Message from the Mayor Whether this is your first time or you’re a seasoned user of our many wonderful facilities and programs, this Community Guide is a great resource to quickly find all of Haldimand County’s programs and activities, as well as useful information including general municipal information, business resources, community groups and upcoming events. Fall is the perfect season to get outside and enjoy our many off-road hiking trails and on-road cycling routes. Council has invested in additional infrastructure to make it easier for residents to cycle our towns as well as support the growing numbers of cycling tourists. Take advantage of the additional bike racks in most towns so you can visit the many unique retail shops and restaurants. There are also two bike repair stations (York and Dunnville) for your use.

MUNICIPAL INFORMATION
Haldimand County Council reviews and approves the County’s property tax supported operating budget every year. Council approved the 2017 Tax Supported Operating budget which resulted in a total levy requirement of $61,268,870. In June, Council approved the County’s 2017 Tax Policies and Tax Rates. These policies/rates are the final component or factor which affect a property’s annual taxes, including: assessment shifts, education tax rates, tax levy requirements and tax policy. Based on these approved factors, the estimated total property tax bill for 2017 is $3,129 for an average residential home assessed at $245,900. For your property, the applicable tax rate is applied to the assessed value of your home and this determines how much you pay. The value of your home is assessed based on its market value as at January 1, 2016.

Water and Wastewater Billing and Payments Your Water and Wastewater bill is issued by Haldimand County Water and Wastewater, your electricity billing is issued by Hydro One. Please ensure all payment information has been updated accordingly. Customers who purchase bulk water at the County’s water depots and septic customers are not impacted by any of these changes. Note that unpaid Water and Wastewater accounts will be transferred to the Property Tax Roll for collection. Many Ways to Pay Haldimand County has many convenient payment methods to make it easy for you to make your property tax payments on time.
Tax Payment Plans Instalment plans - deducted when they are due. Monthly plans - payments deducted 1st of each month. PAP form available online or at any satellite office.
Internet or Telephone Banking Use the property roll number indicated on your tax bill. The payee is “Haldimand County Taxes”
Credit Card Payment Pay online using your credit card with service provider payments. A low, non-refundable transaction fee of 1.75% applied. Visit our website to learn more.
Postdated Cheque or Mail You can mail a postdated cheque. Include a self-addressed stamped envelope to receive a receipt. Drop boxes located at all satellite offices.
In Person Payments can be made at and County Satellite office by cheque, cash, debit or money order.
Mortgage Company – If your taxes are paid through your mortgage, the bill is mailed to you for your records only and to the mortgage company for payment.

Help keep our community clean and safe – Reduce, Reuse, Recycle Haldimand County offers a variety of programs to help manage and reduce waste in our community. For more information on the many waste management services available, check the County’s website, haldimandcounty.on.ca under Find – Garbage and Recycling Schedules.
Christmas Tree Recycling Program
Waste and Recycling Curbside Collection Program This program is provided by Modern Corporation. Curbside collection is offered to all residents and institutional, commercial and industrial (IC&I) properties within the County. The collection program not only includes picking up bags of garbage BUT also picking up recycling, scheduling and picking up bulky items and also delivery of black/blue boxes. If you have a question about any of the services that Modern provides, please call Modern directly at 1-844-624-3126.

Leaf and Yard Waste Program Yard waste will be collected on your regular collection day in the urban centres of Caledonia, Cayuga, Dunnville, Hagersville, Jarvis and Townsend from October 16 to November 24, 2017. Yard waste will also be accepted free of charge at the Canborough Waste Management Facility from September 5 to December 2, 2017. Remember to check your Waste and Recycling Guide for more details on what you can set out and how to set out your leaf and yard waste.

Dog Licences and Regulations 2018 DOG LICENCES are available on November 1st. You must obtain a dog licence prior to January 1st to avoid a late penalty. Tags are now available online - follow the link on the Haldimand County website under By-law Enforcement or at County Offices and various retail locations throughout the County (locations listed on the Haldimand County website under By-law Enforcement). n A licence is required for every dog over 16 weeks of age. n A licence is required for a service and police dog, however there is no license fee. n Pit bulls are prohibited.

