Financial Administration (Sarah Hefty, Chief Finance Officer) Administration: Staff began interviewing for the open Customer Service Representative position. On Wednesday, May 18th, staff participated in mock interviews with students at Villa Rica High School. On Thursday, May 19th, staff attended Professional Development Training with the Atlanta Chapter of AGA. Vicki Maddox celebrated 16 years with the City on May 18th. Accounts Receivable: For the week ending May 20th, staff received $6,819 in payments. The total of outstanding invoices due to the City is $4,831. Purchasing: For the week ending May 20th, staff processed 67 purchase orders. Accounts Payable: For the week ending May 20th, staff processed 84 checks for a total of $342,789. Of the total, $108,057 was to Carroll County Water Authority and $100,773 was to United Healthcare. The remainder was for other accounts payable. Customer Service:

For the week ending May 20th, the customer service staff receipted a total of $161,123. Of that total, $117,856 was for utility payments, $9,652 was for hotel/motel tax, and $1,694 was for business licenses. The remainder was for reconnects, inspections, licenses and other miscellaneous receipts. Additionally, staff receipted deposits and set up 14 new customer accounts. Penalties were assessed for customers that had not paid off their accounts by May 15th. Of the total customers, 1,756 (31.9%) were penalized, which is up slightly from the 31.4% who paid late in April.

Public Works (Pete Zorbanos, Director) Water Plant:  All process monitoring equipment was calibrated by DWL services.  Raw water samples were collected on all three lakes and sent to the laboratory for algae identification and enumeration.  Two new coagulant feed pumps were ordered through Eco-Tech with arrival expected within the next two weeks.  Vandals removed the valve handle that operates the upper intake valve at Lake Fashion.  The Public Works Director and the Storm Water Manager met with representatives of Printpack to discuss the City’s intent to isolate the raw water intake and boat ramp area near the intake to secure it from vandals and trespassers.  Bacteriological samples were collected in the distribution system and sent to the State laboratory.  Interviews have begun for an Administrative Assistant for the Public Works Director. Waste Water Treatment Plants:  

All Permit requirements were met this week for both Wastewater Plants and the plants are operating well. All wastewater personnel attended a safety meeting on animal bites this week.

Distribution:                           

Met to discuss the new library lift station. Crew attended training at the West Plant on storm water runoff. Checked with the AT&T Contractor at Mirror Lake. Pumped out the lift station at the new library and checked on removal of the pumps. Checked on the road repair at Brandywine Subdivision. Investigated water leak at Summergate Subdivision. Checked on meter lids on Somerport Drive. Collected all fire extinguishers in the service trucks for inspection. Greased tractors and the skid steer. Cleaned and disinfected the sewer truck. Located and painted valves on South Dogwood and Westview. Painted valves at Peachtree Street. Investigated water leak at Mirror Lake. Met to review sewer line inspections. Inspected and painted sewer lids at the sewer main from the V-Plex to the power line on Highway 61. Checked and painted the sewer line main from Elementary School to the substation behind the Shell Station. Checked and painted the sewer main from Cleghorn Street to the Anderson substation. Fueled all trucks. Checked all road patches. Applied gravel in road patch on Ridge Drive. Blew out sewer line at 550 Ruby Street. Attended safety meeting on proper procedures of the sewer truck. Investigated water leak at Millwheel Trail. Attended meeting about old galvanized water lines located throughout the City. Transported dirt to South Lasseter and repaired back yard. Applied seed and hay. Changed pump oil in the Sewer Truck. Meter Reader – Cut On – 17, Cut Offs – 6, Door Tags – 1, High Usage Checks – 24, Installed Registers – 9, Meter Reads – 4, Inactive with use registers – 6, Reconnects – 4.

Streets and Solid Waste:         

Trimmed weeds around signs and other objects along ramps. Downtown area was swept before and after event at The Mill. Completed purchase orders for items needed. Removed trash from downtown canisters. Chipping crew completed all daily routes. Junk crew completed all daily routes. State Inmate Crew picked up trash along all areas that were mowed. Continued mowing along right of ways on the eastern section of the City. Checked on high volume of water that was causing erosion on Exit #24 ramp. The run off was from the previous night rain. Put up the American Flags on power poles along Highway 78, and banners in the downtown area in preparation of the Memorial Day Holiday.

