Job Posting - Employee Health Insurance Advocacy Consultant Position/contract available: Dietitians of Canada Consultant – Employee Health Insurance Advocacy Term: Final documents to be submitted by February 15, 2019 Geographical location: National – Home Based (consultant may work anywhere in Canada) Application deadline: 4:30 p.m. (ET) Monday August 13th, 2018 Position start date: September 10, 2018 (or sooner)

Dietitians of Canada (DC) is the professional association for dietitians, representing dietitians at the local, provincial and national levels. We aim to advance health through food and nutrition and to provide leadership in shaping food and nutrition policy. DC is seeking a subject matter expert in the area of Employee Health Insurance Advocacy for a short-term consulting project entitled: ‘Increasing dietitian coverage on employee health insurance plans by top organizations in Canada’. Background Dietitians have identified the need for more employers to include access to dietitian services on employee health insurance plans. Hiring a consultant to provide expertise and direction on this work will complement the volunteer efforts of various DC member groups to move this important advocacy work forward. Project Objective Considering best practice and the important past and ongoing work led by DC staff and members, the consultant will be asked to develop a sustainable strategy for the continuation of this work towards additional dietitian coverage on employee health insurance plans across the country. Deliverables 1. Conduct a best practice scan for increasing access to health professional services through employee health insurance plans: a. Review the past and current work led by DC staff and organized DC member groups b. Review the work that has been effective for other key professions (three) in increasing access on employee health insurance plans c. Conduct key informant interviews/discussion using distance technology (conference calls, Skype, email etc.) d. Submit results to the lead DC Regional Executive Director 2. Using the results of the best practice scan, engage leading employers in Canada who do not have access to dietitian services as part of their employee health insurance plan and facilitate a change so that dietitian services is added. a. Submit a draft plan to the lead DC Regional Executive Director for feedback b. Implement this plan c. Evaluate the success and impact of this plan

3. Based on current resources, as well as the success and impact of deliverable #2, propose a realistic sustainable strategy for DC staff and members to continue this work once the contract is finished: a. Submit draft strategy to the lead DC Regional Executive Director for feedback b. Submit final report that includes the results of deliverables 1-3 (the best practice scan, plan and evaluation for engaging leading employers, proposal for ongoing sustainable strategy) 4. Utilize the expertise of DC member groups throughout this contract (an advisory committee will be formed). Timelines Project is expected to start September 10, 2018 or sooner. Deliverable 1 and first draft of the plan for deliverable 2 to be submitted by November 2018. Final report including proposed strategy to be submitted by February 15th, 2019. Reporting Structure The consultant will report to the lead DC Regional Executive Director for this project. At minimum, as per DC’s Consultant Services Agreement, the consultant will be required to provide monthly written updates to the lead Regional Executive Director highlighting progress achieved on the project plan, a description of any barriers/challenges faced along with recommendations for overcoming these challenges, and an outline of the priorities and activities planned for the next reporting period. Frequency of additional meetings to be determined by the consultant and the lead Regional Executive Director. An advisory committee will be engaged in the project and will be a point of contact for the consultant throughout the duration of the project. The consultant will be asked to participate in conference calls with the advisory committee - frequency to be determined by the consultant and lead Regional Executive Director. Please base budget and preferred payment schedule on the completion of key milestones/deliverables. There is $17,500 available for a consultant fee to support the completion of these deliverables. Applicants are to have a minimum of 5 years previous consultant experience as well as successful history working with regulated health professionals such as dietitians, health insurance companies and knowledge of the processes involved in establishing benefits packages for leading employers in a variety of areas of the country.
