The 2011 Louisiana Transportation Conference Headquarters is located in the Business Office on the Ground Level, next to the Exhibition Hall. The Conference Headquarters will be open Monday and Tuesday, from 7:00 a.m. – 5:00 p.m., and Wednesday, 7:00 a.m. – 2:00 p.m. If you have special needs during the conference, visit the Conference Headquarters and every effort will be made to accommodate your request.

Please remember to wear your 2011 Louisiana Transportation Conference badge/name tag at all times as this is your admission to all events.

River Center Construction Portions of the Baton Rouge River Center will be under construction during the 2011 LTC. Please follow the signage for the new routes from the parking garages to the Exhibition Hall, and from the Exhibition Hall to the Theater.

Parking Procedures–PLEASE READ CAREFULLY General: •  Park in either East or West garage. •  Garage entrances are on St. Louis Street, north of St. Louis/ Government St. intersection. •  You may enter/exit garage as often as necessary by following the procedures below. Procedures for Driver: 1—Take ticket from machine each time you enter garage. 2—Report to Parking Validation (adjacent to Registration Booth in River Center Lobby) to turn in ticket and receive a garage exit pass anytime before departure from conference. •  A pass is only good for that day. •  Each time you exit the garage and return the same day, you must repeat the procedure. The Following Step Is Very Important: •  You must inform Parking Validation if this is your second (or subsequent) time to get a pass that day— no penalty, they just need to know for proper payment to East Baton Rouge Parish (EBR) authorities.

Professional Development Hours (PDHs) for Engineers The program provides abstract information and a schedule of 68 sessions, all of which qualify for professional development hours. The last pages of the program contain a register to help keep track of the sessions that are attended and number of PDHs that are accumulated. There is a total of 19 PDHs available through this conference, including the biennially required hour in professional ethics. The ethics session will be offered twice (on Sunday at 4:30 p.m. and on Wednesday at 2:00 p.m. following the awards luncheon.)

Industry Exhibits Exhibits on transportation technologies/products will be displayed during the following times in the River Center Exhibition Hall (ground level): Monday 5:00 p.m. to 9:00 p.m., Industry Reception Tuesday 7:00 a.m. to 3:15 p.m. Equipment presentations will also take place on Tuesday at 8:00 a.m., 10:15 a.m., and 1:30 p.m. (see Program At-a-Glance on pages 6-7 for more information).

Speaker Preparation A laptop will be available in the registration area for speakers to use in preparation for presentations.

Wednesday’s Conference Luncheon Seating for the Conference Luncheon starts at 11:45 a.m. in the Ballroom of the River Center. Lunch will begin at 12 noon and will include awards presentations.

FHWA LOUISIANA DIVISION

This display features information on the various Public Transportation Programs: Rural Public Transportation, LA Swift Intercity Bus, Elderly and Disabled Transportation, Job Access, New Freedom, Metropolitan Planning Program, and the Statewide Training Program.

FHWA will present information and handouts on the Every Day Counts (EDC) Initiative by the U.S. Department of Transportation. EDC is designed to identify and deploy innovation aimed at shortening project delivery, enhancing the safety of our roadways, and protecting the environment. These goals are worth pursuing for their own sake. But in challenging times, it’s imperative that we pursue better, faster, and smarter ways of doing business. EDC is designed to focus on a finite set of initiatives. Teams from FHWA will work with our state, local, and industry partners to deploy the initiatives and develop performance measures to gauge their success.

TRAFFIC ENGINEERING, SECTION 77 We currently have a contract with Teach America, Inc., and they are preparing a interactive access management tool that will show how accepted access management techniques can improve capacity, safety, and economic development on our roadways. While this display may not show a finished product, we will have elements of the finished product that we can display to transportation officials on the subject. Access management is a hot topic in the traffic engineering community, and this tool will be a very helpful in educating the transportation industry on its importance and effectiveness.

AVIATION, SECTION 88 The Aviation Section tabletop display will feature and promote grant programs available to airports as well as our aviation education and community outreach program. This portion of the tabletop will focus on the development and implementation of the nation’s first successful non-primary entitlement fund transfer program to fund projects at Louisiana airports, initiated by the LADOTD Aviation Section. The display will also prominently feature the Louisiana Aviation Art Contest, which is designed to foster interest in aviation for the next generation of pilots. A historical video overview of the New Orleans Lakefront Airport will be provided to exhibit the beauty and architectural side of aviation in New Orleans. Finally, we will have our flight simulator on display for all attendees to experience the joy and passion of aviation. Our focus is to improve our aviation infrastructure to ensure a safe, modern and well managed system of airports that provides convenient and efficient access to the state for tourism, commerce, industrial interest, recreation, and economic development.