n Three (3) additional cats are permitted on any one (1) premise in a residential area provided that: z the owner is a member of a recognized cat rescue organization, z cats are kept inside a detached dwelling unit at all times in order to reduce the impact on abutting dwelling units, and z co-operation by owner to allow County to confirm number of cats living on premise. n The owner of a cat in a residential area shall ensure his/her cat is identified by either: z a collar on which the owner’s name and address is permanently inscribed, or z a microchip, or z a tattoo. n STOOP and SCOOP Any person who owns or harbours a dog is required to remove excrement left by the dog anywhere in Haldimand County and dispose of the excrement in a sanitary manner, which includes winter months. The by-law does not apply to the owners of a guide dog as defined in The Blinds Persons’ Rights Act. Failure to clean up after your dog may result in a fine under The Provincial Offences Act. Please see Haldimand County’s Animal Control By-law 1396/13 for all regulations on the keeping of animals, including kennels, prohibited animals and dangerous dogs. Also, please visit the By-law Enforcement web page to find locations available for purchasing your dog tags.
n An additional dog is permitted if the dog is part of a Foster Program or is a Service Animal. n Six (6) cats are permitted on any one (1) premise in a residential area regardless of the ownership of the cats.

Site Alteration By-law Haldimand Council adopted a Site Alteration By-law 1664/16 on May 2, 2016. This By-law is to regulate the placing or dumping of fill within Haldimand County. Some of the highlights of this by-law are that a permit is required for fill being dumped or placed larger than 100 cubic meters and/or on a property larger than 5 acres. The By-law and the application form are available on the Haldimand County Website, under “How do I”.

WINTER PARKING RESTRICTIONS We all want our streets cleared of snow and ice quickly; and nothing slows down the work of our snow plows and emergency vehicles more than vehicles parked on the street. Please ensure your vehicle(s) are removed from the street. If you are unsure of the restrictions on your street, please contact a Municipal By-law Enforcement Officer. WINTER PARKING RESTRICTIONS as per By-law in effect from November 15th of any year until April 15th of the following year are as follows:

Sidewalk/Roof Snow Removal This notice is to inform residents of Haldimand County of the “Removal of Snow and Ice from Sidewalks and Roofs” By-law requirements as follows: Every owner of any building, either occupied or unoccupied, or vacant land within the boundaries of Haldimand County shall:

Clear any snow and ice from all sidewalks on the highways in front of, along side of or at the rear of property within twenty-four (24) hours after the accumulation of snow or ice.

Within twenty-four (24) hours and whenever the surface of such sidewalks has become slippery because the snow and/or ice has not been completely removed, shall immediately, sprinkle or cause to sprinkle upon such portion of the said sidewalk ashes, sand, salt or some like suitable material, in such a manner as to thoroughly cover such slippery surface.

Remove the snow and ice from any roof which slopes towards a sidewalk, where snow or ice may fall from such roof causing danger to pedestrians or vehicular traffic and/or obstruct the sidewalk or highway, before the hour of 9:00 am

MUNICIPAL INFORMATION 10
EMERGENCY SERVICES Haldimand County Emergency Services wants you and your family to be safe. Your Fire & Paramedic Services have some safety reminders for you:
FARM FIRE SAFETY: Here are 10 simple steps that you can take to keep your farm safer from fire:

Do not allow smoking in or around barns or near any flammable farm materials.
2
Situate manure piles at least 10 m away from barns to reduce the chance of combustion.
3
Ensure hay and straw are properly dried before storing it in the barn.

Keep dust and cobwebs to a minimum. For horse barns, leave horses haltered and hang halters and leads on stall doors should evacuation be required.
6
Question and/or remove unknown, unlicensed and unauthorized persons from the premises.
7
Regularly check all appliances, wiring, electrical equipment and heat-producing materials and equipment to ensure everything is in safe, working order.
8
Repair/replace any frayed or damaged wiring as soon as it is identified.
9
Never refuel engines inside a building or while the engine is running or hot.
10
Extension cords should only be used temporarily and should be removed after use.

Use a couple layers of clothes to keep your muscles warm and flexible;

Do warm-up stretching of the arms, shoulders, legs, and back beforehand;

When you shovel, push the snow straight ahead and walk it to the snowbank. Don’t throw it;

Avoid sudden twisting and turning motions;
f
Take regular rest breaks to alleviate the strain off your muscles.
Bend your knees to lift when shoveling. Let the muscles of your legs and arms do the work, not your back;

Haldimand County values its relationships with community groups and appreciates the opportunity to partner with those groups to enhance or create new assets and facilities in our communities. The Community Partnership Program (CPP) helps community groups (or individuals in collaboration with a group) make those dreams—big or small—happen. The CPP is a clear, fair and consistent process for not-for profit groups to: n Create new or enhanced facilities for the benefit of residents, families and visitors;

The County’s CPP offers funding for Community Capital Projects and Community Beautification initiatives. Community Capital Projects are those initiatives which are new and/or intended to enhance or replace an existing asset on County land. Applications are accepted yearround, and proposed projects can be eligible for up to 35% in County funding towards the overall budget. All projects—whether or not they require County or other funding or are 100% funded by the applicant—must be assessed and approved through this process, before they can begin.

