Low-Income Weatherization Program Fact Sheet
The Low-Income Weatherization Program (LIWP) funds no-cost solar photovoltaic (PV) systems and energy efficiency upgrades for low-income households in California. By saving energy and generating clean renewable energy, LIWP reduces greenhouse gas (GHG) emissions and lowers energy costs for residents, as well as properties serving low-income tenants. These improvements can also contribute to the health of communities through improved air quality and public health. LIWP funds energy efficiency upgrades and solar for both low-income single-family households and multi-family affordable housing. One of the California Climate Investments, LIWP is part of a statewide initiative that puts billions of Capand-Trade dollars to work reducing greenhouse gas emissions, strengthening the economy, and improving public health and the environment — particularly in disadvantaged communities.

Single-Family Energy Efficiency & Solar PV A regionally administered program that installs no-cost energy efficiency measures, solar water heating, and solar PV in low-income single-family dwellings in disadvantaged communities. Designed to effectively integrate energy efficiency and renewable energy services, these projects reduce residential energy demand, GHG, and air pollutant emissions associated with conventional energy generation. The low-income residents that participate in this program benefit from lower energy costs while their communities can also benefit from improved air quality and public health. Single-Family Solar PV A statewide solar PV program that provides renewable energy systems for low-income single-family households in disadvantaged communities at no cost to residents. These projects reduce residential energy demand, GHG, and air pollutant emissions associated with conventional energy generation. The low-income residents of disadvantaged communities that participate in this program benefit from lower energy costs. Communities can also benefit from improved air quality and public health. Multi-Family Energy Efficiency & Renewables Provides technical assistance and incentives for the installation of energy efficiency measures and solar PV in lowincome multi-family dwellings in disadvantaged communities. These projects reduce residential energy demand and GHG emissions. Low-income residents of disadvantaged communities that participate in this program benefit from lower energy costs. The program also helps preserve affordable housing by reducing owner operating costs. New LIWP Program Components CSD plans to launch two new program components to reduce GHG and better serve California residents: Community Solar Pilot: This new pilot program is designed to expand access to renewable energy for low-income households that do not have the ability to participate in existing low-income solar PV programs — due to a lack of home ownership, or because of inadequate roofing for solar PV. Households participating in the Community Solar Pilot stand to benefit from reduced energy costs while communities can benefit from reduced air pollutant emissions associated with conventional energy generation. Farmworker Energy Efficiency & Renewables: A new LIWP single-family farmworker housing program component will focus on the direct installation of energy efficiency measures and renewable energy systems. In addition, multifamily farmworker housing will be specifically targeted for services under the LIWP Multi-Family program. Funding energy efficiency and renewables programs for farmworkers residing in both types of housing will help to ensure that the benefits of these cap-and-trade expenditures go toward a wide variety of farmworker households. LIWP is part of California Climate Investments, a statewide initiative that puts billions of Cap-and-Trade dollars to work reducing greenhouse gas emissions, strengthening the economy, and improving public health and the environment — particularly in disadvantaged and low-income communities. California Climate Investments projects include affordable housing, renewable energy, public transportation, zero-emission vehicles, environmental restoration, more sustainable agriculture, recycling and much more.
