Updates  LWF organized sports events (Cane ball, Tug of War, Football, and Running, See Hto) in the camp jointly with Department of Health, RSG on January 13 and 14. In the events 357 (164 girls) youths and children from IDPs and Host communities participated and enjoyed the events.  LWF facilitated a CMC meeting on 15 January and discussed on different social and humanitarian assistance issues where 30 (10 female) participants from different groups (CMC, Women Group, Teachers, etc) participated and discussed.  LWF facilitated an Inter-Agency meeting on 26th December where 32 (9 Female) representatives from CMC, ACF, LWF, Women Group and Youth Group participated and shared updates, discussed concerns and issues and shared the plan for next month.  There were 9 (4 baby girls) new born babies in the month of December. One death was reported in the month.  LWF installed complaints and response mechanism (CRM) IEC materials in a public place and briefed about the massage. During the month, LWF did not receive any Complaints.  LWF mobilized 4 Incentive Workers regarding camp coordination and management issues and paid their incentive on 15th December.  LWF CCCM and Community Service staffs frequently visited in the camp and monitored the camp activities.  In the camp, Save the Children International (SCI) is supporting 3 1

TLS and assigned 15 volunteer teachers. Consortium of Dutch NGO's (CDN) distributed food rations in the camp on 4, December, 2014 for half month and again on 8, December, 2014 for the second half of the month. SCI staffs held a meeting for child nutrition on 9.12.2014. SCI camp staffs organized a health promotion awareness campaign through home visits. MHAA/IRC provided health services twice a week during the month. International Committee of the Red Cross (ICRC) provided transportation facilities for emergency patients. No activity to report regarding NFI in the camp.

Based on shelter assessment report, LWF supported shelter maintenance kits to repair 266 rooms during the month. SCI provided bathing soap, laundry soap and tooth brush for each family on 20th December, 2014. SCI provided 17 water points. Repaired damaged latrines. One pond is fenced amongst 3. Save the Children International (SCI) has been monitored condition of toilets and hand pumps once in every week. Save the Children International (SCI) distributed hygiene kit on 19.12.2014. SCI organized a 5 days long cleaning (drain, gutter and road) campaign. Save the Children International (SCI) has been provided ceramic filter. Similarly, WASH awareness training for mother groups were accomplished. ACF organized Disaster Risk Reduction training on 23.12.2014.

Updates  On the occasion of Rakhine State Day, Government organized sports events (football, Hto see htoe, Tug or war, Cane-ball) on 6 – 7 December and 150 youth and children participated in and enjoyed the events.  Event on 16 days of activism against violence against women and girls organized on 3 December 2014 in the camp.  LWF CCCM facilitated CMC meeting on 11 December 2014.where 16 (10 female) participated.  LWF facilitated monthly Inter-agency meeting on 21th December and participated by 25 (11 Female) representatives from CMC and agencies.  CCCM, LWF mobilized 2 incentive workers in the camp during the month and distributed incentive on 15th December. Accomplished a performance review of IW on 29 December in the camp.  After completion of tendering process, LWF made an agreement with a construction company and started an access road improvement project.  There is one new born baby in the month of December.  NFE system is running in the camp.  NFE system is attended by 28 participants. The centre is operating in two shifts 6:00 am to 8:00am and 12:30 pm to 2:00pm in the camp.  LWF has a plan to renovate 2 Government Schools.  Save the Children International (SCI) distributed food ration rice, pulse, oil, salt on 8 December, 2014.  New born babies and increased population are not receiving food rations. SCI informed that the population were submitted to WFP. 3

Key Concerns  CMC request about 600 nipa sheets and torch light for guard house in Set Yone Su 1.  One IDP aged of 34 by the name of Aung Kyaw Sein was stabbed and robbed for 25,000 kyats on December, 2014 at 7:00pm in Set Yone Su 1.

IDPs requested provision of appropriate structure and facilities for NFE centre. IDPs also requested the provision of middle school student kits. CMC member requested the improvement of the quality of rice. They claimed that the rice which they received this month was not good.

Oxfam provided bathing soaps 12, washing soaps 6 and dignity kit 2 packets for 151 household on 3 December 2014 in the camp. OXFAM is providing water supply 3 days in each week. CMC requested to provide water every day. Water quantity is also not sufficient. There are hour’s distribution 8 – 10 pm and 4 to 6 pm. Distribution except above 3 days from local pond.