COMPLIANCE, SECTION 37 The Disadvantaged Business Enterprise (DBE) Program is designated to provide opportunities for socially and economically disadvantaged individuals to participate in federally funded transportation projects. In 2008, DOTD began evaluating professional service contracts for the inclusion of DBE Goals. DBE Goals have been included in our construction projects for many years, and this process has been expanded to include engineering and other professional service consulting firms. Our display will include information on the program along with the application forms necessary to participate in the program.

MARINE AND RAIL, SECTION 66 The goal of the Marine and Rail Section is to continuously improve our marine and rail infrastructure for the passenger and freight movement, to nurture economic development, and to enhance our quality of life through the development of an efficient, safe, and seamless Intermodal Transportation System. This tabletop display will focus on the Louisiana Marine Transportation System (LA MTS) and the Statewide Rail System Plan and Program to include the New Orleans Rail Gateway Rehabilitation Project.

This display will include materials about engineering careers with the Louisiana Department of Transportation and Development (LADOTD). LADOTD is a progressive, innovative transportation agency that encompasses a broad range of major activities, including planning, design, construction, maintenance, and operations. The Department aims to provide the resources needed to attract, develop, and retain LADOTD’s most valuable asset – its employees. A career with the Department offers:

Come by our booth and learn about Destination Zero Deaths and the Strategic Highway Safety Plan (SHSP). DATA COLLECTION AND MANAGEMENT SYSTEMS, SECTION 21 Posters depicting screen displays of various software/data used by our section will be exhibited: dTIMS CT – Budget analysis software that uses the collected distress data to generate a treatment strategy, within a given budget.

The Office of Planning and Programming will feature several of its mapping products. These maps and the data used to create them can be very useful when making transportation planning and programming decisions. This display will show the progress that LADOTD is making in GIS applications in mapping. Copies of the Louisiana Official Highway Map and the Louisiana Bicycle Map, which are produced by the office, will be available. The purpose for choosing this approach is to emphasize that Transportation Planning and Programming is the backbone of the transportation network and to show how the influx of data from all sources affect the outcome of transportation decisions.

LA LOCAL TECHNICAL ASSISTANCE PROGRAM, SECTION 33 The Louisiana Local Technical Assistance Program (LTAP) will display the following: the background and history of LTAP; past, present, and future training opportunities provided by LTAP; Local Road Safety Program material and project information; map of current program locations by district; intersection improvement material; Road Way Departure material; and Occupant Protection Program material.

TRANSPORTATION RESEARCH BOARD Innovation is the key to renewing our roadways under today’s demanding conditions – but innovation alone is not enough. We also need new tools that make implementation practical and organizational structures that encourage change. Emerging products of the second Strategic Highway Research Program (SHRP 2) advance all three of these needs in areas such as reducing crashes, reducing congestion, rapid renewal, and improved facility performance, accelerated project delivery, integration of freight and environmental considerations into highway planning, and travel time reliability strategies. Sessions related to the conference theme, Transportation: A Key to a Sustainable Future, are highlighted throughout the program. The State of Geotechnical Practice in Louisiana DOTD Steve Meunier, LADOTD This presentation will provide a brief glimpse into the LADOTD practice of geotechnical engineering as shaped by AASHTO LRFD for driven pile and drilled shaft foundations.

The Role of Real-Time Monitoring in Active Risk Management Allen Marr, Geocomp Corporation Active risk management is a systematic process of identifying, analyzing, planning, monitoring, and responding to project risk. This presentation will discuss how monitoring can be used to determine the emergence of a risky event in time for proactive measures to be taken to prevent the further development of the risk event.

Design and Construction of Drilled Shaft Foundations for Two Mississippi River Bridges in Louisiana Steven Dapp, Dan Brown and Associates This presentation will describe the use of drilled shaft foundations for two major bridge projects, the John James Audubon Bridge near St. Francisville and the Huey P. Long Bridge in New Orleans. Construction experiences from these projects provide valuable lessons for future large marine construction projects.

