SITUATION OVERVIEW Somalia’s fragile humanitarian situation is at risk of sliding back into emergency. Some 857,000 people, most of them displaced, are already in need of urgent life-saving assistance at least through June 2014. Early warnings indicate that the combination of the delayed April-June rains, a disrupted planting season and rising food prices in areas affected by the ongoing military offensive could further worsen the humanitarian situation in the country. The number of people in need may further increase if the main Gu rainy season (April to June) performs poorly. The resumption of rainfall since early May has helped alleviate moisture stress on planted crops in agriculture dependent areas and replenished water and pasture in pastoral areas. The Gu harvest will largely depend on continued rains through June. Despite this serious situation, funding for Somalia in 2014 is critically low. A total of US$933 million is required to meet humanitarian needs for 2014, of which only 25 per cent (US$230 million) has been funded. Humanitarians need urgent and sustained funding to save lives and strengthen the resilience to shocks of the vulnerable people.

STRATEGIC OBJECTIVES 1

Enhance resilience of vulnerable households and communities through investments that enhance the productivity of livelihoods, the provision of access to basic social services and predictable safety nets through community and social infrastructure, and secure land tenure and durable solutions for IDPs and returnees.

Improve the protective environment by strengthening the quality and monitoring of responsive services, and by supporting traditional community mechanisms and legal frameworks, including preventive mechanisms.

WATER, SANITATION AND HYGIENE

●The cluster supported about 32 per cent of the 850,000 people targeted with sustainable access to water through rehabilitation of shallow wells and boreholes and distribution of household ceramic filters. The cluster reached 18 per cent of 1.27 million people targeted for temporary safe water.

● Further, 37 per cent of the 595,000 people targeted, are newly accessing sanitation facilities (latrines) and 23 per cent of the 1.5 million target have benefited from interactive hygiene promotion sessions. ● Funding for the cluster continues to be critically low, affecting delivery of services. Access to newly liberated areas remains a challenge due to blockade of main supply routes by Al-Shabaab.

FOOD SECURITY

● About 860,000 people, of whom more than 70 per cent are internally displaced, are in need of life-saving food assistance. A further 2 million people remain highly vulnerable to shocks and are at risk of sliding back into food security crisis.

●The cluster has reached over 1,370,000 people throughout Somalia with responses aimed at i) improving household access to food , ii) investing in livelihood assets, iii) safety net activities and iv) livelihood investment capacity building.

NUTRITION

Ensure access to quality nutrition services through service provision focused on integrated management of acute malnutrition.

Needs

● [304,000 children under age 5 need treatment for malnutrition. Of these, 227,000 are estimated to be moderately malnourished and 77,000 children severely malnourished. About 200,000 pregnant and lactating women will also be targeted for treatment of acute malnutrition in the coming six months.

Response ● So far the cluster has reached 65 per cent of the 182,000 children targeted from January to June.

● Over 48,000 (40 per cent) children were treated for severe acute malnutrition and 72,000 (60 per cent) for moderate acute malnutrition.

Response LOGISTICS

● Three mobile storage units (MSU) remain available in Mogadishu to organizations in Somalia on a lease basis, free of charge.The organizations leasing the MSUs will be responsible for transporting them to their final destinations, and installing and managing the units themselves. ● Minimal congestion was experienced at Bosasso and Mombasa ports.