In the events 151 youth and children were participated and enjoyed.  Department of Electricity provided twenty lakh MMK for 151 households on 7 December 2014 in the camp.  CMC meeting was held on 12 December and 33 (24 female) participants from different groups discussed camp issues.  UNHCR staffs and CMC members had a meeting to discuss problems and needs for the camp on 12 December 2014.  Immigration Department had a discussion with IDPs on distribution of citizenship card on 15 December.  LWF facilitated a monthly Inter-agency meeting on 22th December and participated by 25 (17 Female) representatives from CMC and Oxfam, CDN, ACF and LWF.  SCI staffs and CMC members had a meeting for livelihood activity on 23 December 2014.  LWF CCCM team distributed incentives to Incentive Workers on 16 5

December. CCCM team also accomplished Incentive Worker performance reviews on 29 December. 2014. CCCM, LWF Incentive workers received their wages on 16th December 2014. One birth case reported in December. 1 death case was reported during the month LWF is constructing one TLS structure in the camp. The session will start after training the teachers.

Consortium Dutch NGO's (CDN) distributed food ration on 8 December 2014 for 586 peoples from 151 households. CDN staffs said pregnant women, and lactating women can get blended food after approval from WFP. Chief Minister visited in the camp on 22 December 2014.and discussed with IDPs on health issue. IDPs are receiving health services 5 days in a week. Department of Health continued services as scheduled 3 days, Mercy Malaysia 1 day and ICRC 1 day ach week. Nothing to report LWF provided shelter maintenance kits to renovate 88 rooms on 24 December. Renovation is almost completed. Oxfam has supplied water on alternate days (15 days during the month).

CMC requested to improve teaching in school which are not satisfactory. IDP students attending BEMS (26) and BEHS (2) facing difficulty for transport charges to go to school. IDPs are requesting additional support for their livelihood. IDP requested to verify population and provide food accordingly. Chairman requested to appoint a midwife for the camp..

CMC and LWF will discuss to manage vacant rooms in the camp. There are no women bathing room in the camp. Water supply for IDP is used by host community too. So IDPs could not receive adequate quantity of water and CMC requested to provide adequate water.

Updates  CMC meeting held on 11th December where 36 participated (14 females) from CMCs, WDG, YDG, CDG. It was observed that the female participants were more active and raised more concerns compared than the former meetings.  Sports events were organized as agreed with government on 12th Dec to 14th Dec. In the events, 64 youth and children played 4 games (Cane Ball, Tug of war, running and toe see hto).



    

CCCM, LWF took part in the camp level Inter-agency coordination meeting where 20 (10 Females) representatives from CMC, CDN, Mercy Malaysia and LWF (CCCM, Community Service and, EiE) participated and presented updates on activities and discussed issues of concern on 24th Dec. LWF mobilized 4 Incentive Workers during the month on camp coordination and support to CMC and paid incentive on 15th of December. A performance appraisal was accomplished by CCCM of all IWs. Incentive workers are performing well. However, they need more coaching, orientation and training. Save the Children formed Child Development Groups, 20 participants (10 girls) who were trained and empowered through different initiatives. There are 6 children (2 Females) born in December and four deaths, three of them are elder, death of coma, gastrin and long illness. About 4 complaint letters were received through CRM boxes; the letters are “requests for assistance”, especially NFI kits.

Key Concerns  The new CMC chairman is also a CDN camp-based Incentive Worker. The issue has been raised with the Township Administrator. At issue I the one job per IDP agreement.  CMCs raised the issue of lack of access to Livelihoods. They would like to receive micro grants/loans to make very small business such as grocery and livestock including selling of vegetables.  IDPs voiced expectations to receive vocational training such as sewing machine training and mobile phone and motorcycle repairing training especially targeted to the youth.  CMCs reported that some of the fire point’s equipment is getting damaged and they requested to replace them.  The thieves stole chickens and

LWF is reconstructing 2 TLSs. 80% of the construction work is completed. LWF recruited and trained 10 camp level teachers who are operating TLSs and NFE classes in the camp.

CMCs request to have a sign board of notice of “Drive slowly” at the main road of the entrance of the camp because the children of students are passing the main road and some children got small accidents. CMCs request to build a B.E.M.S at the Manzi junction. Teachers requested school’s furniture and student kits with first – aid kits. One of the CMCs wants an English Speaking Class with dictionary and English books for the youths. There are around 20 students in middle school and 15 students in high school who attend B.E.H.S at Thae Kay Pyin. CMCs who claimed that they could not afford the transportation fees as it costs 400 Kyats.

 CDN provided food ration which included rice, salt, bean to the 1347 population of  the 262 Households on 7th Dec 2015.  CDN supported bean, oil and nutrition on 15th Dec 2014. CMCs requested them to distribute the food rations at the same time (one distribution not two will save time and effort).  LWF completed warehouse renovation work during the month and CMCs reported that food ration can be stocked in the warehouse. 