The County recognizes the importance of beautification to the vitality and sense of pride of communities and each year makes available $60,000 in grant funding to support these initiatives. Community Beautification grants help showcase our towns and villages, help attract and retain business and lead to potential new tourism and economic development opportunities. CHILDREN’S PROGRAMS StoryTime
Paws to Read
StoryTime at the Haldimand County Public Library is a fun mix of reading, crafts, songs, and meeting new friends, and early literacy is one of the best ways to prepare your child for school. Each session costs only $10 and includes 10 weekly StoryTimes. StoryTimes are offered at all library branches. You can also register for individual StoryTimes at a cost of only $1.
The Haldimand County Public Library in partnership with Therapeutic Paws of Canada, is offering an exciting literacy program designed to help children who would benefit from extra practice with their reading. Free sessions will be offered weekly for a total of six weeks and one of three certified teams will be at the library to read with children on each date. Children read to the dog and are encouraged to pick books they think the dog would like to hear! Paws to Read dogs provide undivided attention to the children as the children read aloud. Studies have shown that reading to dogs encourages confidence and boosts self-esteem in children who struggle to read aloud in class, thereby boosting literacy skills. Tales for Twos Tales for Twos is a six-week program designed exclusively for two-year-olds accompanied by a parent or caregiver. Jacob Baxter from Cayuga
who was the speaker of the
House from 1887 to 1891.
This 1896 register was used at W.J. Rebbetoy store in Cayuga, and later at Rick’s Barbershop and Pool Hall in Cayuga, 1959-1979.
Jacob Baxter served as Liberal MLA for Haldimand from 1867 to 1898.

Haldimand Connections Heritage Minutes This year, Haldimand Museums revealed ten fascinating Heritage Minutes – sixty second vignettes that highlight local stories of historic significance. The Minutes – funded by Canadian Heritage and filmed/produced by Lock3 Media in Brantford – depict a local invention that revolutionized the world, a famous poet, a battle and more. John Brant Although he could not vote himself, Mohawk Chief John Brant, charismatic son of the legendary Joseph Brant was overwhelmingly elected by the people of Haldimand County as their first representative to the Parliament of Upper Canada in 1830. This made Brant the first indigenous person to sit in Upper Canada’s Parliament as a lawmaker.
RCAF In 1939, Canada, Great Britain, New Zealand and Australia signed an agreement creating the British Commonwealth Air Training Plan. More than 130,000 crewmen and women were trained in Canada between 1939 and 1945. Haldimand County was home to three of these schools: RCAF #16 Hagersville, RCAF #6 Dunnville, No 1 Bombing and Gunnery School, Jarvis and a relief field at Kohler.
Helen Kinnear Helen Alice Kinnear was born in Cayuga in 1894. She graduated law school and was called to the bar in 1920, becoming one of Canada’s first female lawyers. In 1935, she became the first female lawyer in Canada to argue a case before the Supreme Court and in 1943, she was appointed court judge for Haldimand County, making her the first federally-appointed female judge in the entire commonwealth.
Haldimand Connections – Map App Wilson MacDonald Wilson Pugsley MacDonald was born in Cheapside, Ontario. He began publishing poetry in the Toronto Globe in 1899, while still a student. His first collection of poems, Song of the Prairie Land, appeared in 1916. He became even more famous by doing readings of his poetry. In 1920, his popularity as a presenter surpassed that of Pauline Johnson.

Cayuga Kinsmen Park-61 Ouse Street S., Cayuga. Parking and washrooms available in park. The route is 69 km of paved, flat to rolling hill roads. It travels along the Grand River and Lake Erie.
Blue Heron Way

Blue Heron Way is approximately 1.1 km of off road trail connecting Dunnville to the Niagara Region. This trail links up to the Gord Harry Trail to Niagara.
Lowbanks Loop Cycling Route

Dunnville Kinsmen Park-985 John Street, Dunnville. Parking and washrooms available in Park. The route is 47 km of paved, mostly flat roads. It travels along the Feeder Canal and Lake Erie.

