FRAMEWORK FACTSHEET Potable Water, Sewerage and Ancillary Services LASER has established an OJEU compliant framework agreement for the supply of water, sewerage and additional services. The framework is available for all areas of England and accessible by all public sector bodies. With 7 suppliers included in the framework, every mini-tender run will give customers a broad choice of suppliers. In addition, LASER’s thorough scoring criteria is designed to fairly evaluate price, customer service and added value services to identify which offer truly gives best value.

About LASER

There are two primary routes for accessing the framework:

Kent County Council (KCC) is the ‘Contracting Authority’ and Central Purchasing Body (CPB) for water framework contracts operated by LASER, as specified in the Public Contract Regulations 2015. As such, other public sector bodies are able to use the contracts in place without having to run separate tender processes. LASER contracts are procured through OJEU compliant tender processes and our expertise and insight into public sector requirements allows us to deliver a valuable service to our customers.

LASER Mini-Tender Analysis LASER will carry out the mini-tender process which includes: • Assisting you in the collection and collation of data. • Advising on mini-tender pricing options and weightings. • Creating the mini-tender pack. • Carrying out communications with each supplier and issuing the mini-tenders. • Receiving and analysing the suppliers’ bids to create a Ranking and Recommendation Report. We also monitor the switching process and intervene if necessary to ensure switches happen smoothly and on time. Our dedicated team will keep track of contract end dates and contact you to schedule renewals before contracts expire in future years.

DIY Tender Analysis Customers who wish to manage their own contracts may choose to access the framework directly. Under this option the customer will be granted access to the framework, but will be responsible for handling all stages of the procedure themselves.