CMC is frequently raising their concern that 11 IDP families are not on the distribution list (who came from Rathedaung Township) and could not receive food rations. They are again requesting to inclusion of these 11 IDP families in the list. IDPs in KDK have repeatedly asked for cooking fuel and the registration of new babies to get food from WFP. Transfer name list from other camps to ease access on food rations. Now some families shifted from other camps are compelled to go to their previous camp to receive food and are spending (wasting) money for transportation.

If emergency issues happen, Mercy Malaysia assists to help the patience to get to Thae Kay Pyin Hospital but MM do not provide for transportation costs. About 65 patience’s are visiting to the clinic every week. Especially the children and the elder suffer flu and cough because of the cold and dust. One of the children aged one and a half died of asthma because the family is very poor and could not afford hospitalize the child at Thae Kay Pyin hospital. CMCs are concerned about the situation at Khae Kay Pyin Hospital where they have to pay large amounts to get access to health services and therefore some of the poor families have been neglected during hospitalization. CMC requested special support to people living with disabilities. CMC members have asked for a proper hospital with a laboratory for tests such as tuberculosis and HIV. CMC members raised the need of camp women health workers to serve pregnant women and help with delivery and provide appropriate heath consultation. CMCs and IDPs requested solar lights, and a regular schedule for distribution of NFI items. CMCs are concerned that students could not study at night because of lack of light. IDPs request to provide NFI kits such as solar light points and big rice pots and enough good qualified things such as blankets.

Around 80% of shelters need repairs, especially the roofs, floors and walls.

CDN distributed hygiene kits to 390 families. There are 399 families residing in the camp. Hence CMC requested hygiene kits for all families. CDN repaired 100 of latrine’s floor and wall, the rest of the 46 latrines also need repairs. CDN promoted health education through home visits and cleaned the TLSs.



There are 33 water points, 10 for drinking usage but currently 5 water points are totally damaged. As a consequence, people have to fetch water from far away. All of 8 bathrooms are totally damaged and women find it difficult to bathe. CMC requested one more waste management point because the current two were built with only on one side of the shelter compound and there are no trash burning points.

 

It is observed that the female participants are more active and raise more concerns compared with the previous meetings.  LWF organized recreational events with Department of Industrial supervision from 12 to 14 December. 5 games (Cane Ball, Tug of war, running and to see hto and Football) played by 167 (98 girls and women) and community people as audience enjoyed the events.  CCCM, LWF took part in the camp level Inter-agency coordination meeting where 20 (10 Females) representatives from CMC, CDN, Mercy Malaysia and LWF (Community Service, EiE and CCCCM) participated and presented updates on activities and discussed concerns on 23rd Dec 2014.  LWF mobilized 4 incentive workers in the camp for coordination and camp management issues, did performance review of all IWs and paid wages on 15th of December 2014. .  UNHCR, Protection team meet the camp chairperson and discussed protection issues on 11th Dec 2014.  From the security group, one of the soldiers was injured from an accidental gun shot from his colleagues. Currently, he is hospitalized at Thae Kay Pyin.  There are 5 children (4 baby girls) born in December and there were no deaths.  2 complaint letters were received through the CRM boxes; basically they are “request for information” and “transparency” to the IDPs especially the process of the construction.

Key Concerns  IDPs claimed that some of CMCs do not support to solve social problems and also prohibit going to the police post at Manzi junction.  IDPs complained that CMCs and the camp leader never let the community know when the construction of the tender process is taking place in the camp. They are only occupied to get the benefit from the construction.  CMCs requested play toys and the appointment of a CFS facilitator at the CFS, provided by the government department.  CMCs report that some of the fire point’s equipment is getting damaged so they would like to replace them.  The thieves stolen the chickens and mobile phones in this month.

Save the Children constructed a building for use as a non-formal education centre. Save the Children commenced NFE classes for the age group 11 – 18 years from December 2014. Save the Children implement EIE. There are 1 TLS which have 368 students and 3 teachers (2 females), with 3 sheets teaching. However, the chairperson requests the appointment of 3 more teachers and the building of one more TLS with furniture, student kits with first aid kits.



