Highlights On 3 August the city of Sinjar was occupied by the Islamic State of Iraq and Syria (ISIS) after armed clashes between ISIS fighters and Yezidis, supported by the Peshmerga. The city of Zummar is currently being contested by armed groups of ISIS and the Peshmerga. Both incidents have caused significant new displacements over the last 24 to 36 hours. There are reports of significant displacement from Sinjar city and surrounding areas to the Jebel Sinjar (Sinjar Mountain) and areas to the east and north of Sinjar. The exact number of displaced people on Jebel Sinjar is unknown, however estimates indicate a range of 3,500 to 4,000 (approximately 750 families) in 7 locations, who are without water and food. It is possible that number of displaced people on Jebel Sinjar is considerably higher. The total number of displaced people is not known, however, reports indicate that the number of displaced from Sinjar District is significant. Of specific concern are displaced people who have fled to Jebel Sinjar and reportedly surrounded by ISIS armed groups. All commercial flights to Erbil have resumed. There is a possibility however that further suspensions could occur. Commercial flights to Baghdad are still suspended. No change for UN flights from Kuwait and Baghdad to Erbil.

Humanitarian Situation and Response Baghdad According to the Ministry of Displacement and Migration, the total number of IDP families has reached 11,769 in Baghdad. Most of the IDP families come from Ninewa and Diyala. Some 199 families have arrived from Mosul. UNHCR is conducting rapid needs assessments. Families living in schools were identified for relocation prior to the beginning of the school year in September. Erbil WFP distributed food parcels to 500 families in Shaqlawa. Dahuk UNHCR reports that some 700 families have arrived in the Bajet Kandela transit camp near the Syrian border. There are now 4,000 IDPs sheltered in the camp, which has a capacity of 5,000 people. UNHCR’s prepositioned stock of core relief item kits at the transit camp have been distributed to nearly all newly arrived families. The town of Sharya, near Dahuk city, is reported to have 3,000 families. UNHCR dispatched trucks containing 1,000 core relief item kits from Erbil. About 100 have been distributed. Approximately 2,000 tents are also on the way from UNHCR stocks. Land has been allocated by authorities near the town of Sharya. UNHCR will support immediate site preparation and shelter within the camp. Local authorities are planning for four IDP sites; the expansion of Bajet Kandela, a temporary camp at Zakho city, expansion of Garmawa camp, and the Gawilan temporary site. Coordination is being led by the Governor’s office, and UNHCR is funding a NGO to provide camp management together with Kurdish authorities. After a period of three months, it was agreed that UNHCR will withdraw from direct support and provide only technical assistance. WFP has dispatched 22 metric tonnes of food rations which will provide immediate food assistance to 50,770 people. WFP will be using energy bars (14 metric tonnes) prepositioned in Dahuk as an immediate response for infant feeding.

WFP also established field kitchens in three camps in Dahuk, where new arrivals will be directed, with its partner Barzani Charity Foundation. The Logistics cluster will support partners with additional storage capacity in Dahuk to respond to urgent needs of new arrivals from Sinjar (Ninewa). The Logistics cluster will meet in Erbil on 5 August to discuss the SOPs regarding accessing the storage facilitiy in Dahuk. UNICEF’s partner NRC is currently doing an assessment on hygiene needs and has already distributed 1,600 kits hygiene kits in Bajet Kandala. UNICEF is dispatching standard relief items for more than 10,000 IDPs to Dahuk Governorate from Erbil. UNICEF locally procured a total of 13,900 sets of bottled water (83,400 litres; sufficient drinking water for 27,800 people for one day) in Dahuk Governorate, to be distributed in Badget Kandala (11,400 litres) and Sharya (72,000 litres). The water for Badget Kandala has already been dispatched to the camp. UNICEF in coordination with its partners, deployed 22 Child Protection officers and facilitators/ volunteers (from partners Kurds & Harikar) in different locations with a high IDP concentration in order to monitor grave violations against children affected by conflict and to assess and respond to protection needs on an ad hoc basis. Diyala In Khanaqin, UNHCR distributed core relief item kits to 700 vulnerable families and cash assistance for 52 families. Cash assistance provides families with the option of providing themselves for their greatest needs such as rental cost, food or medicine. Kerbala Eight new clinics (fixed and mobile) are functioning along the 30 km long road between Kerbala and Najaf where a number of IDPs are sheltered. Five to six ambulances are also deployed daily for emergency referrals. Four mobile clinics are operating on the roads between Hila and Kerbala and between Baghdad and Kerbala, supported by up to three ambulances for emergencies as well. Kirkuk An inter-agency mission (OCHA, UNHCR, IOM, UNICEF) took place in Kirkuk to assess possible locations for an IDP camp. A location was identified and a meeting was held with the Governor and his team. It was confirmed that local authorities would provide electricity, water and land, while UN agencies would provide technical expertise to run the camp. Priority will be given to families who are currently living in open-air or in public buildings. A technical mission will be conducted shortly. Ninewa All medical staff of Sinjar Hospital has fled. There are unconfirmed reports that the hospital is occupied by ISIS. UNHCR in Syria report that 500 families from Sinjar are reported to have entered Syria and have requested entry back into Iraq through Peshkhabour (Dahuk). UNHCR will advocate with authorities for the families’ safe entry and access to the Kurdistan region. Corroborated reports from two sources in Telafar (Ninewa) indicate that 100 women and children from Sinjar are trapped at Telafar airport, surrounded by ISIS. Telafar is 55km north east of Sinjar. Reports also mention that 200 families are currently hiding in a cement factory also in Telafar. WFP dispatched 1,000 food parcels to Bartalla (Mosul) expected to be distributed tomorrow. About 163 families received food parcels from WFP in Tilkaif district. ***No inputs from IOM & UNFPA
