Executive Summary The Food Processing Industry in India contributes around 9% of the manufacturing GDP. The food industry, which was valued at USD 39.71 billion in 2013, is expected to grow at a Compounded Annual Growth Rate (CAGR) of 11 percent to USD 65.4 billion by 2018. Supported by favourable policies, and driven by a large consumer base and with the potential to be a bigger player in global food trade, food processing in India has become a sought after sector for investments. In the 2 years since June 2014, this sector has witnessed FDI inflows of over a billion dollars. By liberalizing the sector, the goal is to bring greater value addition to farm produce, reduce wastage of perishables, control inflation and price volatility, thereby boosting income of farmers, providing consistent supply at stable price to consumers and generating more employment. In addition, the sector stands to gain from advanced technologies that foreign investors would bring to the country, which can be utilized for tackling the issue of food wastage in the country. Some of the remarkable achievements over the last two years in this sector are: •

FDI Policy Reform - 100 % FDI permitted through government approval route for trading, including through eCommerce, of Food Products produced and/or manufactured in India. Healthy FDI inflows - $1.04 billion of FDI inflows into the country from April 2014 to March 2016; Kellogg, Ferrero India, Mars International, Mondelez International, McCain Foods etc., are some of the well-known names from outside of India, while Patanjali, Jain Irrigation Systems, Balaji Wafers etc. are some of the domestic investors.

•

Capacity Augmentation - 32 Lac MT capacity of cold storage has been created with an expenditure of ₹9000 crores within the last two years; this is expected to reduce wastage by 10% per annum or Rs. 9200 crores every year.

•

Boost to Infrastructure development– Over the last two years, ‒ 51 cold chain projects have been completed; ‒ 6 Mega Food Parks operationalized since June 2014; each mega food park is expected to create direct & indirect employment for about 5,0006,000 persons and benefit approx. 25,000-30,000 farmers; ‒ 4 abattoirs have been operationalized since June 2014. ‒ Focus on Quality Assurance with 11 Quality Testing Food Labs commissioned and 8 upgraded since June 2014.

Credit Support to Food Processing Sector - Through the Rs. 2000 crore special fund created in NABARD for Mega and Designated Food Parks and

Priority Sector Lending subject to aggregate sanctioned limit of INR 100 crores per borrower for the food processing sector, more credit support is available to investors. •

Fiscal benefits provided to investors to encourage investment ‒ 100 % Income tax exemption to food processing units on profits for the first five years of operation ‒ Reduction of Excise Duty on refrigerated containers from 12.5% to 6% ‒ Reduction of Basic Customs Duty from 10% to 5% ‒ Service tax exempted on pre-conditioning, precooling, ripening, waxing and retail packing, labelling of fruits and vegetables. ‒ Service tax exemption for transportation of food grains including rice and pulses, flours, milk and salt by rail, vessels or road

Skill Development- Food Industry Capacity & Skill Initiatives (FICSI), the sector skill council for Food Processing Industry, has trained 28,199 persons till date.

•

Ease of Doing Business Initiatives - To enable an environment conducive to doing business, several ease of doing business initiatives have also been undertaken in this sector. Some of the key ones are: ‒ To facilitate imports and exports, Single Window Customs Clearance has been implemented whereby 6 Partner Government Agencies (Department of Plant Protection, Quarantine and Storage (DPPQ&S), Food Safety Standards Authority of India (FSSAI), Drug Controller (CDSCO), Animal Quarantine (AQCS), Wild Life Crime Control Bureau (WCCB) and Textile Committee) have been integrated allowing online and seamless exchange of information. ‒ A Single Window Facilitation Cell has been recently set up by Ministry of Food Processing Industries (MoFPI) for addressing queries, facilitating and hand holding foreign investors investing in the food processing sector. ‒ Invest India has set up a HelpDesk for the sector and 1590 queries have been answered till date. ‒ A Committee of Independent Monitors has been set up by MoFPI to hear grievances of investors/promoters and make recommendations for redressal of grievances. All grievances are responded within 30 days.

