Beginning date: approximately 1 March 2018 Duration : 6 months full-time minimum Compensation : 608,4 €/month Context: The World Organisation for Animal Health (OIE) is the intergovernmental organisation responsible for improving animal health worldwide. The standards it develops for the trade of live animals and products of animal origin are recognized by the World Trade Organization as reference international sanitary rules (http://www.oie.int/fr/). The OIE, then known as the « Office international des épizooties », was created on the 25th of January, 1924. Its headquarters are based in Paris. It comprises 181 Member Countries and is present on all continents through 12 Representations or Bureaus in total. Positioning and reporting Under the authority of the Deputy Director General in charge of Institutional Affairs and Regional Activities, and the direct supervision of the Internal Control Manager. Internship purpose The development of activities and their relevant budgets has led the Organisation’s General Directorate to engage in the formalisation of an internal control and risk management system. This goal is one the priorities of the OIE’s 6th Strategic Plan regarding governance matters (http://www.oie.int/en/about-us/director-generaloffice/strategic-plan/). The proposed work placement falls within the context of the operational implementation of the internal control system. Over the last 18 months, the governance mechanism of the internal control system was reviewed and operational action plans defined and put into place. The OIE is now looking for a motivated intern to contribute to the implementation and continuous development of the activities within the internal control field. This learning experience will allow you to be closely involved in the project’s design from different perspectives, both strategic (risk analysis) and operational (recommendations and implementation of action plans). Missions and activities •

Contribute to the annual risk mapping and process review o Participate in the evaluation of risks o Carry out process analysis to assess current issues and best practices, and propose improvements, including on major processes such as the organisation of the general assembly of the OIE in May o Contribute to the update of the risk dashboard o Extract relevant data and provide reports as required on the risk map



Participate in the implementation of action plans o Follow-up on the implementation of action plans o Propose mitigation measures, including identifying, evaluating and, when necessary, updating the internal procedures of the OIE; o Analyse their implementation, report findings and submit relevant recommendations o Suggest and participate in the design of communication media to heighten awareness of and/or train OIE staff on internal procedures;



Contribute to the review and organisation of internal and external audits

Review outstanding recommendations and propose possible corrective actions in collaboration with risk owners (including IT, Procurement, and Financial audits). Update the follow-up ledger of recommendations and provide state of play reports as required Participate in the organisation and management of internal audits Participate in the preparation and follow-up of external audits

Provide support to the organisation of Audit Committee meetings o Propose items for the agenda o Prepare follow-up reports on activities o Draft, review and archive minutes of the meeting

Objectives may vary depending on the duration of the work placement. Qualifications and Experience Qualifications: •

University Bachelor’s (Honours) or Master’s degree, or 2nd or 3rd year of Business or Engineering School, with a specialisation in Internal Control, Audit, Risk assessment and/or Organisational Development

Requirements: Technical skills: • •

Good command of IT tools, in particular Word and Excel Excellent command of English and French, both written and oral

Interpersonal skills: • • •

Proven analytical skills and the capacity for synthesis and clarity in writing; Resourcefulness and the ability to take initiative; Proven capacity to work in a team, especially in an international environment;

Working conditions This is a full-time sedentary position and requires the availability of the intern at the OIE Headquarters in Paris.