          

 

Met with the new Douglas County Inmate Detail. Used the sprayer truck on several streets. Sprayed the guardrails and weeds growing along the streets. Responded to several issues that were called into City Hall. One vacant position has been filled and has begun working with the crew. Greasing and daily maintenance of the bush-hogs and tractors was completed. Repaired safety chain on mower and placed an order for a factory replacement. Cleaned and straightened signage near 65 Cross Creek Court. Also used the bucket truck to cut some overhanging limbs along the street. Completed paperwork for the annual chipper program. Scheduled concrete for the Punkintown Turn Lane Project. Hauled two loads of various rock for stockpile and hauled rock for the water department lift station project at the new library. Worked on sewer line easement with the Storm Water Department off of East Gordon Street. Removed existing pipe and reinstalled it with a new pipe Hauled several loads of various rock and dirt to provide reliable access and ensure maintenance of the sewer line when needed. Also filled in another crossing where it was eroded from heavy rains. Mowed the sewer line easement in areas that could be accessed by the bush-hog. Contractor poured the island on Punkintown. Worked on the road shoulder area of the Punkintown turn lane in preparation of it being seeded and hayed.

Vehicle and Building Maintenance:                

Six vehicles serviced and repaired. Vehicle Maintenance Department is behind on fleet issues due to train work this week. Vehicle Maintenance Department will get everything caught up next week. Ordered decals to put on vehicles so they are labeled to the correct departments. New library lift station is being installed. State Inmate Crew is now on a five day a week trash pickup schedule as grass cutting increases and continues. Douglas County Crew has started working this week. They have been supplied with the necessary safety gear. Ordered new chemical feed pumps at the Water Treatment Plant. Continued working on machining and retrofitting new re-wash valves for the Water Treatment Plant. Worked on organizational flow chart with the Public Works Director to improve the utilization of the work force more effectively and efficiently. Continued working with the Distribution Department on staffing issues. Worked on the fabrication of steel raw water intake screens for the intake at Lake Fashion. Multiple requisitions entered and approved for Water Distribution and Collections, Waste Water Treatment Plants, Water Treatment Plant, and Public Works along with Garage and Fleet Maintenance Departments. Processed multiple requisitions and purchase orders and turned them into accounting for payment. Assisted the Public Works Director with Water Treatment Plant repairs including mechanical and electrical upgrades. Ordered various equipment parts and related materials for the Water Treatment Plant. Worked on the design and specifications for a Request for Proposal (RFP) for a dock and fencing around the raw water intake area at Lake Fashion. Major overhauling of Pine Mountain Gold Museum train locomotive drivetrain is in its final stages. The date is set for reopening the attraction for Saturday the 28th, Memorial Day Weekend. This week will be critical to make the target date. All other projects will be taking a backseat to this one in the Vehicle Maintenance Department for this week.

The Vehicle Maintenance Department and inmate work detail crew will be fulltime at the track getting everything set up, adjusted and reassembled, and settings dialed in. State Inspectors will be there on Thursday to assure all issues are addressed and completed for annual safety inspection. The General Maintenance Supervisor expects no problems as far as the train being ready to go for the re-opening event.

Storm Water/Watershed Management: 



       





