhouse Green, Thurlstone, Penistone, Springvale, Cubley, Hoylandswaine and all smaller outlying areas. Our Neighbourhood Development Plan (NDP) will shape growth in our Parish over the next 15 years, working alongside Barnsley’s ‘Local Plan’. January 2016 saw the project teams start work in earnest. Our plan cannot stop new development, but it can say where best it should go, what type and scale of housing would best meet our needs, and what infrastructure will be required.

We should all get involved as it’s a better way to deal with change and influence development in a proactive way. A local public referendum means it’s more democratic and areas with an NDP receive 25 per cent of any Community Infrastructure Levy arising from developments compared to 15 per cent for parishes without. A draft NDP is subject to an inspection by an Independent external examiner who will advise if we can proceed to a public referendum. If 50 per cent plus one of those that vote are in favour, BMBC will adopt the NDP. Our Community Led Plan from 2013 will help form the Penistone NDP, but we will be asking you more questions, through a questionnaire in July, about your thoughts on the future direction of development in our area. We should all have a say in the final plan. Remember, it’s “Our Plan”.

Our NDP can and should also include proposals for:• Creating economic growth. • Improving or creating new leisure facilities in the Parish. • Providing sustainable energy for all residents. • Preserving and enhancing a Parish’s unique environment.

Oxspring Titivators The Oxspring Titivators are a community group of eight Oxspring residents, doing regular voluntary work around the village under the direction of and with the full approval of Oxspring Parish Council. We have made a large contribution towards the upkeep of Oxspring with weekly litter picks in the village and along the Oxspring section of the Trans Pennine Trail. We also assist with the cultivation of the parish owned public open spaces, clear vegetation around the seating areas, maintain flower beds, remove graffiti and do general repairs. A recent initiative to address issues with dog fouling has seen the installation of ‘We’re Watching You’ signage along school routes and the Trans Pennine Trail to encourage dog owners to clean up after their pets.

We regularly undertake work at the Pinfold, Bower Dell and Gordon’s Garden and have also adopted the Rose Garden at the junction of Sheffield Road and Roughbirchworth Lane. We have gained support from the Penistone East & West Ward Alliance and regularly receive donations of plants from local residents.

Trans Pennine Trail conservation volunteers We the Trans Pennine Trail conservation volunteers are members of the public who work together to enhance the Trans Pennine Trail between Penistone and Dunford Bridge. We work in partnership with Trans Pennine Trail, Sustrans, and Barnsley Metropolitan Borough Council, to look after all aspects of the Trail - cutting back the vegetation; pruning strategically during the bird-nesting season; cleaning and painting signs, and litter-picking. Our aim is to: • Conserve, maintain, and enhance the physical and natural environment of the Trans Pennine Trail. • Encourage participation and local involvement - in particular children and young people.

• Provide the public with healthy leisure-time activities. • Provide opportunities for the public to participate in practical conservation work. • Activity sessions are held on the first Saturday of the month 10.00am - 4.30pm plus midweek workdays. • Newcomers are welcome - no experience is necessary. We supply free tea, coffee, fruit juice and biscuits. Working together to maximise the use of available resources to the Penistone Area Using Section 106 Funding for local Penistone Projects During 2015 the Penistone Area Team has worked with Paul Clifford, group leader from Economic Regeneration in the Place Directorate, and elected members on the best ways to release Section 106 funds (planning gain) for local benefit. This has proved a successful piece of partnership working which has levered in not only Section 106 but other forms of match funding to the Penistone Area.

Penistone Area Council also supported the use of £330,000 Section 106 funds to provide new units for ‘start up ‘businesses on a site at Penistone Paper and Board at Springvale in Penistone. This amount was doubled by match funding from private sector investment and is expected to generate £96,400 in additional business rates. The 10 units built to date are all fully let including a ‘pop up shop’ unit where businesses can book for a week or two at affordable rates to test trial their business idea (test trading) or show and sell their produce. Ingbirchworth War Memorial

An ambitious project sponsored by Gunthwaite and Ingbirchworth Parish Council has seen the installation of a War memorial on a site at Wellthorne Lane. The project initiated following the closure of the Ingbirchworth Methodist chapel and the resultant loss of a local focus for remembrance. The Parish Council has negotiated to take over the site from Barnsley Metropolitan Borough Council on a 125 year lease, and will be responsible for its future maintenance. The memorial has been created by local sculpture Jim Milner, who has a distinctive style using geometric shape creating a tall flame-like carved stone memorial mounted on a raised plinth. Further improvements to the site will see new paving and seats installed enhancing the site and the memorial setting.

There were also a band of five residents who assisted with the considerable labour involved.

A service of dedication took place on Friday the 6th November 2015 led by Reverend Ann Sykes and the chair of the Gunthwaite and Ingbirchworth Parish Council Mr Charles Coupe. The service was attended by around 40 local residents.

The final phase of the works to improve the site, the installation of paving and new seating will be completed this summer.

The project came to fruition through the commitment of the Parish Council and the commitment of Parish Councillors and a grant of £3850 from the Penistone West Ward Councillors and their Devolved Ward Budget.
