Industry Update

A function was held on the 7th October 2014 at the Public Transport Authority, bringing together all 10 Training Councils, their Boards and Staff, with the State Training Board. The LTC would like to acknowledge the contribution of Keith Spence, Chair of the STB, who was honoured on the night for his invaluable leadership and support in promoting the Training and Workforce Agenda in WA over the past nine years. This event was an opportunity for all stakeholders to thank Keith as he retires from the Inset : Training Council CEOs and Board Members along with the State Training Board.

The LTC would like to welcome our new Chairperson Cathi Payne and thank all the Board Members for their valued contributions. In particular, we extend our gratitude to Mr. Thierry Tedeschi who is stepping down as Chairman of the Board after nine years of service. Thierry has been a vital member of the LTC since 2001 and will continue as a Board representative for warehousing.

Visit to the Pilbara Early in September Jillian Dielesen and Norma Nisbet visited the Pilbara towns of Karratha and Port Hedland to meet with regional stakeholders. In Karratha they participated in the Big Rigs Road Safety Day organised by Heather Jones and Lyndal Denny and the rest of the Pilbara Heavy Haulage Girls. The successful day featured a display of road transport industry vehicles used around the Pilbara as well as many other activities. The event was well attended by local primary and secondary schools as well as the general public. Meetings were also held with the Pilbara Institute, Karratha Airport, Pilbara Ports Authority, Fortescue Metals Group, Pilbara Development Commission, BHP Billiton and Qube Logistics. Highlights included a visit to Port Hedland Port organised by Qube Logistics and a visit to the tower at the Port Hedland Port Authority organised by Pilbara Ports. The trip was a great success with many new contacts being made and information gathered.

Fremantle Ports Maritime Day INDUSTRY UPDATE

Fremantle Ports Maritime Day is on Saturday 8 November, between 10.00 am to 4.00 pm at Victoria Quay in Fremantle. Features include maritime displays and careers information at B shed, activities by the Australian Army, activities for kids, and lots of activity along the wharf and on the harbour with quay side Svitzer tug tours, free harbour rides and the Fremantle Harbour Classic Yacht race (from 1pm). The Logistics Training Council will be exhibiting at this event, which promises to be the biggest so far, so please come and say hello.

Skills West Expo 2014 The Logistics Training Council participated in the Skills West Expo on 18-20 September, offering advice and promoting careers in Transport and Logistics to many school leavers and career changers. The Expo was an excellent opportunity for engagement between interested individuals, career guidance advisors and training professionals.

New Aviation Career Pathways Booklet The Logistics Training Council successfully unveiled the Aviation Career Pathways booklet at the recent Skills West Expo. It was well received and generated a lot of interest, especially amongst high school students. This booklet is the third instalment in a series of five aimed at showcasing what diverse career options are available in the Transport and Logistics industries. Case studies can be found throughout the booklet, giving an insight into what it is like working in either flight or ground operations. There are also useful links with further information on specific industry areas and possible training options.

Report released on WA workforce and skills The Workforce and Skills: WA labour markets in transition report was released recently by the Bankwest Curtin Economics Centres and provides the most up-to-date knowledge of WA’s labour market. Ranging from labour market composition to the happiness of WA workers, the report provides an overall picture of WA’s workforce.

Main Roads – Employer of the Year 2014 The LTC would like to congratulate Main Roads WA who recently won the Employer of the Year award at the WA Training Awards in September. Main Roads WA’s role is to manage one of the most widely distributed road networks in the world and it places a strong emphasis on skills development for its approximately 1000 employees.

Transafe WA Forum When: 8.30am – 1.00pm, Mon, 24 November, 2014, Where: Bert Pepperell Training Centre, MBAWA , 4 Walton Close, Geraldton WA 6530 The Forum will include an update on new chain of responsibility regulations and their impending implementation, the latest dangerous goods transport safety information, heavy vehicle enforcement news and an open discussion session. Logistics Training Council CEO Jillian Dielesen will progress her conversation begun at the 2nd Transafe WA Forum in Perth in September, aimed at addressing the current disconnect between heavy vehicle licensing and gaining the skills required to be a competent driver. The Forum aims to share examples of best safety practice, providing access to the latest road transport safety information and communicating industry needs and risks. Registration is free and can be completed here.

Queens of the Road Pilbara Heavy Haulage Girls co-founder Heather Jones and fellow member Julie Gavin took their trucks to Cecil Andrews Senior High School recently to talk to female students about job prospects in the male-dominated road transport industry. After Heather talked to the students about her journey in the industry and the opportunities available, they were given the opportunity to climb in the rigs and sit behind the wheel. There was a lot of interest amongst the girls who were very enthusiastic and responsive. Professional Development for VET Practitioners Friday 5 December – 1 Prospect Place, West Perth Summer Shorts is a busy one-day professional development program focussing on the topical issues faced by VET practitioners. Keynotes and presentations will be limited to 30 minutes, interspersed with lots of networking opportunities. All Summer Shorts presentations will be available live to remote delegates with a Webinar Registration via Blackboard Collaborate. New Australian Apprenticeships Support Network The new Australian Apprenticeships Support Network will commence from 1 July 2015, replacing the current Australian Apprenticeships Centres. The new Network will deliver targeted advice and support through individual case management and mentoring services from pre-commencement to completion of an apprenticeship/traineeship to ensure that employers and apprentices make well-informed decisions and remain engaged in the apprenticeship relationship to completion. Under the new arrangements, individuals interested in an apprenticeship will have access to entry-level screening for suitable matching to an apprenticeship or further training.