Session 2: Geotech and Pavement Research Moderator: Doc Zhang Meeting Room 2

Updating LADOTD Policy on Pile Driving Vibration Management Mingjiang Tao, LADOTD This presentation will discuss recommendations for updating LADOTD’s practice of pile driving risk management with the following components: a statistical procedure to determine a reasonable vibration monitoring distance, recommendations for threshold limit of ground vibrations, engineering measures to mitigate ground vibrations, and pre-construction survey.

Composite Pavement Systems Mike Darter, Applied Research Associates, Inc. This presentation, based on an SHRP II study, will focus on new AC/ PCC and new PCC/PCC composite pavement systems and explain behavior, critical materials, and performance parameters.

Ascertaining Parametric Correlations between Lock Wheel Friction Testing and Fixed Slip Friction Tester Kevin Gaspard, LTRC FHWA solicited LTRC to participate in a national study to evaluate friction testers. The regression analysis indicated that statistically viable correlations exist for the roadway surfaces and friction number (FN) ranges assessed in this study.

Session 3: Highway Safety Programs and Initiatives Moderator: Karla Sibille Meeting Room 3

Local Road Safety Program, Status, and Projects Marie Walsh, Louisiana LTAP The Louisiana Local Road Safety Program (LRSP) is a key initiative in the implementation of the LA SHSP. The LRSP is working to implement over 100 low cost safety improvement projects across the state. This presentation will include the successes and challenges of working with local agencies to improve safety in their communities.



Safe Routes to School in Louisiana Shalanda Cole, LADOTD Participants will learn about the LADOTD Safe Routes to School program. Goals, guidelines, and best practices will be discussed as well as current projects.

Complete Streets for Louisiana Ellen Soll, Burk-Kleinpeter, Inc.

ITS/Signal Coordination in Mississippi Suzanne Dees, Mississippi DOT

July 2010, LADOTD adopted a Complete Streets Policy, ensuring that provisions for all users of the transportation system will be integrated into all projects. This presentation will discuss the evolution of Complete Streets, the process engaged in Louisiana to develop the Complete Streets Policy, and how to integrate it into the Project Delivery process.

This presentation will provide an update on ITS applications in the MS Gulf Coast region including communication systems, Traffic Management centers, and past and present ITS projects.

Session 4: Environment: What’s New Moderator: Jan Grenfell Meeting Room 4

New Stormwater Rule and Its Impact on LADOTD’s Highway Construction Program Joubert Harris, LADOTD On December 1, 2009, the U.S. Environmental Protection Agency published effluent limitations guidelines and new source performance standards to control the discharge of pollutants from construction sites. This presentation will examine the requirements under this new rule and the resulting impacts on the LADOTD Highway Construction Program.



LADOTD Noise Policy Revisions Noel Ardoin, LADOTD On July 13, 2010, FHWA published new highway traffic noise regulations, all state DOTs are required to revise their highway traffic noise policies. An overview of LADOTD’s ongoing efforts to revise its highway traffic noise policy as well as an overview of the proposed changes to the current policy will be presented.



The Use of Mississippi River Sediment for Marsh Creation— Bayou Dupont Russ Joffrion, Office of Coastal Protection and Restoration OCPR and EPA were tasked with the planning, design, and construction of the first marsh creation project using Mississippi River sediment. This project involved the creation of 500 acres of marsh and was constructed using 3 million cubic yards of hydraulically dredged river sediment. The environmental, technical, and logistical challenges will be presented.

I-12 Ramp Metering System Steve Glascock, LADOTD, and Shelby Coke, ABMB Engineers A system of Interstate Ramp Flow meters have been implemented on I-12 in the Baton Rouge region to help improve travel times and safety along the corridor. This presentation will provide a summary of the analytical and design components of the project, including measures of performance of the system since activation.



Session 6: Bridge Design Moderator: Hossein Ghara Meeting Room 6

Development of the New LADOTD Bridge Design Manual Jenny Fu, LADOTD This presentation will give an update on the development of the new LADOTD Bridge Design Manual, briefly discuss the current bridge design manuals, and explain the need for developing the new manual. It will present the outline of the future Bridge Design Manual and the overall bridge design manual development process.



