It is impossible to adequately express our appreciation for the outpouring of support that our students and our colleges received in the wake of Hurricanes Katrina and Rita. From out-of-state fee waivers, tuition waivers, on-line course offerings, free lodging, and book and supply assistance, your offers have made a major difference for many of our students as they have struggled to rebuild their lives in Louisiana and other parts of the country. For your compassion, we extend our heartfelt appreciation. As you can imagine, with all of the leadership lessons that we have learned over our professional careers, nothing could have truly prepared us for the catastrophes that we faced in the fall of 2005. Having never experienced a storm of this magnitude, like many others, I believed that our citizens in Southeast and Southwest Louisiana would evacuate the coast for a couple of days and return home. Little did we know that this nightmare would continue for many of our citizens — to this day. However, in spite of the number of hard lessons that we’ve learned which will better prepare us should an event like Katrina or Rita happen again, there was a large “silver lining” hidden within this event. First, we were truly blessed to have a heroic team of faculty, staff, and administrators that placed the needs of our students before their own. Many lost all of their worldly possessions, but returned to work to serve our students and their families. And second, we learned that the spirit of love and compassion is alive and well in this country. Organizations and institutions from as far away as Ireland and Canada, and as close as Mississippi (who also bore the brunt of Katrina) extended a “helping hand” in our time of need. For those acts of kindness, we are humbled and thankful. This document is our formal report to our stakeholders and those individuals that contributed financially and pledged offers of assistance to our students and faculty. We have been good stewards of the dollars that you have donated and have disseminated information on the opportunities that you all have provided to us. They have made a tremendous difference for our students. The Louisiana Community and Technical College System (LCTCS) approached the Hurricane Relief process being focused and intellectually honest. We have remained transparent and will continue to do so. One hundred percent of the funds donated to support our students were distributed to our students. In addition to providing a status report on the Hurricane Relief Fund, we thought it was extremely important that you hear firsthand from some of our students about the situations that they faced after the hurricanes and still face today. Summary The Louisiana Community and Technical College System (LCTCS) created the “Hurricane Relief Fund” in the aftermath of Hurricane Katrina. The purpose of this fund was and continues to be to benefit those students directly impacted by major storms. After Hurricane Rita hit Southwest Louisiana, the eligibility requirements were broadened to include students in that region of the State, unless a donor established specific parameters for issuing the awards. The goal of the LCTCS Hurricane Relief Fund has been to provide scholarship assistance to those students that have demonstrated the most need. As additional donations were received in the coffers, and as time has passed, the fund evolved from solely a need-based system, to one that also focuses on those students that have returned to college to pursue their educational goals and are excelling academically. The Hurricane Relief Fund has been administered by the Baton Rouge Community College Foundation.
The Process for Awards Fall 2005 Initially, the Hurricane Relief Fund focused on assisting those students in the Greater New Orleans Metropolitan Area that were affected and left with limited access to bare necessities. Awards were issued in the amount of $200 per student. The funds could be used for tuition and fees, childcare, transportation, materials and supplies, books, housing, food, or disaster-related burial, medical or counseling expenses not covered by insurance. Awards were issued on a first-come, first-served basis. To access the funds, a student had to meet the following criteria: • The student must have been enrolled at Delgado or Nunez Community Colleges or at the Louisiana Technical College (LTC) –Sidney Collier or Slidell Campuses prior to the storm. • The student must have re-enrolled in college (either another two-year or four-year institution) and carry a minimum of three (3) credit hours. • The student had to complete the LCTCS Application for Hurricane Relief Funds and have the college registrar or financial aid office to certify that information related to the student’s current enrollment was correct. Spring 2006 In the spring semester of 2006, the Hurricane Relief Fund was broadened to offer eligibility to students attending other institutions. Delgado and Nunez, and the two technical college campuses (Sidney Collier and Slidell) still remained eligible. However, the following schools were added, due to damage sustained through Hurricane Katrina and Hurricane Rita: • •

Awards were issued on a first-come, first-served basis. However, if a student had previously received a financial award (in the fall 2005 semester), he/she was not eligible to receive an additional disbursement unless the student could demonstrate that extenuating circumstances still existed. The purpose of this modification was to ensure that students that had not previously received assistance had the opportunity to do so. In addition, the minimum hours enrolled in college changed from three (3) hours to six (6) hours. Fall 2006 During the fall 2006 semester, the process was modified based upon two major contributions from the College of San Mateo’s Student Government Association and the League for Innovation in the Community College. In particular, it was vitally important to the students of the College of San Mateo that the funds were infused into the area that they felt was most affected by Hurricane Katrina. They wanted, like many other donors, to be assured that the funds being donated were making an impact on those students. So, although a basic one-page application was still utilized, students had to also provide a personal statement about their circumstances. In addition, the eligibility for these funds was restricted to those institutions in the Greater New Orleans Metropolitan Area (Delgado and Nunez Community Colleges, and the Louisiana Technical College – Sidney Collier and Slidell Campuses). The System communicated on behalf of the donors that one-time scholarships in the amount of $400 would be awarded, on a first come, first-served basis. Funds were awarded to the students that met the following criteria: • The student was enrolled in fall of 2005 at an institution in the Greater New Orleans Metropolitan Area impacted by Hurricane Katrina. • The student has re-enrolled in another institution of higher learning and is a full-time student (12 hours of more). • The student is in Good Academic Standing and has at least a cumulative 2.0 grade point average. • Cannot have previously received Hurricane Relief Funds. Awards were transmitted to the Bursar for the student’s institution and applied directly to his/her account to cover the cost of tuition and/or books.
