This amendment 001 is raised to answer questions from vendors and to make modifications to the RFP. Questions from Vendors: Q1: Annex A, Section 3.1 - We are unaware of a product that does Barcode, Magnetic Stripe and Smart Card Contact reading “off the shelf”. The off the shelf requirement is as per Part 5, Section 5.4. a. Has the RCMP evaluated a product that does this today that is off the shelf? b. Would the RCMP accept a custom made solution to add the Smart Card contact reader? If so, will the RCMP accept a 2 week extension to this RFP? A1: a. Yes, there are products that meet each specification with everything incorporated from factory today. b. No custom solutions will be accepted. Q2: Annex A, Section 3.1 - We have seen some Provinces with Enhanced Driver’s License that contains a Radio Frequency Identification (RFID) chip, but as per 3.1.n it states: “If device contains RFID capability, it must have the ability to be completely disabled.” This makes the requirement a Smart Card contact reader which is not in Canadian Drivers licenses today. As there are no Canadian driver’s licenses that are Smart Card contact readable today, why is there a requirement for a contact reader? A2: This is for security reasons. For locations where it is not necessary, we do not want to have it on if there is no reason. This feature is required as there is an existing need to have the capability of RFID being disabled. Q3: Annex A, 3.1 and 3.2 - Will the RCMP accept a proposal for Section 3.2 alone or do we need to respond to Section 3.1 and 3.2? A3: Yes, bidders can submit a bid to either section 3.2 or 3.1. If the bidder is submitting a bid for both sections 3.1 and 3.2, the bidder should submit two separate bids. The solicitation will result in one or two contracts. Please see modifications below. Q4: Annex A, 3.1 and 3.2 - In both 3.1.d and 3.2.d, the RFP states “The card size must meet the following:” Are provision of cards part of this RFP or is the requirement that the readers accept a card of this size? A4: Cards are not part of this procurement; this requirement is to ensure our existing cards fit in the reader. Q5: Will SSC allow for an exchange rate protection clause for products originating from the USA and quoted in Canadian or the allowance to quote in USD given exchange rate fluctuations. A5: SSC will not allow for exchange rate protection clause. Prices must be submitted in CAD.

Q6: Would the readers be installed in police cars or would they be setup in offices? A6: The readers will be installed in police cars; however, some will be installed in our offices for testing.

Q7: What would be the main function of smart card reader? Today in North America, no Driver License has a smart chip. A7: It is for compatibility with our PKI/SafeNet smart cards.

Modifications: 1) The closing date has been extended to April 1, 2016, 2:00 pm. 2) At Part 1, 1.2 Summary, delete the first paragraph in its entirety and insert the following: This bid solicitation is being issued by SSC. The resulting contract will be used by SSC to provide shared services to the Royal Canadian Mounted Police. It is intended to result in the award of one or two contracts for one year, plus two-one year irrevocable options allowing Canada to extend the term of the contract. The supplier can submit a bid for section for one of either 3.1 or 3.2 of the Annex A- Statement of Requirement. If the bidder is submitting a bid for both sections 3.1 and 3.2, the bidder should submit two separate bids. The bid solicitation does not preclude Canada from using another method of supply for entities of the Government of Canada with the same or similar needs. 3) At Part 4, 4.1 Evaluation Procedures, delete (a) and insert the following: (a) Bids will be assessed in accordance with the entire requirement of the bid solicitation including the evaluation criteria. The bid must meet all the requirements under at least one of either section 3.1 or 3.2 of the Statement of Work at Annex A to be considered compliant. If the bidder is submitting a bid for both sections 3.1 and 3.2, the bidder should submit two separate bids. 4) At Annex A – Statement of Requirement, delete section 1.0 Objective in its entirety an insert the following: 1.0 Objective: The RCMP requires the provision and delivery of Driver’s License Readers in accordance to the requirement and the terms and conditions listed herein. The supplier must be able to provide one or both types of Driver’s License Readers as outlined below. 5) At Annex A – Statement of Requirement, at section 3.0 Requirement insert the following: The supplier must meet all the following requirements under 3.1 or 3.2 or both.
