JOB SUMMARY Responsible for following up on the Human resources department operations including Recruitment Process, Salary Scales, Payroll, Staff Attendance and Personnel Issues, implementation of performance management strategies implementation of development and training programs and implementation of reward and recognition programs. Support the mission, vision and values of Bellevue Medical Center. TASKS & DUTIES  Responsible for the recruitment process and suggesting areas for improvements.  Develops a recruitment strategy and advertisement plans for Job Fairs.  Responsible for ensuring an efficient hospital salary scales and proposing when needed areas for improvement  Responsible for overseeing that all personnel activities are performed as per the hospital HR policies.  Coordinates all legal matters related to the HR function. Acts as a liaison with hospital attorney in the event of any legal action  Responsible for preparing staff contracts after securing budget approval  Responsible for monitoring and reporting on the hospital approved staffing plan for the year.  Responsible for managing the personnel activities in coordination with hospital’s heads of departments and ensuring complete and updated staff personnel files and timely primary source verification.  Responsible for analyzing all jobs, ensuring that all job descriptions are current providing guidance and coaching to department heads in developing jobs descriptions under their jurisdiction.  Oversees a timely and efficient implementation of the hospital performance improvement strategies, which involve assessment of employees in order to identify gaps and develop action plans for employee’s improvements.  Oversees staff development strategies, yearly training and educational plan and ensures department heads’ compliance with the pre-and post-development forms.  Identifies gaps in staff development and ensures the promotion of a learning organization.  Organizes training courses and conducts assessments of trainings needs in coordination with department heads and staff training coordinator.  Responsible for conducting and analyzing the staff satisfaction survey, identifying gaps and following up on action plans for improvements.  Responsible for developing the and proposing a hospital grading scale and ensuring its proper implementation  Responsible for proposing a hospital succession planning scheme  Responsible for designing and proposing a benefit scheme for employees.  Responsible for processing staff internal and official warnings and issuance of certificates of employment.  Proposes and implements a staff retention plan and strategies for staff satisfaction.  In charge of the insurance program, duties include but not limited to, maintain contact with the insurance company, inform them whenever required to enroll/terminate an employee, advice about the contract’s renewal.  Responsible for smooth implementation for the staff suggestion scheme program

 In charge of following up on the staff representative committees action plans and coordinating for staff annual activities.  Responsible for preparing the HR yearly operational plan, following up on the implementation of the department objectives.  Responsible for preparing and following up on the HR annual budget.  Responsible for developing the staff reward and recognition program and following up on its proper implementation.  Responsible for the hospital exit interview process and for interviewing any staff leaving the hospital and assessing his/ her reason of leaving the hospital  Use management information systems to record, maintain, plan, and manage the organization’s human resources.  Builds and maintain strong and effective relationship with all other departments and units to achieve the department’s goals/ objectives.  Follows up on the hospital sick leaves process and ensures in coordination with the hospital staff doctors for any abuse.  Assists managers with performance problems and disciplinary actions, and in documenting actions taken.  Assists the accounting department in all their official report for the ministry of finance & the ministry of labor & the social security additional to the external auditors.  Responsible for ensuring the implementation of Joint Commission International standards in relation to staff qualifications and education.  Responsible for preparing on a monthly basis the human resources key performance indicators report.  Ensures that all employees report for duty on time wearing the correct uniform and name badge.  Assists in the building of an efficient team of employees by taking an active interest in their welfare, safety and development.  Ensures that all employees deliver a courteous and professional service at all times.  Ensures that all employees have a complete understanding of and adhere to the Hospital's HR Rules and Regulations  Researches, prepares and coordinates establishment of new or updates of policies and procedures to deliver, maintain and improve HR customer services. EDUCATIONAL BACKGROUND BA in business administration with a concentration in HR Or Master in Public Health with a concentration on Human Resources At least 3 years’ experience as an HR manager/Director Experience in a healthcare organization is a credit. KNOWLDEGE Knowledge of international principles and strategies for human resources Knowledge of principles and methods for staff development Knowledge of national employment and labor laws, regulations, and requirements. Knowledge of human behavior and performance, individual differences in ability, personality, and interests, learning and motivation. General knowledge of a variety of human resources activities. Knowledge of human resources programs, principles and practices.