Short trail with walking bridge; parkette located 200 meters south at Lake Erie; contains scenic lookout and parking.
Townsend Recreation Trail
Townsend
3 km paved and lit pathway winding through beautiful Townsend over the Nanticoke Creek. Available for walking, biking and roller-blading.
Lake Erie Waterfront Trail

This route travels from Windsor to Fort Erie following the Lake Erie shoreline through lakeside communities in Haldimand. The trail connects with the Lake Ontario Waterfront Trail via the Niagara River Recreational Trail, and runs 1400 km in total.

PARTNERSHIPS IN BLOOM Dunnville Waterfront Park & Pavilion/ Farmers Market In 2016, Haldimand County Council approved plans for the Dunnville Waterfront Park & Pavilion/Farmers Market project. The new Farmers Market building, pavilion & park will transform Dunnville’s downtown waterfront and provide new opportunities for tourism, recreation and community events. The partnership project is moving forward, with funding assistance from the Dunnville Farmers Market Committee, Community Improvement Project grant and Ward 5 Community Vibrancy Fund.
Features of the Waterfront Park The Waterfront Park design is consistent with resident feedback to transition the former arena property into greenspace. It will provide a new focal & gathering point for the community, integrating the existing boat launch facilities and new market building/pavilion while providing pedestrian walkways to the downtown area. Key features of the 1.5 acre park include: n a defined entrance at the north part of the park, including amenities such as benches, lighting, signage and an entrance ‘gateway’ feature n a large, central, multi-purpose greenspace area to be used for recreation activities, festivals and events (including an audience area for performances) n new trees (in addition to existing, healthy trees that will be preserved) & landscaping
Features of the new Farmers Market Building/Pavilion n approximately 40% larger in size than the current structure (increasing to 5,000 square feet from 3,000 square feet)
n a hard surface pathway guiding pedestrians from Main Street through different sections of the park and areas along the Grand River. Pathway segments terminate with, or have along their route, key viewing areas that maximize visual access to the river n lighting features along pathways and throughout the park to encourage its use and to enhance safety n a weather-protected cenotaph & water feature
n a post and beam-type wood frame construction
n public washrooms
n roll-up commercial garage doors to enclose a portion of the structure for enhanced three season use (better protection from the elements but no heat provided)
Construction-related closures
n an enclosed foyer with washrooms to serve both the park and market n genuinely multi-functional design (allowing it not only to be used for market days, but also as a rental / public space for events, programming and private functions)
Timeline Construction of the new Dunnville Farmers Market/ Pavilion & Waterfront Park began in late summer 2017, with completion anticipated for late fall. The Farmers Market will remain open throughout construction. The boat ramp will also remain open, however, there will be some short-term disruptions during the week throughout the construction period. A longer closure of the boat ramp will also be required towards the end of the project for final paving of the site. While work is underway, users of the Farmers Market and boat ramp are encouraged to park in the former Marina property on Maple Street. Updates will be posted on the County’s website, Facebook & Twitter pages as they become available. Stay tuned for more information on this exciting project!

March Break positions) or who is returning to school in the Fall of 2018 (Summer Programs and other Division positions).

Public Skating Programs A wide variety of skating programs exist at Haldimand County’s four arenas, providing residents with many options to keep physically active while promoting healthy lifestyles within our community.
Parental Supervision It is strongly recommended that all children and youth are accompanied by adults when participating in Haldimand County programs.
Arena Program Rules n All patrons who participate in the Haldimand County arena programs must respect the rules outlined for each program. Rules are modelled from the Ontario Recreation Facilities Association Inc. Public Skating Guidelines (September 2001). n Applicable rules for each activity are posted in the arena. n No street footwear will be permitted on the ice during any skating or hockey program.
General Arena Rules These guidelines apply to all skating programs including shinny, public skating, family, preschool, senior and adult skates and rentals. 1. Food & Beverage Consumption - is permitted in the arena lobby and spectator seating areas only.
7. Use of Helmets - helmets are recommended for all skaters.
2. Games, Hockey Games and/or Hockey Sticks - no games are to be played at any time that will endanger the safety and/or enjoyment of others. This includes horseplay, hockey games and/or the use of hockey sticks.
8. Technology - headsets, cell phones, cameras or other hand-held electronic devices are not to be used while skating.
3. Keeping Pace - avoid excessively fast skating and stopping (socializing), which could interefere with traffic flow. Please skate in the same direction. 4. Shoes - no shoes can be worn on the ice during skating programs unless there is a medical
emergency on the ice. 5. Skating Aids - only permitted during pre-school skate. 6. Wheelchairs/Sledges - wheelchairs, wheelchair skates and sledges are welcome on municipal arena and outdoor ice surfaces. Individuals using these devices must travel in the same direction as other skaters. Attendants/helpers are welcome to assist individuals, however they must wear skates on the ice surface.

