Dear Representative: On behalf of the organized Jewish community, we write today to encourage you to vote in favor of the Iran Sanctions legislation as reported by the conference committee. This bipartisan legislation will strengthen American diplomacy by providing additional tools to stop the spread of nuclear weapons to Iran, a nation that continues to sponsor terror, endanger our allies and threaten our troops in the region. The Jewish Council for Public Affairs (JCPA) is the national coordinating agency for Jewish organizations engaged in public policy and community relations. JCPA’s membership includes 14 national agencies and 125 local affiliates often known as Community Relations Councils (CRC). The CRCs are the Jewish community’s regional policy and civic engagement coordination agencies, working to build a society based on freedom, justice, and democratic pluralism. Both the JCPA and the JCRCs build consensus among our member agencies and represent that consensus to our national, civic, religious, and opinion leaders. We work with government representatives, the media, and a wide array of religious, ethnic, and civic organizations to address a broad range of public policy concerns and represent the organized Jewish community’s consensus perspectives. We are deeply concerned about the prospect of a nuclear armed Iran. At this point, the United States and our allies are at a critical juncture in our efforts to prevent Iran from obtaining nuclear weapons capability. Iran continues to reject international proposals that would provide their regime with the resources to have a safe and secure civilian nuclear power program, but limit the nation’s ability to build the world’s most destructive weapons. Iran now has enough low-enriched uranium that—if further enriched—could be used to fuel two nuclear weapons. The United Nations and the European Union have recently passed their own set of sanctions against the Iranian nuclear program. The legislation before Congress would complement efforts of the UN and EU by authorizing President Obama to impose stronger sanctions against Iran, principally focusing on the Iranian energy sector. Despite a tremendous wealth of oil, Iran lacks the ability to refine crude oil to usable petroleum. Currently, Iran imports about forty percent of its total petroleum used. Sanctions against

this sector will significantly restrict Iran’s access to, and raise the price of, refined petroleum products. These sanctions will place pressure on the Iranian regime, in a peaceful way, to work with the international community to resolve the current disputes. Again, we encourage your support of this critical legislation that will give President Obama the authority to impose sanctions on Iran to buttress our diplomacy.