Introduction The Food Processing sector in India, a sunrise sector, is poised for immense growth and greater contribution to the world food trade. The sector has witnessed a number of initiatives undertaken by the Government since June 2014 primarily aimed at scaling up infrastructure for storage and transport, tackling the issue of food wastage in the country and creating value addition that will benefit both producers and consumers in the country through facilitating domestic and foreign investment in the sector. The growth rate of Gross Value Added (GVA) in food Processing industries has increased from 1.91% in 201314 to 5.78% in 2014-15 at constant prices1. India is the largest producer of milk and second largest producer of a variety of fruits and vegetables in the world. India’s farm output is second worldwide. However, food is being wasted at the harvest point and during transportation. India witnesses nearly 4.6 - 15.9 % wastage in fruits and vegetables annually, due to lack of modern harvesting technologies and cold chain infrastructure. The wastage levels in other perishables are also significantly high; 5.2 % in inland fish, 10.5 % in marine fish, 2.7 % in meat and 6.7 % in poultry2 . To tackle this critical issue, Government is sanctioning and operationalizing more cold chain infrastructure in the country with the objective of reducing food wastage by 50% over next 2 years. In addition, by opening up the sector, the Government is keen to bring in advanced technology into the supply chain thereby combating the losses incurred during the value chain. These measures will benefit the farmers with remunerative prices and lower losses. The food industry, which was valued at USD 39.71 billion in 2013 is expected to grow at a Compounded Annual Growth Rate (CAGR) of 11 percent to USD 65.4 billion by 2018. The Indian food and grocery market is the world’s sixth largest, with retail contributing 70 percent of the sales. Food has also been one of the largest segments in India's retail sector, which was valued at USD 490 billion in 2013. The Indian food retail market is expected to reach USD 894.98 billion by 20203. Indian food service industry is expected to reach USD 78 billion by 2018.The Indian gourmet food market is currently valued at USD 1.3 billion and is growing at a Compound Annual Growth Rate (CAGR) of 20 percent. India's organic food market is expected to increase by three times by 2020. Similarly, the online food ordering business in India is in its nascent stage, but witnessing exponential growth. The organized food business in India, which is worth USD 48 billion, of which food delivery is valued at USD 15 billion, has a huge potential4.

Policy Initiatives & Investments ` FDI Policy

•

Roquette Freres, a French-based family owned company which produces more than 650 by-products from the starch extracted from corn, wheat, potatoes and peas, has invested USD 96.09 million. It has bought a majority stake in Riddhi Siddhi Pvt. Ltd and is also expanding its existing facilities in Gujarat, Karnataka and Uttarakhand.

•

Ferrero India, a global confectionary major has set up its manufacturing facility in Baramati, Maharashtra. The company currently provides employment to 300 persons. The company has already invested USD 78.72 million in India since June 2014.

•

United Biscuits, a British multinational food manufacturer, makers of McVitie's biscuits has invested USD 35.91 million in Himachal Pradesh.

•

Kellogg, the world's largest cereal maker inaugurated its second manufacturing plant at Sri City (Andhra Pradesh) in June 2014. With total investment of USD 33.96 million, the unit provides employment to 500 persons. The company is already planning to set up an R&D facility and their third cereal facility in Mumbai, India.

•

Dr. Oetker India Holdings, a leading purveyor of western cuisine in India, has invested USD 27.14 million in Bhiwadi Rajasthan. The product range includes mayonnaises, sauces, spreads, salad dressings, cakes, dessert toppings amongst others.

•

Danone Asia Pacific Holdings PTE Ltd., one of largest producers of Fresh Dairy Products, Waters, Baby Nutrition and Medical Nutrition has invested USD 24.24 million. It is expanding its manufacturing facility in Lalru near Chandigarh.

•

Kerry Group BV, a leading manufacturer and marketer of branded chilled foods to the UK & Irish consumer foods markets has invested USD 22.94 million. A Regional Development & Application Centre has been set up in Bangalore.

•

Canada based McCain Foods Ltd., the world's largest producer of French Fries and Potato Specialties has invested USD 21.47 million in Gujarat.

•

Chipita India Pvt. Ltd., a company producing and marketing savoury snacks has invested USD 21.19 million in its plant in Navi, Mumbai. Chipita is currently present internationally in 4 major product categoriescroissants and similar dough products, savoury snacks (Bake Rolls), cakes and confectionery.

