JOB DESCRIPTION EXECUTIVE DIRECTOR: PROPERTIES AND SERVICES THE POST The Executive Director: Properties and Services is tasked to oversee the provision to the University of effective and efficient custodial and other services, including security, safety, and maintenance. S/he will have leadership, operational and budgetary responsibilities for all functions related to the management of the University’s properties and services, the implementation of new projects, and the overall physical planning of the campus. The Executive Director: Properties and Services is responsible for leading and managing Properties and Services in support of the University’s strategic goals and priorities. This entails accountability for human resource issues, budgeting and finance, utilization of resources for effective delivery of projects and services, transformation and general operational oversight.

LINE ACCOUNTABILITY The Executive Director: Properties and Services will report to the Deputy Vice Chancellor tasked with overseeing the University’s Properties and Services portfolio and will serve on various university structures, including the Senior Leadership Group and a number of executive committees.

COMPONENT AREAS OF THE POST 1. Effective Management of Risk Services Supply the best possible standards of safety, security, crime prevention and physical risk control: Ensure physical security of persons and property of students, staff and visitors to the university. Mount investigations and liaise with SAPS. Ensure compliance with traffic laws, parking and access is observed. Ensure that shuttle bus, disability and auxiliary transport services are operational and maintained. Maintain acceptable levels of occupational health, safety and the environment. Maintain access control, fire detection and CCTV systems. Manage external physical risks to students, staff and residents within the Groote Schuur City Improvement District and Special Rating Area. 2. Management of Estates and Custodial Services Provide utilities, services and facilities management in the most efficient and economical manner: Oversee maintenance of acceptable levels of cleanliness to all campus spaces (excluding residences). Ensure that the university grounds and gardens are maintained to acceptable standards. Ensure that appropriate standards are maintained in the provision of sports grounds. Manage provision of appropriate food venues and services on campus. Ensure that property acquisition and disposal is managed effectively and the title deeds and property asset register are maintained. 3. Project and Engineering Management Ensure effective and efficient delivery on building and maintenance projects: Take full responsibility for the university’s Asset Management Plan, including backlog maintenance. Ensure that building projects and building contract management is implemented, schedules of accommodation of new buildings are developed and consultants for building projects and specialist services are briefed. Ensure that minor works are implemented. 4. Management of Space Provide and monitor all university space needs, including those used for accommodation purposes: Identify future space needs Develop and manage space norms Maintain records of space and reporting on space usage Provide and maintain effective and efficient venue booking service 5. Physical Planning Develop and maintain a physical campus that appropriately supports UCT’s mission: Oversee development of the University’s Spatial Development Plan and precinct plans Manage preservation and extension of the heritage status of the campus Oversee and manage green campus initiative Oversee the development of the physical landscape 6. Parking and Transportation Manage traffic flows and density of traffic on all campuses: Ensure easy, safe and equitable access to all campuses by staff, students and visitors P&S_ED_JD_Apr13.doc
