JOB TITLE: Manager, Exam Development REPORTS TO: National Director, Evaluation Services SALARY RANGE: $90,000-$120,000 Canadian POSITION SUMMARY: The Canadian Alliance of Physiotherapy Regulators (CAPR) is the umbrella organization for all physiotherapy regulatory Colleges in Canada. Its main function is to run the credentialling assessment program for internationally-educated physiotherapists, as well as to administer the physiotherapy licensing exam for anyone (either Canadian-trained or internationally-trained) who wishes to practice physiotherapy in Canada. Passing the Physiotherapy Competency Exam is a condition of licensure in all Canadian jurisdictions with the exception of Quebec. The Physiotherapy Competency Exam is comprised of a written component (multiple-choice, computer-based exam) and a clinical exam (a 16-station OSCE exam) – both of which need to be successfully passed to obtain an independent practice license in Canada. The CAPR office is located in Toronto, Ontario and is an equal-opportunity employer offering competitive salary and benefits packages. The Manager, Exam Development is responsible for managing the creation and modification of the Physiotherapy Competency Exam (PCE) content including providing oversight to the coordination and support of the exam development committees. This includes planning, organizing, and controlling all aspects of the development, validation, scoring, updating, and security management of the PCE items, as well as the recruitment and confirmation of written and clinical item writing committee members and maintenance of contact information of these committees. Key responsibilities include the management of item databases, and the training, coordination and supervision of the items writers. The Manager, Exam Development will work closely with the Manager, Exam Delivery and Administration. Both management positions will excel in leading in the development and refinement of cross-functional teams within the Evaluation Services Program.

Direct Reports and Internal Contacts: • Direct supervision of Physiotherapist Advisor, Exam Development; and Exam Assistant. • Works closely with Psychometrician, Exam Officers, Exam Coordinator and Exam Assistant External Contacts: • Regular contact with written and clinical item writing committee members, psychometricians, physiotherapist technical advisors, subject matter experts, Board of Examiners Committee and other professional high stakes examination experts, regulatory colleges, and academic and bridging programs. AREAS OF ACCOUNTABILITY: The Manager’s key accountabilities include Operational Management, Quality and Risk Management, and Resources Management. 1. Create best practice exam questions that meet validity and reliability within required psychometric standards. 2. Conduct regular analysis of exam results to confirm adherence to standards. 3. Liaise with psychometricians and statisticians including vendor management of contracts for psychometric services. 4. Design, create and execute exam development team’s strategic plan that achieves the strategy goals of CAPR ie) Excellence in Exam Services 5. Stay current on industry and external regulatory changes relating of development of exams ie) development of exams based on principles of gaming. 6. Plan and develop any new exam requirements ie) jurisprudence exam 7. Act as a Subject Matter Expert to provide timely consultation with the CEO and Board on new developments and ongoing quality and process improvement opportunities for exam development. 8. Act as the lead person for the Board of Examiners Committee; the Written Test Development Group Committee; the Clinical Test Development Group Committee. Ensures that Committees are operating effectively and that communications, issue management, workflow and professional development needs are managed I accordance to the terms of reference for each Committee. 9. Identify, develop, monitor and report on agreed Key Performance Indicators to the CEO and Board. EDUCATION AND EXPERIENCE: • Experience in measurement and evaluation, and competency assessment • Demonstrated experience in prioritizing and successfully managing multiple tasks concurrently • Project management skills

Experience in effectively managing an operational program and a professional team with administrative responsibilities involving recruitment, performance appraisals, and developing and managing budgets Post-secondary education: master level university degree in related area or equivalent experience required Minimum of 5 years’ work experience in related fields such as professional associations and colleges, university/college examinations and admissions and international relations preferred Minimum of 3-5 years’ experience managing indirect and direct staff Proven track record in developing and maintaining positive stakeholder relationships Fluency in both national languages an asset