100 % FDI under government approval route for trading, including through e-Commerce for Food Products produced and manufactured in India (June 2016) Fiscal Incentives 100 % Income tax exemption to food processing units on profits for the first five years of operation and 25 % thereafter for next 5 years (Budget 2015-16). Reduction of Excise Duty (Budget 2016-17): ‒ Refrigerated containers from 12.5% to 6% ‒ Machinery for food processing and packaging has been reduced from 10% to 6% ‒ Pasteurizing, drying, evaporating, etc. machinery used in Dairy Sector is exempted from Excise Duty. Reduction of Basic Customs Duty (from 10%): 5% Basic Custom Duty is available under project imports for Cold Storage, Cold Chamber and Cold Chains including precooling unit, pack house, sorting and grading lines and ripening chambers (Budget 2016-17). Service tax exempted on pre-conditioning, pre-cooling, ripening, waxing and retail packing, labelling of fruits and vegetables. Service tax exemption also given for transportation of food grains including rice and pulses, flours, milk and salt by rail, vessels or road (Budget 2015-16). Major Investments & FDI Inflows The sector has witnessed over a billion dollars in FDI inflows over the 2 year period. An indicative list of some of the major investments by foreign investors and domestic investors are listed below. Some of the Investments received in the last two years from foreign investors5 : •

Linde Group has invested USD 200 million in seafood segment in Andhra Pradesh. The group plans to set up an air circulation plant, lab and skill development academy.

Mondelez International, the US-based confectionery, food, and beverage major, has inaugurated its new manufacturing plant in Andhra Pradesh on 25th April, 2016. The manufacturing plant has been set up with an investment of Rs 1,265 crore (US$ 190 million), with an annual production capacity of 250,000 tonnes.

•

Mars International India Pvt. Ltd, one of the world’s leading chocolate manufacturers, has invested USD 114.63 million in Chocolate manufacturing plant in Pune. The project is expected to generate direct employment opportunities for over 200 people and indirect employment opportunities to over 1,000 people.

•

Hershey International, a leading manufacturer of fruit or vegetable juices and their concentrates, squashes and powder has invested USD 17.32 million.

•

WM Wrigley Jr. Company, a leading manufacturer of other cocoa, chocolate, sugar confectionery products etc. has invested USD 16.16 million.

Patanjali Ayurveda Ltd is planning to setup Rs. 500 crore food processing unit at Dhar district in Madhya Pradesh. The government of Madhya Pradesh has cleared 400 acres of land for setting up of the food processing unit. It is expected to provide employment to around 700 people.

•

Balaji Wafers, based in Rajkot, Gujarat, India, manufactures and distributes potato chips and other grain-based bagged snacks, and is investing USD 61.5 million (Rs. 414.14 Crores) in building a manufacturing plant for wafers and snacks in Indore, MP. The company has already acquired land for the project and construction will be completed in September 2016. The project would employ 1000 persons on full operation.

•

Jain Irrigation Systems is setting up a Food Park in Andhra Pradesh with an investment of Rs 365 crores. Andhra Pradesh government has allotted over 623 acres of land in December 2015 for setting up an integrated agriculture and horticulture park in Kurnool district of the state. The project would create regular employment of 400 persons and seasonal employment for another 1000 persons.

•

Jain Irrigation Systems is also setting up an orange processing point in Warud, Amravati district of Maharashtra at a capital cost of Rs. 150 crore. The project would create regular employment for 70 persons and seasonal employment for another 300 persons.

Creation of Infrastructure Cold Chain Infrastructure Out of the 134 Cold Chain Projects sanctioned 88 have been operationalized. 51 Cold Chain projects have been completed since June 2014, a 38% increase as compared to 29 projects completed during June 2012-May 2014. This cold chain capacity expansion benefits 500 farmers per project in fruits & vegetables and 5000 farmers per project in dairy/meat/marine. The capacities created by 51 cold chain projects completed since June 2014 are:

Milk processing (in LLPD) - 23.50

The total capacity created in cold storage, controlled/modified atmosphere storage and deep freezer is 3.31 Lac MT based on 88 completed Cold Chain Projects since 2008, including capacity addition of 77.15 MT/hour for Individual Quick Freezing, 31.80 Lac litres/day for milk storage and 423 Reefer Carriers. Mega Food Parks The Government’s Scheme for Infrastructure Development provides State-of-the-Art infrastructure for Mega Food Parks. The scheme has a provision of Grants-in-aid @50% of the eligible project cost in general areas and @75 % in difficult areas subject to a maximum of Rs. 50 crore. Government has sanctioned 42 Mega Food Parks out of which eight have been operationalized. 6 Mega Food Parks were operationalized in between May 2014 to May 2016. Each mega food park is expected to create direct & indirect employment to about 5,000-6,000 persons and benefit approx. 25,000-30,000 farmers.

