Message of the Director Dear

Colleagues

and

Partners,

I participated this week in the Regional United Nations Development Goals (UNDG) Meeting and UNESCO is tasked with drafting a joint strategy for Small Island Developing States (SIDS), taking into consideration existing frameworks and strategies. Our input was also requested in developing a regional approach to supporting the SIDS with specific reference to the Indian Ocean

Commission.

I would like to wish the SA Agulhas II a safe cruise as it embarks on a 4week regional cruise from Durban, South Africa to Dar es Salaam, Tanzania and back to Durban. The purpose of the research cruise is to engage the international scientific community in collaborative oceanographic and atmospheric research, from coastal environments to the deep sea. The cruise is organized in the framework of the Second International Indian Ocean Expedition, a major global scientific program coordinated by UNESCO’s Intergovernmental Oceanographic Commission Sub Commission for Africa and the adjacent Island States, based at the UNESCO Regional Office for Eastern Africa in Nairobi, for which UNESCO provided support to enable 20 scientists and students from Egypt, Kenya, Nigeria, Mozambique and Tanzania

to

participate

in

the

cruise.

This week we will celebrate World Day for Audiovisual Heritage on 27 October 2017. Through images and sound, audiovisual heritage provides

unique insight to the past as the basis for looking to the future. Audiovisual heritage carries memories and testimonies, knowledge and ideas, in ways that are real and lay the foundations for better understanding and dialogue between and within generations, as well as between and within societies. In East Africa, we will celebrate the day in Tanzania but also through an online campaign throughout the region in calling on discover moving images from the past, remembering the significance of heritage and sharing it with others. Please

Finally, I will be travelling to Tanzania in order to attend the East African Community Development Partners Consultative Forum in Arusha, Tanzania on Monday 23 October 2017. During the forum input will be provided on the 5th East African Community Development Strategy. UNESCO will focus our possible partnership on 3 areas: Strengthening education systems for sustainable development, harnessing Science Technology and Innovation and knowledge for the sustainable socio-economic development and promoting gender- responsive policies for women and girls, men and boys in all its areas of competence. On 24 October 2017 I will be in Dar-es-Salaam to start the process

of

assuring

the

Office-in-Charge

for

the

Office.

I would like to wish you all a happy United Nations Day on 24 October 2017, that marks the anniversary of the entry into force in 1945 of the UN Charter. We should be proud of this Human Rights instrument and be guided by the charter

in

our

daily

work.

Announcements Social Media Campaign #TraditionalGameOn to be Launched in Celebration of 2017 UNESCO World Day for Audiovisual Heritage Building upon UNESCO’s activities in creating an International Network on Traditional Sports and Games, being part of the global project - Creation of an Open Digital Library on Traditional Games, Kenya has been selected as one of the pilot countries to safeguard and promote traditional games through innovation and Information and Communication Technology (ICT). 27 October marks UNESCO 2017 World Day for Audio-Visual Heritage under the theme “Discover, Remember and Share”. UNESCO Regional Office for Eastern Africa will join the global celebration #AudiovisualHeritage from 23October and launch a social media campaign #TraditionalGameOn on 27 October. The campaign aims to increase the visibility of the Organization’s work on documentary heritage and the yearlong project – Creating Open Digital Library on Traditional Games in Kenya. STATEDUC

Platform

As part of the improvement of the information system, the Ministry of National Education (MEN) wishes to use the STATEDUC software developed by UNESCO's Institute for Statistics (UIS) for its Quick Fact Sheet (FER). This need is motivated by the Ministry's desire to have a "snapshot" of the situation in the schools a few weeks after the start of the school year. The mobile

collection

solves

this

problem.

To master and take ownership of this platform, a training workshop was held from 2 to 13 October 2017 within the Institut National de Formation Professionnelle (INFP)- National Institute of Vocational Training, with the participation of a dozen executives from the Ministry of Education National Education and two cadres of the Ministry of Employment of Technical Education

and

Vocational

Training.

This training, which is part of the UNESCO CapED program, enabled participants to acquire or consolidate know-how in the design and implementation of a statistical database for a an EMIS from a paper questionnaire

on

data

collection

on

education.

Beginning in 2018, the Ministries will apply the STATEDUC 2 platform to 9

ensure the collection and processing of quick survey forms and end-of-year forms. A training of the heads of the zones of pedagogical animation is scheduled in early 2018 to operationalize the collection system.

The two-day workshop, from 17 to 19 October 2017, was attended by scholars, researchers, practitioners and government officials from across the globe with representatives from 11 African countries. It aimed to review the status of bioethics, ethics education and research to prepare a solid foundation

for strengthening bioethics engagement in Africa. UNESCO Regional Office for Eastern Africa, represented by Abdul Rahaman Lamin, provided a brief description of UNESCO’s history and current work in bioethics. The workshop covered several themes, including bioethics and SDGs, issues concerning medical and biological research, environmental ethics, the state of ethics research, and improving the bioethics infrastructure in Africa. Djibouti

at Center of Research, Information and Production of National Education (CRIPEN)

A

training

based

on

the

repository of Open Educational Resources (OER), provided by UNESCO, took place in Djibouti, from 22 to 24 October 2017. It was addressed to thirty teacher researchers,

trainers

and

pedagogical supervisors of the Ministry of National Education and Vocational Training (MENFOP). The trained aimed to improve education through open educational resources, to find them, to integrate them into a given course and to adapt them for specific learning objectives. UNESCO and I Choose life Africa supported the Kenya Institute of Curriculum

Development

in

the

development

process

of

parental

empowerment and engagement guidelines under the auspices of the curriculum reform framework. 40 stakeholders drawn from the Ministry of Education, faith based organizations, civil society organizations, parents associations and development partners drafted the draft guidelines in the two day event, from 18 to 19 October 2017. Life skills and health education are among the thematic areas incorporated in the draft guidelines. The guidelines once finalized will provide UNESCO and other partners with a tool to empower parents on issues that are core to the agency’s mandate.