New Standards for RTOs and regulators Ministers at the Council of Australian Governments (COAG) Industry and Skills Council on 26 September 2014 agreed to new regulatory Standards for training providers and regulators. The key changes in the new Standards for RTOs include: 

Ensuring a greater role for industry by strengthening requirements for providers to engage with industry and use the outcomes from this engagement to inform the way they deliver training and assessment



increasing consumer protections by strengthening requirements around marketing training courses and the type of information to be provided to consumers so that they can make informed decisions about their training



Holding the RTO responsible for any third party arrangements where training and assessment and the recruitment of students are conducted on their behalf



Stronger qualification requirements for trainers and assessors and the delivery of training and assessment qualifications.

The reforms to the VET industry also aim to enable ASQA to improve education and support for training providers and reward high performers with greater autonomy and flexibility, while focusing more regulatory effort on dealing with rogue operators. ASQA will also remove the financial viability risk assessment at application for existing providers and update a trainer provider’s scope without having to apply for a change of scope, and pay the required fee. It is also possible that TAC will follow the federal lead with regards regulation as demonstrated by recent form. ASQA will hold information sessions in Perth on November 6 and 7 on the new standards to ensure RTOs have full details about the changes and expectations for service delivery. The sessions are open to all RTOs currently regulated by both ASQA and TAC. A quick overview of the new Standards can be found here. Page 4

Policy changes for NZ trainee registration The following footnote relating to New Zealand passport holders has been removed from the Apprenticeship Policy:

New Zealand passport holders may be registered in a training contract provided they have been resident in Australia for 6 months or more. The Department of Training and Workforce Development would like to clarify that the time restriction for NZ passport holders no longer applies for the registration of a training contract. The eligibility criteria and registration requirements in the Apprenticeship Policy (Version 3.0) is now consistent with the information section of the training contract:

Australian Government Incentives are only available to New Zealand passport holders if the applicant has been resident in Australia for 6 months or more. However, the Training Contract with a New Zealand passport holder could still be registered. Contact your Australian Apprenticeships Centre or State/Territory Training Authority for more information.

New LLN Resources The Australian Industry Group has developed an employer guide to the framework called “Unlocking workforce potential” which is freely available here. The guide is a practical summary of benefits and actions employers can consider in relation to their business, based on core skills. ‘Ideas that Work’ have recently released seven new LLN videos for the What Works training and professional development video library. There are now 25 What Works videos available to view or download for free from the new What Works for LLN website. The What Works videos are grouped into three series: 

Introduction to LLN series (the original nine videos)



Practical LLN tips for trainers and assessors series (now 16 videos)



Introduction to workplace LLN series (new videos coming in 2015)

Review of Training Packages and accredited courses ISC UPDATE

As part of far-reaching reforms to the VET industry, a review will examine whether training packages and accredited courses, as they are currently designed, are still fit for purpose. Considerations include: 

how they can better support delivery and assessment practices



how they can better adapt to rapid technological change



how can the specific or local needs of employers can better be addressed, noting that training packages are a nationally agreed standard, and



should we continue to have a one-size-fits-all approach – do we need the same level of regulation to assure quality across all occupations and all certificate levels.

The review will also investigate reforms that are required to ensure training products meet industry, student and employer needs and deliver employment outcomes for the economy. A discussion paper for the review has been released along with the Industry Engagement in Training Package Development – Towards a Contestable Model Discussion Paper which seeks views about the best approach to implementing a more contestable approach to the development and maintenance of training packages. Warehousing/Logistics Qualifications and Units available for review Certificate I, II, III and IV in Warehousing and the Certificate I, II, III, IV and Diploma in Logistics are now available for comment on the TLISC website. Feedback can be provided by inserting comments or track changes, or by sending comments via email to [email protected] by 5 November 2014.

Training Packages to be put to Tender On 11 September 2014, the Minister for Industry, the Hon Ian Macfarlane MP announced that, at the end of the current contract period with ISCs, the Government would be putting the development and maintenance of training packages out to tender. These new arrangements are planned to commence from July 2015 and are part of the broad Vocational Education and Training reform process.

Chart of the Month – Maritime and Ports The most recent chart provides a comparative overview of the distribution of employment, VET enrolments and training needs in the Maritime and Ports sector in Australia. Australia is currently the world’s fifth largest shipping nation in terms of the tonnage of its inbound and outbound freight task. Thus, the Maritime and Ports industry has a critical role in the Australian economy, which includes supporting some of our most competitive industries by transporting their products overseas, and bringing to our shores the commodities and consumer goods required to meet the needs of a growing population. Stevedoring Qualifications available for comment The draft Stevedoring qualifications and units of competency have been aligned to the Standards for Training Packages and are now available for comment, please click here. The major change to the units of competency is the removal of information that is not mandatory from the Range of Conditions. This information will be included in the Transport and Logistics Training Package - Companion Volume Implementation Guide, which will be available on the TLISC website once the qualifications have been endorsed. Comments can be made directly in the units of competency or qualifications using Track Changes, or can be send via email to: [email protected] by no later than 13 November 2014.
