Texas Plans to ID Exchange Recipients The Texas House recently passed a bill to require people with Obamacare coverage to have it designated on their insurance card. They want the card to include the letters “QHP” which stands for Qualified Health Plan, the term used in the Affordable Care Act, or “QHP – S” if the person gets federal subsidies. This warns doctors that the person may not be covered. This is a great idea. Doctors are not notified of non-coverage until three months after people fail to pay premiums. If doctors provide care during the last two months, doctors must try to recover payment from patients. The designation would give doctors a chance to protect themselves from patients who say theyʼre insured but arenʼt.
