II. Organizational Context The Myanmar Information Management Unit / MIMU was established in late 2007 as a service to the UN Country Team and Humanitarian Country Team under the management of the UN Resident and Humanitarian Coordinator. An Advisory Board comprising UN, INGO, NNGO and donor representatives provide strategic guidance, and the Unit receives administrative and operational support through UNDP. The MIMU is tasked with improving the capacity for analysis and decision making. The Unit maintains and safeguards the common data and information repository for development and humanitarian actors in the Myanmar context through gathering and compiling data from various sources on all sectors countrywide, and at the lowest administrative unit for which it is available. It then makes this information accessible to the wider group of stakeholders as a variety of information products which support evidence-based planning and decision-making. The MIMU also plays a key role in promoting standards related to data, geo-referencing and information management among UN agencies and NGOs, including defining principles around how data will be stored, working with technical working groups to bring together available information from various sources and promoting use of the standards set by these technical groups, and supporting wider development monitoring processes. The MIMU’s activities depend on high-quality, up-to-date, efficient databases and data products. The Database Analyst is central to the MIMU’s capacity to support improved decision in humanitarian response and development processes through the strengthened collection, processing, and timely dissemination of relevant information.

III. Functions / Key Results Expected Under the overall supervision of the MIMU Manger and the direct supervision of the Data Manager, the Database Analyst will support MIMU to undertake data and information management activities as follows: 1.Function / Expected Results: Overall Role  Support the development of strategies and mechanisms for data and information flow to keep critical MIMU data collections and databases current

Liaise with UN agencies and other humanitarian and development partners to ensure that the information needed to support humanitarian and development activities is made available  Participate in relevant meetings and strengthen Sectoral Working Groups and other co-ordination bodies through data management and analysis  Work closely with the other MIMU teams (GIS, Liaison and Resource Centre) to enable the development of information tools which optimize the capacities across the MIMU.  Perform such other duties as may be assigned. 2.Function / Expected Results: Data Management and Analysis  Develop, maintain, update and document databases on behalf of MIMU including user-friendly menu access and reports to support countrywide information coordination.  Maintain and upgrade the MIMU core databases such as Who, Does What Where database (organizations, focal points, area of operation), Map Tracking Database, Assessment Tracking Database, Contact Database, Baseline database, etc.  Perform a client survey exercise on selected MIMU data systems, prepare guidance notes, and provide advice on improving service  Ensure timely preparation and generation of all appropriate database products and reports are published in user-friendly formats suitable for presentation on the MIMU website 3. Function / Expected Results: Data Standards  Promote data standards (including MIMU Place codes, Data Disaggregation Standards, use of appropriate metadata etc)  Develop standardized data collection and dissemination tools and processes  Ensure MIMU data activities and systems are grounded in global data standards and are of the highest possible quality.  Advocate for standardized information collection to improve the effectiveness of humanitarian action and relevance for future development efforts, by promoting adherence to MIMU, UN and national data standards. 4. Function / Expected Results: Support to Field Coordination/Humanitarian Response  Travel, as required, to the field to assist organizations in data oversight, compilation and processing. This will include specific support in the event of emergencies.  Visit field offices as necessary to inform and train on MIMU products 5. Function / Expected Results: Customized Requests  Generate customized data reports upon requests from other organizations  Provide guidance and advisory services to other agencies or governments counterpart in terms of data management such as developing database, creating data entry form and survey questionnaires. 6.Function / Expected Results: Capacity Building  Deliver relevant training, including excel and 3W Support Sessions, to partners who need support from the MIMU  Support/Facilitate the Information Management training to the MIMU Data Team as well as to other partners as requested. 

IV. Impact of Results The successful candidate will ensure that the MIMU can provide timely, quality, user-friendly, informative data-based information products and services which support evidence-based decision-making by members of the humanitarian and development communities and government counterparts. The resulting data and information will enable better humanitarian and development coordination among all actors and organizations.

V. VI. Recruitment Qualifications 

Education:

Minimum four years of experience in data management.  MS Access and database development skills (Required)  Advanced Excel Skills: functions, macros, forms, pivots (Required)  Experience with relevant software such as: ArcGIS/QGIS, SPSS, VB, Java, SQL and other data visualization tool (Desirable)  Experience in developing dashboards (Desirable)  Proven ability in translation from Myanmar to English (Desirable)  Experience with handling confidential data  Experience in advanced data visualization and information design skills  A strong understanding of UN/NGO data collection methods, priorities, and interests,  Strong organizational skills and attention to detail,  Ability to present accurate information in a clear, concise and visually engaging manner,  Ability to work in a challenging, time sensitive, rapidly changing environment, and to work collaboratively with a diverse team,  Previous Information Management experience is desirable, especially within the context of a UN or INGO in Myanmar. Fluency in English and Myanmar, both written and spoken an absolute requirement. 
