MIDDLE EAST IRAQ Iraq CoSQC has also banned importation of materials made from or containing Asbestos. Iraq has implemented Energy Efficiency Labeling. The implementation date of the Energy Efficiency Labeling is on October 1, 2016. This new requirement must be followed as part of issuance of CoC upon entering Iraq. KURDISTAN Kurdistan has updated their product list requiring CoC.

UAE The TRA (Telecommunications Regulatory Authority) in United Arab Emirates published Technical Specification TS040, establishing new requirements for cellular handsets. These mandatory requirements constitute part of the ‘Public Warning System’ to publicly broadcast messages in situations of emergency or disasters.

KUWAIT Communication and Information Technology Regulatory Authority (CITRA) in Kuwait will now be responsible for granting Type Approvals for Radio and Telecommunications products. This was previously managed by the Ministry of Communications (MoC). Delays and additional review will be expected during this transition period. As of March, 2016, CITRA (the new authority) has not yet started accepting applications. Certificates that were previously issued by MoC will remain valid until their expiration date. Importation may continue with certificates that had expired during the transition period.

EUROPE

EUROPEAN UNION This is a reminder that the new Radio Equipment Directive (RED) 2014/53/ EU was published on April 16, 2014, and EU member states must adopt and publish the laws, regulations and administrative provisions needed to comply with the new Directive by June 12, 2016. This also means that on the June 13th, 2016, 1999/5/EC will be repealed and the new requirements will come into law. New equipment to the marketplace will have the option to comply immediately with the new Directive or follow the existing equipment option, which allows equipment currently tested and certified for compliance under the 1999/5/EC Directive and under such, will remain compliant until June 13th, 2017. After that date, all equipment within the scope of the Directive - both new and existing, must comply with the new Directive.

AZERBAIJAN A new ministry was established in Azerbaijan at the beginning of this year (2016). However, procedures and certification schemes are still in the review stage. TUV Rheinland N.A. will keep you updated

For typical Wi-Fi and Bluetooth radio equipment, there are no new technical requirements under the RED and this equipment would continue to comply based on the testing performed under R&TTE directive, provided it meets the current applicable harmonized standards.

BRAZIL BRAZIL According to the new ANATEL Resolution nº 662, starting March 8th, 2016, the ANATEL approvals will require products to follow the labeling requirements as mandated below: Previously homologation numbers were composed in a sequence of 10 digits, they will now it will be presented in a 12 digits format. All of the existing certificates under the old labeling scheme where numbers are already issued and products already approved will need update their new labels to the new scheme when maintenance or renewals are due. The old existing numbers, to follow the new mandate, will need to add a “0” at the beginning of the first section and another “0” at the beginning of the 3rd. and last section. • The EAN number and barcodes are now prohibited and will not be required anymore in the labeling documentation. Therefore, the registration of the local representative with GS1 Brazil (in order to allow the local representatives to issue the EAN numbers) is no longer required. The new ANATEL full label will now consist of 3 items, which are: • ANATEL Logo • Homologation Number • Resolution 506 Statement (When applicable)

COLUMBIA Update on the requirements via CRC’s announcement in 2015. Colombia CRC published resolution requiring mandatory approval to all devices containing IMEI. As of today, currently only devices with voice function are subject to mandatory homologation. For devices without voice, it is still not mandatory and this might not change until end of 2016.

ECUADOR ARCOTEL (Ecuadorian’s government body responsible for RF Certifications) has released Resolution 03-32-ARCOTEL-2016. This resolution modifies National Frequency Plan. Bands 24.05-24.25 and 57-64 GHz are available for broadband digital modulation systems, so 802.11ad at 60 GHz is now allowed in the country. ARGENTINA As previously announced, the Argentinean certification body, ENACOM (Ente Nacional de Comunicaciones) were created by merging AFSCA (Argentinean entity in charge of the media) and AFTIC (Argentinean entity in charge of radio and telecom). Enacom has issued their first certificates starting mid-February, 2016. The review process is still a little bit delayed as they are working through the backlog of certificates due to the reorganization. Enacom has also issued Resolution 015 in February, 2016, which governs the attributed bands for Low Power Devices which are now updated to include 24 GHz. In addition, non-desired emissions for 13.56 MHz where changed from < 913 µV/m to
