NEWS IN DETAIL HRD Ministry launched ‘Samagra Siksha’ scheme • The Union Minister for Human Resource Development Prakash Javadekar launched the ‘Samagra Shiksha’ scheme in New Delhi on May 24, 2018. • ‘Samagra Shiksha’ is an integrated Scheme for school education extending support to States from pre-school to senior secondary levels for the first time. • It focuses on improving quality of education at all levels by integrating the two T’s – Teachers and Technology. • The scheme launched is in tune with Prime Minister’s commitment of providing of ‘Sabko Shiksha Achchi Shiksha’. • Every school will get sports equipment under the Samagra Shiksha, at the cost of Rs. 5000 for Primary, Rs. 10,000 for Upper Primary & up to Rs. 25,000 for SSC & HSC schools to realise the dream of “Khelega India, Khilega India’. • The Scheme will also support ‘Operation Digital Board’ in all secondary schools over a period of 5 years, so as to enhance the use of digital technology through smart classrooms. Operation Blackboard is a centrally sponsored programme which was started in 1987 immediately after the Rajiv Gandhi NPE of 1986 was released to supply the bare minimum crucial facilities to all primary schools in the country.

9th Rashtriya Sanskriti Mahotsav begins in Tehri • The Union Ministry of Culture is organising the 9th edition of the Rashtriya Sanskriti Mahotsav in Tehri, Uttarakhand from May 25-27, 2018. • The Mahotsav being held under the ‘Ek Bharat Shrestha Bharat’ will also subsume Tehri Lake Festival organized by the Uttarakhand Tourism every year. • The essential thrust of Rashtriya Sanskriti Mahotsav (RSM) is to present rich diversity and uniqueness of Indian culture and to promote the cultural inter-linkages. • The paired state for Uttarakhand under the Ek Bharat Shreshtha Bharat matrix is Karnataka, and while troupes from all over the country will be performing, special emphasis is being given to Karnataka. • “Ek Bharat Shreshtha Bharat” was announced by Prime Minister Narendra Modi on October 31, 2015 on the occasion of the 140th birth anniversary of Sardar Vallabhbhai Patel.

5th India CLMV Business Conclave held at Phnom Penh • The Union Ministry of Commerce & Industry along with Ministry of Commerce of Cambodia organized the 5th India-CLMV Business Conclave. • The Conclave was organized in the Cambodian capital of Phnom Penh from May 21-22, 2018. • The Confederation of Indian Industry (CII) is the institutional partner of the event. • CLMV stands for Cambodia, Laos Myanmar and Vietnam and these countries are considered India’s ‘gateway to entire ASEAN’. In this direction, India is creating Project Development Fund as CLMV countries collectively are the third largest economy in ASEAN, followed by Indonesia and Thailand. ($1.5 billion to $10 billion in last 10 years).

US cancels June 12 Summit with North Korea • The US President Donald Trump May 24, 2018 cancelled June 12 summit with North Korean leader kim Jong Un, citing "tremendous anger and open hostility” in recent statements from Pyongyang. • The cancellation comes despite the fact that earlier in the day, North Korea dismantled the Punggye-ri nuclear test site located in the northeast of the country. • The tone for the Summit was set post-adoption of the Panmunjon Declaration for Peace, Prosperity and Unification of the Korean Peninsula on April 27, 2018.

E-Way bill rolled out in three more States • The e-Way Bill system for intra-State movement of goods has come into effect on May 25, 2018 in two states and Union Territories without legislature. • These are Maharashtra, Manipur, Andaman & Nicobar island, Chandigarh, Dadra & Nagar Haveli, Daman & Diu, and Lakshadweep. • Excluding these, the e-way bill system introduced in India on April 1, 2018, has come into effect in 20 States and UT of Puducherry.

15th Finance Commission constitutes a High-Level Group on Health Sector • The Fifteenth Finance Commission has constituted a high-level group consisting of eminent experts from across the country in Health Sector. • Dr. RandeepGuleria, Director, AIIMS, New Delhi will be the Convenor of this High-level group. • To evaluate the existing regulatory framework in the Health sector and examine its strength and weaknesses for enabling a balanced yet faster expansion of the health sector keeping in view India’s demographic profile. • To suggest ways and means to optimize the use of existing financial resources and to incentivize the state governments’ effort on fulfillment of well-defined health parameters in India; and • To holistically examine best international practices for the health sector and seek to benchmark our frameworks to these practices for optimizing benefits keeping in mind our local issues.

Sushant Singh Rajput to promote two major initiatives of NITI Aayog • Government of India's think tank Niti Aayog has roped in film actor Sushant Singh Rajput to promote two of its major initiatives. • One of them is BHIM (Bharat Interface for Money) app and the other is women entrepreneurship platform (WEP). • BHIM is a payment app that lets users make simple and quick transactions using Unified Payments Interface (UPI). • The BHIM app was developed by National Payments Corporation of India (NPCI). It was launched by PM Narendra Modi on December 30, 2016 to bring in financial inclusion. • Women Entrepreneurship Platform (WEP) is a unified access portal which brings together women from countrywide to meet their entrepreneurial ambitions. The idea of the platform was first mooted by NITI Aayog's CEO Amitabh Kant.

Nari Shakti Puraskar 2017 presented to the INSV Tarini Team • Union Minister for Women and Child Development, Maneka Sanjay Gandhi presented the prestigious Nari Shakti Puraskar2017 to the members of the INSV Tarini team in New Delhi. • The Six-member all-women team comprising of Lt Commander Vartika Joshi, Lt Commander Pratibha Jamwal, Lt Commander Swathi Patarpalli, Lt Aishwarya Bodapatti, Lt SH Vijaya Devi and Lt Payal Gupta have received the Puraskar from the Minister. • The President of India Ram NathKovind, had conferred the Nari Shakti Puraskars on International Women’s Day (08th March 2018).

SURYA KIRAN-XIII: India-Nepal Joint Battalion Level Exercise • Joint Military Exercise SURYA KIRAN-XIII between India and Nepal will be conducted at Pithoragarh from 30 May to 12 June 2018. • The exercise will comprise of nearly 300 soldiers from both Indian and Nepal Army who would be sharing their experiences gained during conduct of various counter insurgency and counter terrorism operations in the past. • Exercise SURYA KIRAN is a biannual event which is conducted alternatively in Nepal and India. • Notably in the series of military training exercises undertaken by India with various countries, Exercise SURYA KIRAN with Nepal is the largest in terms of troop participation.
