The guidelines reflect the strengths and changing needs of our emerging bilinguals. At least 77% of elementary English learners are “simultaneous bilinguals.” That is, children who begin to acquire two languages from age three or younger. There is extensive research showing the cognitive and social benefits of bilingualism.