9. Carrying of Infants/Children - children must not be carried by any means (i.e. sitting on shoulders, being carried in arms or carried in equipment such as ‘Snuggies’ or in back packs) while on the ice. 10. Sitting on Boards - patrons may not sit on rink boards at any time.
11. Figure Skating - figure skating manoeuvres are only permitted during open figure skate. 12. Adult Skate - this is an opportunity for lap skating and is open to those 18 years and older. Wearing of CSA-approved helmets is strongly recommended.

Child’s Hockey Skate This is an opportunity for children to develop hockey skills. Please note that hockey sticks and pucks WILL BE permitted on the ice surface. This skating session is for children up to and in Grade 3. n
All participants must be in skates;

Wearing CSA-approved helmets is mandatory;
n
Full facemasks are mandatory for anyone under 18 years of age;
n
It is recommended that all participants wear full hockey equipment for protection;
n
All participants must be supervised by a parent/ guardian wearing skates on the ice;
n
Chairs, sleds, strollers, pylons, and skating aids ARE NOT permitted on the ice surface.
Open Figure Skate Open to all skaters who are currently registered in or who have previously participated in Skate Canada’s STARskate program. All skaters will be expected to be aware of the others on the ice and maintain a safe environment for all. Wearing a CSA-approved helmet is strongly recommended.
Shinny This is an opportunity to participate in self-organized, non-contact hockey. Wearing a CSA-approved helmet is mandatory. Full facemasks are mandatory for anyone under 18 years of age. Full equipment is recommended. Fees apply to Adult & Women’s Shinny. n
Adult or Women’s Shinny: Open to participants 18 years and older.

Teen Shinny: Open to participants in Grade 9 – 17 years of age.

Inclusion Opportunities Pre-School Skate This is an opportunity for adults to teach children how to skate. This skating session is for children up to and in grade 3.
Individuals who wish to participate in on-ice activities by using their wheelchair or ice sledge are welcome to join the following programs: public skate, pre-school skate, adult skate.

Haldimand County is proud to have walking tracks in three facilities; Cayuga Memorial Arena, Dunnville Memorial Arena and Haldimand County Caledonia Centre. These amenities are free and available for public use. In partnership with the Haldimand Abilities Centre, a number of scheduled programs are being offered on our walking tracks and throughout our facilities. These programs are FREE and we encourage you to participate and at the same time improve your overall health!
Nordic Pole Walking
Sit To Be Fit
Nordic pole walking is growing as an alternative to ordinary fitness walking. Nordic walking combines the simplicity and accessibility of walking with simultaneous core and upper body conditioning, which significantly enhances aerobic effects. The result is a full-body walking workout that expends significantly more calories when compared to regular walking.
This program is designed to promote health and fitness for seniors and those wishing to increase strength, balance, flexibility and endurance. Join us to improve your cardiovascular health, balance, weight and increase muscle strength!
Brain Fit & More Come join our program Brain Fit and More. It involves fun movements that prime the brain, mind exercises to stimulate the brain and lots of fun and laughter. This program is open for any level of co-ordination, ability, or brain power.

Grandview Lodge has partnered with Niagara College to offer an 8 month Personal Support Worker (PSW) program at its 657 Lock St. West location (Dunnville). The program, now in its second year, is delivered by Niagara College instructors in Grandview’s auditorium 2 days each week.
Offering the program at Grandview Lodge eliminates extensive travel for Haldimand County students, and provides 220 hours of clinical placement within our community. Successful students of this program will have the potential to gain employment at Grandview Lodge and other healthcare locations in Haldimand County and abroad. The PSW course is an excellent starting point for individuals who wish to enter into nursing. Employment opportunities are wide-ranging and include (but are not limited to):
Completion of this program will provide students with a College Certificate as a PSW and 2 additional certificates (Gentle Persuasive Approach (GPA) and TrainCan Food Safety) that enhance their marketability and ability to provide quality care.
Why become a PSW? What does a PSW do? A Personal Support Worker is a skilled health-care provider that assists clients during all life stages, from infancy to end-of-life, to meet their physical and psychosocial needs. A personal support worker… n
assists people with daily living activities including feeding, walking & transportation

has the ability to communicate effectively with verbal, listening and writing skills

enjoys working with people & assisting them with the day-to-day challenges of life
