Government of India NATIONAL DISASTER MANAGEMENT AUTHORITY (NDMA) NDMA Bhawan, A-1 Safdarjung Enclave, New Delhi 110029 Advertisement for engagement of Senior Consultant under National Earthquake Risk Mitigation Project (Preparatory Phase) National Disaster Management Authority, Government of India is implementing the National Earthquake Risk Mitigation Project (Preparatory Phase) as Centrally Sponsored Plan Scheme. The project is to be implemented over a period of two years (2013-15) at an outlay of Rs. 24.87 crore and will cover 21 States/UTs that lie in seismic zones IV and V in the country. The project aims to implement the following strategies/activities under four major technical components: Component-1 : Techno-legal regime Strengthening of the regulatory framework for earthquake resistant design and construction. This component aims for facilitating consistent policy, legal and regulatory framework that ensures a stricter compliance regime and promotes increasing uptake of earthquake resistant design features for construction of new buildings. Component-2: Institutional Strengthening Institutional competency enhancement of participating institutes that involves enhancement of capacities of the institutes in terms of infrastructure and faculty required for capacity building of engineers, architects and masons in earthquake resistant construction, design and planning techniques. This component will include activities like faculty resource mapping, resource material development, library and laboratory support to participating institutes, training and raising of master trainers, development of web-based courses & certification, conferences in earthquake architecture and engineering, special events and other activities related to institutional strengthening. Component-3: Capacity Building initiatives on pilot basis. Training of Engineers, Architects and Masons in Earthquake Resistant Construction, Design & Planning Techniques. This component targets for development of training course contents of engineers, architects and the masons, conduct of skill building training programmes for engineers, architects and masons at city/districts level in targeted States/UTs. Component-4: Public Awareness on pilot basis To bring about an attitudinal change and to influence behavior of individuals for effective Earthquake Risk Mitigation in the country. To achieve this, the project will create climate of disaster awareness culture through mass media campaign, create demand for earthquake disaster reduction measures through advocacy with key stakeholders, conduct awareness campaign. 2. To implement the above activities, a Project Management Unit is to be set up in NDMA by engaging Senior Consultant for a period upto 31st March, 2015 which may be further extended depending on the extension of the project. NDMA invites applications for engagement of one Senior Consultant on contract basis. i) Who can apply: Retired Government Civil Engineer or Architect / Town Planner in the Grade pay of Rs. 7600/, having following Qualification and Experience

Qualification: Bachelor Degree in Engineering (Civil) or Bachelor Degree in Architecture or Post Graduate Degree / PG Diploma in Town Planning from a recognized University/ Institution. Experience :a. b. c. d. e. f. 3.

Earthquake resistant design and construction of masonry and RC structures; Implementation and monitoring of earthquake engineering codes, building regulations and town planning schemes; Implementation and monitoring of training and capacity building programme of engineers, architects and masons. Earthquake risk management issues. Coordination with government & technical institutions. Administrative and financial matters.

Coordination with States/UTs and participating institutions/agencies. Oversee the preparation of consolidated NERMP budget annually and any revision thereto. Facilitate disbursement of funds to the States/Union Territories / Institutions / Any other agencies. Monitor implementation of the Project at the National level. Preparation of overall physical and financial progress of the project. Facilitate periodic review meetings. To look after all matters viz. administrative and financial matters relating to the project. Process documentation of each activity under the project.

4. Selection: Selection will be made by a Consultancy Evaluation Committee constituted for the purpose. On the recommendations of Consultancy Evaluation Committee, offer of engagement will be issued to the selected candidate, after signing the contract with NDMA. 5.

Remuneration : Rs. 60,000/- per month consolidated.

6. Pension: A retired Government official appointed as Senior Consultant shall continue to draw pension and the dearness relief on pension during the period of his engagement as Senior Consultant. His/her engagement as Senior Consultant shall not be considered as a case of re-employment. 7. Allowances: The Senior Consultant shall not be entitled to any allowance such as Dearness Allowance, Residential Telephone, Transport Facility, Residential Accommodation, Personnel Staff, CGHS, Medical Reimbursement etc. 8. Leave: Senior Consultant shall be eligible for 12 days leave in a calendar years on pro-rata basis. Therefore, a Senior Consultant shall not draw any remuneration in case of his/her absence beyond 12 days in a year (calculated on pro-rata basis). Unavailed portion of leave cannot be carried forward to next year. NDMA would be free to terminate the services in case the Senior Consultant remains absent for more than 15 days beyond the entitled leave in a calendar year.

Only Indian Nationals need apply. Candidates will have to produce the proof of details regarding qualifications and experience furnished in their applications, in original at the time of interview. Application received after the due date, unsigned application, application incomplete in any respect will not be considered, and will be rejected without assigning any reason. Canvassing in any form will be a disqualification. It may be noted that if, at any stage, it is discovered that an attempt has been made by the applicant to willfully conceal or misrepresent the facts, his / her candidature will be summarily rejected or his engagement terminated. Candidate shall be IT savy, well versed with MS office and has to do all the typing related work on his / her own. The appointment of Senior Consultant would be on full-time basis and he/she would not be permitted to take up any other assignment during the period of engagement with National Disaster Management Authority. The appointment of Senior Consultant is of a temporary (non-official) nature against the specific jobs and the appointment can be terminated at any time by the NDMA without assigning any reason. The persons recruited for the above position will be engaged initially for a period upto 31st March, 2015 and depending upon his/her performance, engagement can be extended further, if required. Age of candidates for the above posts should not exceed 62 years as on closing date of application. However, the candidates upto the age of 65 years can also apply. They will, however, be considered depending upon their qualification and experience.