WFP distributed food rations to 1,340 people (who have received food ration since December 2012) on 10th Dec 2014. Muslim Aid Association provided food those who do not receive food ration from WFP and distributed them three times in the year. This month, the chairperson rejected this organization because it only provides unregister-list from WFP. Therefore, MAA agreed to support one pack of rice bag to all HH. Myanmar Health Association met the camp leader to conduct a survey of the list of vaccinating children on 24th Dec 2014. The vaccination will be organized within February. IRC provided construction support to build one building for a mobile clinic. When an emergency happens, IRC assists to hospitalize patients at Thae Kay Pyin Hospital and pays the transportation charges. There are around 70 patients who are visiting the health clinic every week. Especially children and elderly suffer flu and cough. IRC, health have a plan to train at least two volunteers from KDK 2 for traditional deliveries and care of pregnant woman. The training is nearly 6 months, 3 months of which are practical experience. All have to meet the MOH criteria in 2015. The clinical service schedule are as below:

The teachers from the Save the Children requested an increase in their incentive. CMCs requested the building of a Middle School at Manzi Junction, because there are around 20 student of middle school age in the camp and they could not afford to pay 400 Kyats for daily round trip transportation. IDPs in KDK have also repeatedly asked for firewood to cook food and to register new babies to get food from WFP. CMC requested to provide some special distribution for disabilities. CMC members have asked for regular health service and treatment of chronic disease as well as elderly people. PM, IRC announced that small laboratory with microscope and delivery support equipment will provide which is placed at health mobile clinic.

SI has distributed semi water filters to 35 long houses. The rest of the long houses will receive next month. CMC members explained that half of the 181 latrines are damaged. SI finished installing 18 hand washing stands near latrines. SI provided garbage collection points for solid waste management. SI repeatedly requested the CMC to take ownership of camp property constructed for their services.

NFI Core kits were last distributed by LWF in June 2014. IDPs requested solar energy, and under wear especially for women. CMCs requested the repair of most shelters because around 80 % of shelters, especially the floor and the wall are damaged. SI will provide laundry slab and build wash room which will be for public usage or individual shelter next year. SI has a plan to build solar lights for 8 – 9 latrines next year. CMC asked that the laundry slab be built as soon as possible.

Sector Updates Camp  December 12 – 13, LWF together with Department of Coordination Electricity, RSG organized recreational activities in the and Camp camp where 297 (123 Girls and women) participated in 7 Management games (Cane Ball, Tug of war, running, To see hto, Football and Swor Tine Tet). The community people as audience also enjoyed the events.  On 9th December 2014, CMC organized a meeting attended by 30 (13 Female) representatives from CMC, WDG, Disable persons, Incentive Workers where they discussed camp issues and agreed to strengthen camp level coordination with all committees in the camp.  On 11st Dec 2014, ULAMA (The Organization of Jamiat Ulama, Chief of Islam-Elislm in Myanmar met with the host community and IDPs and then distributed 11 items (Food, Cloths, Student Kits) for 1,086 household camps. When they were distributing in each camp, Incentive Workers from LWF assisted social activities in the camp.  On 15th December, CMC organized a monthly meeting and discussed necessities and difficulties with WDG, elderly, and people with disabilities in the camp.  Inter-agency meeting was conducted on the 24th December 2014 and was attended by 24 (11 Female) representatives from CMC, WDG, disable persons. DRC and CDN participated. 15

Key Concerns  IDPs are facing problems to pay money to land owners.  Camp is very dark at night. It is very risky especially for women, children and old persons.  ACCCMO from LWF requested the inclusion of the internal partners, CMC and agencies representatives for coordination and collaboration for effective camp management.  Fire safety kits are partially damaging so need to assess and replace as per need.  CMC and IDP requested solar lights, and regular distribution of NFI items.

 In December, 3 Incentive Workers resigned. The remaining 21 IWs were appraised and received their incentive payments.  Throughout December, it was reported that there are 33 (21 baby girls) new births and 8 (3 female) deaths cases in OTG (South).  LWF is operating 9 TLSs with 27 (10 female) community teachers, 6 CFSs under the care of 18 (8 female) Animators and 4 Non Formal Education (NFE) sessions with 2 NFE facilitators in each center.  CMCs also supported Education Activities to develop students.  There are (5) people in the School Committees and they requested a watchman of school security.  CMC requested a Middle School.  On 11st Dec, 2014, ULAMA Organization met with the host community and IDPs and then distributed Food items (rice543 bags, beans- 271 bags, dried fish- 3 bags) for 1,086 households in the camp. Incentive Workers from LWF assisted.  On 18th to 23rd Dec, 2014, CDN/WFP and the Distribution Committee distributed food rations (Pulse, Blended foods, salt and rice) according the monthly Ration size.  CDN/WFP shared information regarding change of food distribution point from Baw Du Pha (2) to OTG (baw du Pha) Camp. In Ohn Taw Gyi (5), 73 IDPs household are receiving only rice till now.  Health services are provided by Marcy Malaysia/MHAA from 9 to 12 am. There is one health clinic shared by OTG North and OTG South. I it located in OTG North. That clinic lacks enough of drugs for the population of the camps. The doctor could check very few patients during opening hours from 9:00 to 12:00 A.M. 16

 IDPs and Teachers requested for Myanmar Text books for Students and furniture for appropriate learning environment.  Furniture are damaged so need replacement and/or repairs.