Along with enhancing capacity, the Government is focused on Quality Assurance in the sector. The scheme for Quality Assurance and Codex Standards ensures safety and quality of food products with the analysis of the samples received from food processing industries and other stakeholders. As part of a major overhaul of the testing infrastructure, the two years since June 2014 have witnessed a 20.81% increase in the amount of funds released (INR 61.42 crores, 168 projects assisted) for setting up of Food Testing Laboratories as compared to June 2012 to May 2014 (INR 50.81 crores released, 128 projects assisted). In the past two years, 19 Labs have obtained NABL accreditation, 11 have been newly set up, 8 have been upgraded and 26 new projects have been approved.

Credit Support for Food Processing Industry

Special Fund in NABARD

Priority Sector Lending

A Special Fund in NABARD worth Rs. 2,000 crores, designated as Food Processing Fund, was set up in budget 2014-15 for providing affordable credit to food processing units in Mega & Designated Food Parks. The fund was set up to provide loans for a period of 7 years at concessional interest rates of 8-9%. Loans are being provided for Mega Food Parks, Designated Food Parks and Food Processing Units location therein. Up to July 2016, NABARD has sanctioned a loan for Rs. 504.6 crores in 12 Mega Food Park projects and Rs. 40.12 crores has been disbursed under the fund.

As per notification dated 23rd April 2015, Food and Agrobased processing units and cold chain projects have been classified under agriculture activities as Priority Sector Lending, subject to aggregate sanctioned limit of INR 100 crores per borrower from the banking system, which will ensure greater flow of credit to entrepreneurs for setting up of food processing units for further augmenting capacity.

Skil Development Increasing investments in the sector have led to higher demand for more qualified people. The Government has set up a Food sector skill council called Food Industry Capacity & Skill Initiatives (FICSI), which has 46 affiliated Training Partners and 192 Training Centers across 26 States in the country. The two institutions under the administrative control of MoFPI, i.e. National Institute of Food Technology Entrepreneurship and Management (NIFTEM), Haryana and Indian Institute of Crop Processing Technology (IICPT), Tanjavur, Tamil Nadu are conducting regular trainings in Food Processing on self-financing basis & sponsored funds from others sources including under

Pradhan Mantri Kaushal Vikas Yojana (PMKVY). FICSI was allocated a target of 30,810 to be completed by March 2016 (for FY 2015-16). 28,199 persons have enrolled and completed the trainings. In case of Recognition of Prior Learning (RPL), target of 14,000 persons was to be completed by March 2016. FICSI has allocated 8070 persons to Training Partners and have completed certification of 496 persons. National Institute of Food Technology, Entrepreneurship & Management (NIFTEM), Kundli, Sonepat is a deemed to be University under de novo category imparting B.Tech, M.Tech & Ph.D courses. The institute has achieved 100% placement of its M.Tech students who graduated during 2014 & 2016

Ease of Doing Business •

A Food Map identifying surplus and deficit areas of various agricultural and horticulture produce in the country has been developed and made available on the Ministry’s website. This will aid investors in identifying availability of raw materials in various regions of the country. To facilitate Single Window Clearance for customs, online connectivity has been established between Customs and Government Partner Agencies such as Food Safety and Standards Authority of India (FSSAI), Department of Plant Protection, Quarantine and Storage (DPPQ&S), Drug Controller (CDSCO), Animal Quarantine (AQCS), Wild Life Crime Control Bureau (WCCB) and Textile Committee. Clearances can now be obtained online and no hard copy of ‘No Objection Certificate’ (NOC) is required for clearance of goods thereby reducing dwell time and cost of doing business. This facility is currently available at Jawaharlal Nehru Port Trust, Tughlakabad Inland Container Depot (ICD), and Patparganj ICD. A Single Window Facilitation Cell has been set up by MoFPI since 17.05.2016 for addressing queries, facilitating and hand holding foreign investors investing in the food processing sector in India.

•

Invest India, the investment promotion agency of the Government has also created a HelpDesk for this sector. 1590 queries have been answered till date.

•

Streamlining of processes: ‒ Online processing of claims has been setup for release of grants under the Scheme on Mega Food Park to bring in more transparency and speed in release of grants to the projects. ‒ Launch of an online system for food licensing and registration of Food Business Operators, which includes online and real time registration of ESIC and EPFO, provision for online payment of EPFO and ESIC contributions. Requirement of bank account for registration with EPFO and ESIC has been eliminated.

Application Forms of all the schemes currently being implemented by Ministry of Food Processing Industries have been simplified.

•

A Committee of Independent Monitors has been set up by MoPFI to hear grievances of investors/promoters and make recommendations for redressal of grievances. All grievances are responded within 30 days.
