NATIONAL WATER & SEWERAGE CORPORATION REQUEST FOR PROPOSAL FOR DEVELOPMENT OF WASTE-TO-ENERGY FACILITIES FOR NWSC – KAMPALA (UNDER DESIGN-BUILD-OPERATE-FINANCE (DBOF) MODEL) Assignment Title: Development of Waste-to-Energy Facilities for NWSC – Kampala (Uganda) Procurement Reference No: NWSC-HQ/Srvcs/14-15/160683 1. National Water and Sewerage Corporation (NWSC) intends to develop Waste-to-Energy Facilities for its Kampala Service Area through a Design-Build-Operate-Finance (DBOF) Public-Private-Partnership (PPP) Model, for a 20-Year Concession Period, in line with the provisions of the Government of Uganda PPP Policy and the Public Procurement and Disposal of Public Assets (PPDA) Act. 2. NWSC therefore invites sealed proposals from eligible firms and/or consortia for the Development of Waste-to-Energy Facilities for NWSC - Kampala. 3. Bidding will be conducted in accordance with Open International Bidding Procedures approved by Uganda’s Public Procurement and Disposal of Public Assets Authority (PPDA). 4. Interested eligible firms and/or consortia may obtain further information at the address stated in 8 below from 8:00 A.M. to 5:00 P.M. on working days. 5. The Request for Proposal (RFP) documents in English may be purchased by interested bidders on the submission of a written application to the address below at 8 and upon payment of a non-refundable fee of Ug. Shs. 200,000 (Uganda Shillings; Two hundred thousand only) in cash to a Local Bank. The document should be collected by the prospective bidder or his representative. No liability will be accepted for loss or late delivery. 6. Proposals must be delivered to the address stated in 8 below at or before 10:30 A.M on September 21, 2015. Each proposal must be accompanied by a bid security of UGX 50,000,000/= or an equivalent amount in a freely convertible currency. Bid securities must be valid until 15thMarch, 2016. Late proposals shall be rejected. Proposals will be opened in the presence of Bidders’ representatives who choose to attend at the address stated in 8 below at 11:00 A.M on September 21, 2015.
7. There shall be a pre-proposal meeting at the address stated in 8 below at 09:00 am followed by a site visit on July 31, 2015 (as indicated in the proposed schedule in this notice). 8.