 IDPs form Baw Dhu Pha (OTG-south) explained that there are 1,188 IDPs and 200 households in Baw Dhu Pha Camp. They would like to receive food ration from WFP in OTG (South) at the food distribution center. They requested to shift their registration from Baw Dhu Pha(1) to OTG(South), so that they can receive their food ration in OTG(South).  IDPs and CMCs requested cooperation between CMC and Food Distribution Committee for effective camp management. Till now all the camp committees are working separately and lack any integrated structure.  The warehouse is damaged in the camp.  There is a need for more health facilities for these two very large camps.

 If there is an emergency patient, they have to go to the Dar Paing or Thet kae Pyin hospital.  MHAA is distributing Nutrition of children for 2 days per week.  No NFI activities since February in the camp.  LWF provided shelter maintenance material for 881 shelters and support to maintain the shelter based on assessment reports.  LWF accomplished WASH monitoring and submitted the report to UNICEF.  DRC explained that they had already selected 66 volunteers in OTG south. They are giving Hygiene education in the camp every month and will distribute Hygiene Kits.  Of the 63 water points in the camp, 48 water points need repair. Some IDPs are carrying water to drink and domestic use from the host community.  There are 45 bathrooms in the camp and all are damaged.

 Variation in IDP families and population statistics.  In OTG (south), many latrines are damaged. They requested DRC to implement the WASH program as soon as possible.

By %age 49% 51% Updates  On December 3, LWF staff explained about 16 days activism against violence against women and girl, shared the program and disseminated information in the camps and requested participation in upcoming events. LWF also distributed T-Shirts and other educational materials to the CMC members. LWF organized a mass education campaign on violence against women and girls and the importance of 16 days campaign against violence.  LWF and the Youth Group in close consultation with CMC organized sports events on 3 and 4 December with the massage to promote peace and development together. 114 Youth and Children (68 girls) participated in and enjoyed 4 games (Cane Ball, Tug of war, running and Toe see hto).  LWF staff met and discussed camp management matters with the CMC, elderly, and disabled persons on December 9.  LWF facilitated an inter-agency meeting on December 23 where 26 representatives from the Women Development Group, Camp Management Committee, Elderly, Incentive Worker. Key Concerns  Thae Chaung camp is secure because that camp has one police station and one army.  There is no light. So, they request to solar light for security in camp.  They request to more fire points and one fire guard house.

LWF, CMC and Women representatives from the camp jointly opened the Complaint Box and received 1 letter on December 9. The letter was requested the provision of NFIs. 4 babies were born this month (3 female and 1 male) 2 persons died this month. One due to hypertension and another had suffered from a mental disability for a long time. 5 TLS construction is under progress in Thae Chaung camp. CMC shared that parents and Children are very happy. Accomplished selection process and appointed 20 teachers (14 TLSs teachers and 6 NFE teachers). TLS teachers trained through TOT training in December. WFP distributed food rations except oil on 9, 17 and 24 December. IDP requested to provide food ration as per entitlement twice a month.

IDPs requested regular mobile clinic services in the camp. Most of the IDPs are suffering from cough and some people have malaria. Chairman that the Ministry of Health Department has a plan to vaccinate all children of 9 month to less than 15 years old in the first week of January 2015. The Chairman request the CMC and IWs to collect a list of all such children and requested them to assist to the Health Department as needed. Nothing to report

IDPs have been staying in tents since the beginning.. They have requested the replace of some tents which are damaged. LWF staff discussed with the chairman and CMC members to identify appropriate location for the CMC office. 2 Warehouses are damage. (wall and floor)



SI implemented WASH in the camp. SI shared that it has a plan to support 51 latrines for the IDPs and host communities in sectors 5 and 6. The Construction officer (from SI) shared that they had provided 34 latrines (4 in 1) in this camp. 15 latrines construction are already finished on November 2014. 4 latrines (4 in 1) finished in December. 6 latrines are under progress and 9 latrines will be constructed in the coming month. Hygiene Promotion Agent shared that SI has plans to provide hygiene kits on January 2015 for both IDPs and host communities. SI repaired 40 hand pumps this month. SI repaired the drainage system and small bamboo bridges.