Louisiana Live Load Model Mohsen Shahawy, SDR Engineering Consultants, Inc. Smart Bridge Suite 3.0 can investigate and compare the flexural moment and shear per lane load, under HL-93 and eight LA type trucks, along the girder length. A new load model for Louisiana is proposed based on the correlation between the AASHTO HL-93 Loading model with Louisiana Permit loads.

This presentation will provide an overview of building and calibrating a microsimulation traffic model of an existing street network using Vissim software. Calibration procedures from the FHWA Traffic Analysis Toolbox Volume III: Guidelines for Applying Traffic Microsimulation Modeling Software as well as issues encountered while developing the model will also be discussed.

The 1993 AASHTO Pavement Design Guide is used by the majority of transportation agencies and its fundamental roots lie in the 1962 Design Guide. The structural coefficient from 1962 is still being used for asphalt pavement. Recent research shows an updated structural coefficient will lead to more efficient pavement design.

This presentation will discuss recent advances in surface resistivity measurements, correlations to the rapid chloride permeability, data collected and analyzed during the recent LTRC study, and implementation for LADOTD.

Cable stayed bridges will be examined from the first generation of mid-1900 to the latest developments. The process of selection of the towers and their performance will be discussed with a general approach to the factors that affect the choice and some specific cases and examples.

The presentation will detail some of the challenges and solutions developed to construct a 5,000-ton concrete shell and lower it 47 feet into the Mississippi.

When complete, the new John James Audubon Bridge cable-stayed bridge over the Mississippi River near St. Francisville will be the longest span cable-stayed bridge in the America, with a main span of 1,583 feet. Development and Performance Assessment of a FRP Wrapped Balsa Wood Bridge Deck in Louisiana Steve Cai, LSU This presentation will discuss the installation and performance evaluation of the first FRP-wrapped balsa wood bridge in Louisiana. The instrumentation consisted of regular strain gauges, fiber optic strain and temperature sensors, accelerometers, and acoustic emission sensors. Comparisons will be made between the finite element models of the bridge structure and field test results.

I-10 Mississippi River Bridge Modifications at Baton Rouge David Huval, C.E.C., Inc. Due to main pier movement, the suspension span of the I-10 Bridge required jacking and relocation 3”+ west. To facilitate this requirement, the upper and lower false chord pin connections had to be removed and replaced with a longitudinal box beam slide design. The impetus for the project was the means-and-method to safely perform this major structural design modification with the six-lane bridge under traffic.

This presentation will briefly cover the highlights of the aviation system and provide a short-term and long-term outlook for aviation throughout the state. Key points will include historical and projected funding levels, system advancements, and system innovations.

Sustainable drainage is managing stormwater to minimize flooding and pollution of bayous, rivers, and lakes. It involves a different approach than we have traditionally employed and is being implemented nationwide with great results. In Louisiana, the issues are complex. Sustainable drainage approaches that work in Louisiana will be presented.

Instructions were to form a “design team” including the highway engineers, landscape architects, architects, a city planner, and a sociologist and to include the public in the planning of joint uses of the ROW.



Canal Street Renovation Ace Torre, Torre Design Consortium, Ltd. Canal Street is the main street of New Orleans. This project was a $17 million renovation to bring the main street back to life and, with its new dramatic image, encourage economic development and renewed status.

Overview of the LADOTD Civil Rights Program Stephanie Ducote, LADOTD The LADOTD Compliance Programs Section administers civil rights programs, including the Disadvantaged Business Enterprise (DBE), Title VI, Contract Compliance, Americans with Disabilities (ADA), Labor Compliance, On-the-Job Training Compliance, and the Title VII (State Internal Affirmative Action) Program. All of these programs are federally required and regulated.

Instrumentations, Pile Group Load Testing, and Data Analysis Ching Tsai, LADOTD, and Murad Abu-Farsakh, LTRC A full-scale lateral load test was conducted on a batter pile group foundation of I-10 Twin Span Bridge to assess the validity of current methodology used to design the pile foundations. Among the driven square precast prestressed concrete batter piles, eight were instrumented with in-place inclinometers and twelve with strain gauges.

Engineering a Non-Petroleum Binder for Use in Flexible Pavements Abstract R. Christopher Williams, Iowa State University In order to decrease the demand for crude petroleum/bitumen binders, bio-binders can be used in three different ways: a direct alternative binder (100% replacement), a bitumen extender (25% to 75% bitumen replacement), or a bitumen modifier (
