Somalia: Humanitarian Dashboard - March 2014 (issued on 12 May 2014)

SITUATION OVERVIEW The military offensive in southern and central Somalia, which began in early March by the Somali National Armed Forces (SNAF) and the African Union Mission in Somalia (AMISOM) slowed down with the start of the seasonal rains. According to the UN refugee agency, UNHCR, about 73,000 people have moved due to the offensive, including 21,000 unverified movements in Hiraan region. Aid agencies have been supporting people where they can and continue to organize rapid assessments in newly accessible areas to determine urgent humanitarian needs among affected people In addition, about 2.9 million people across the country still need immediate life-saving or livelihood support. One in seven children under the age of five, or 203,000 children, are estimated to be acutely malnourished. More than 50,000 of these children are severely malnourished and are at risk of death. Poor basic social services continue to undermine the resilience and coping mechanisms of the vulnerable people. With only 15 per cent (US$143 million) of the Consolidated Appeal Process (CAP) requirements received, humanitarians need urgent and sustained funding to save lives and strengthen the resilience to shocks of the vulnerable people.

Somalia: Humanitarian Dashboard - March 2014 (issued on 12 May 2014)

STRATEGIC OBJECTIVES 1

Provide timely and quality life-saving assistance to people in humanitarian emergency.

2

Enhance resilience of vulnerable households and communities through investments that enhance the productivity of livelihoods, the provision of access to basic social services and predictable safety nets through community and social infrastructure, and secure land tenure and durable solutions for IDPs and returnees.

3

Improve the protective environment by strengthening the quality and monitoring of responsive services, and by supporting traditional community mechanisms and legal frameworks, including preventive mechanisms.

4

Strengthen the capacity and coordination of NGOs, affected communities and local, regional and national level authorities, and mitigate risks and implement effective emergency preparedness and response.

Number of people targeted through livelihood investment and assets activities

Provision of improved access to food for people in crisis, provision of seasonal livelihood inputs for people in crisis and stress, and regular and predictable safety-nets programmes that protect vulnerable people.

Needs

● About 860,000 people, of whom more than 70 per cent are internally displaced, are in need of life-saving humanitarian assistance. A further 2 million people remain highly vulnerable to shocks and are at risk of sliding back into food security crisis.

Number of children under 5 years of age treated for acute malnutrion

●The cluster reached over 1,139,000 people throughout Somalia with responses aimed at i) improving household access to food (214,000), ii) investing in livelihood investment (382,000) and iii) safety nets activities(102,000).

Gaps ● Due to limited funding support for livelihood assets and investments is very low despite this being the critical month for agricultural support in the crop producing areas.

● The military offensive has affected market availability of goods in some districts of Bakool which is affecting food access. The cluster is continuing to monitor the food security situation.

NUTRITION

Response

Ensure access to quality nutrition services through service provision focused on integrated management of acute malnutrition.

Needs

● [304,000 children under 5 years need treatment for acute malnutrition, including 101,000 children who will be treated to prevent them from falling into emergency malnutrition levels. Of these, 227,000 are estimated to be moderately malnourished and 77,000 children severely malnourished. About 200,000 pregnant and lactating women will also be targeted for treatment of acute malnutrition services in the coming six months.

Response ● Over 28,000 (34.7 per cent) children were treated for severe acute malnutrition in March.

Gaps ● The cluster is facing a funding shortfall with only 12 per cent received as of May 2014. There are nutrition service gaps in Bay, Bakool, Galgaduud, Hiraan, Lower Juba, and Middle Shabelle. For more information, contact:[email protected]

Gaps

● The cluster has so far received 2 per cent of its funding request for 2014 and this shortfall remains the main constraint to cluster’s ability to respond shelter and NFIs needs in Somalia. For more information, contact: [email protected]

Response LOGISTICS

● Three mobile storage units (MSU) remain available in Mogadishu to organizations in Somalia on a lease basis, free of charge. The organizations leasing the MSUs will be responsible for transporting them to their final destinations, and installing and managing the units themselves. ● Congestion was experienced at the Djibouti port. Other ports reported busy, but normal flow of cargo. The cluster loaded about 731 metric tonnes of cargo for four humanitarian organizations. For more information, contact: [email protected]