Staff continues to work towards completing various tasks outlined in the Storm Water Management Plan and the Watershed Protection Plan. As part of the plans, staff has to implement and complete various Best Management Practices. For instance, inspections of City owned drainage infrastructures, maintenance of the infrastructures, documentation of the inspections completed, and updating various spreadsheets with information. Staff continues to complete general maintenance of various catch basins, culverts, ditches, etc. as inspections of the drainage structures are conducted throughout the year. Removal of trash and other noted items are removed from the structures as needed. Here are areas of the City were maintenance of drainage structures were completed and inspected during this weekly report: 117 Reid Plantation Drive: Staff sealed the opening around the culvert outlet inside of the catch basin with bricks and 80lbs of mortar. South Candler Street at Spring Street: Staff cleaned out the inlet of the street culvert of various debris to allow storm water to drain properly. 2159 Raccoon Court: Staff removed silt, debris, and old newspaper from the catch basin. South Carroll Road at Interstate Bridge: Staff worked on clearing drain. The drain will need to be cleared by using the city jet truck. Staff did create a ditch in the meantime for water to runoff. 233 and 236 Alton Circle: Staff cleaned out trash and various rubbish inside of catch basin. Alton Circle (in curve): Staff cleared trash and tree limbs from both catch basins in the curve. Staff coordinated and attended a meeting with representatives of Printpack along with the City Public Works Director. The Public Works Director discussed various trespassing concerns, littering, and the potential for possible damage to the raw water intake at Lake Fashion. Staff coordinated with Dog River Grading to replace the street culvert under Susan Drive after obtaining a purchase order number. The culvert is compromised and several sections have come apart. The contractor will replace the old culvert with an 18” X 20’ HDPE (High Density Polyethylene Pipe). Project should be completed in the next couple of weeks weather permitting. Tuesday, May 24th staff starting working with the Street Department on necessary repairs to the culvert that washed out during the El Nino weather pattern late last year and early into this year. The culvert is located along and inside of the sewer easement off Stone Street just below the Public Works building. Staff is installed two 20 foot sections of culverts and will use various stone and rock for proper stabilization. Projected to be completed by next weekly report. Staff met with homeowners that live on Bolijeri Boulevard to discuss concerns regarding an unnamed tributary in the Town Branch watershed. This tributary flows through several homeowners’ properties. One concern was if rip-rap (rock used for stabilization of stream banks) can be removed. Also, code compliance staff was in attendance to answer questions about possible code violations within the neighborhood at Cross Creek.

Inmate Work Detail Crews: 

The State Inmate Crew has begun the process of picking up trash City wide and coordinating with the Street Department’s grass cutting schedules.

  

The Douglas County Crew started and will begin working the first three weeks at the Gold Museum on grounds maintenance. All inmate resources will be on litter and grass control until fall. They will be addressing projects and building maintenance City wide under the direction of the General Maintenance Supervisor based on the needs and funding set by our Public Works Director and City Manager.. All crews will be starting a 5-day work week next week. Two crews are currently on a 4- day work week.

Parks, Recreation & Leisure Services (Vicki Coleman, Director) Administration:  The Recreation Advisory Committee met and toured the city parks.  Facility Rentals o Powell Park, - 3 rentals o Civic Center, - 2 rentals o Senior Dining room, - 3 rentals o The Mill, - No rentals  A total of 23 participants have registered this week for various activities. Athletics Division:  Vandalism – The contents of a trash can were set on fire in the bathroom at the VPlex. There was damage to the wall.  Practice tournaments for All Star teams begin this weekend  Cheerleading registration extended until next week due to low registration turnout Library:  Wednesday, May 25, 2016 – Little Listeners Story time. Puppet Show, “Mumferd’s Safety Tales”, presented by Kaiser Permanente.  Thursday, May 16, 2016 – All Day Kids Craft, “Red, White & Blue”. Memorial Day crafts for children ages 3-12. Maintenance Division:  Staff conducted maintenance around the track at Pine Mountain Museum in preparation of the train resuming operation  Staff cut grass at all of the parks Pine Mountain Museum:  The train passed its State Inspection on May 26th  The museum currently has 1 trained staff person to perform train conductor duties. With the return of the train to the museum, we must begin holding conductor training for another staff person. We have designated this Sunday, May 9th as a training day.  Continue to plan and secure vendors for Pioneer Summer Fun Day  The staff, along with the inmate detail, is cleaning up grounds and museum  Repaired a couple of stones that fell from front of the museum Programs Division:

Staff received 8 sponsorship commitments Staff re-hired Trevone Luton as Summer Camp Counselor. There are 39 registrants for Summer Camp Staff continues its summer event planning

Senior Services Division:  The center served 252 Congregate Meals and 236 home delivered meals this week  The center had 3 new congregate clients.  On Wednesday, May 25th the seniors attended the Annual Three Rivers picnic at Plant Yates. --- End of Report ---
