JOB DESCRIPTION Job Title: Health Communication Specialist (Maternity cover) Department: Technical Reports To: Africa Technical Director Staff supervised: None Organisational Background: Malaria Consortium is one of the world's leading non-profit organisations dedicated to the comprehensive control of malaria and other communicable diseases in Africa and Southeast Asia. Malaria Consortium works with communities, government and non-government agencies, academic institutions, and local and international organisations, to ensure good evidence supports delivery of effective services, providing technical support for monitoring and evaluation of programmes and activities for evidence-based decision-making and strategic planning. The organisation works to improve not only the health of the individual, but also the capacity of national health systems, which helps relieve poverty and support improved economic prosperity.

Regional context: Malaria Consortium has a team of specialists and advisors, located in Europe, Africa and Asia, providing technical oversight to its programmes through technical clusters. The largest number of programmes is in Africa, and there are several specialists based in the Africa Regional Office in Kampala, working under the leadership of the Africa Technical Director. Malaria Consortium recognises the vital importance of behaviour change and health communication interventions in its work and technical expertise is shared and built through the Public Health Communication (PHC) Cluster.

Job Purpose: Work in the technical team within the Africa Sub region, and within the organisation’s Public Health Communication (PHC) cluster, to provide high-quality technical support and advice to countries and projects’ teams to plan, implement, and evaluate a variety of health communication and marketing activities designed to impact positive health outcomes.

Key Accountabilities: 1. Provide hands-on support to country and projects teams in the design, planning, implementation and evaluation of health communication and marketing interventions to achieve optimal project results and positive health outcomes 2. Provide timely and responsive technical advice both from a distance and by on-site visits to country teams, as required. 3. Provide quality control and technical oversight to health communication programming, for selected projects in the Africa region, fully aligned with PHC Cluster methods and standards. 4. Guide the development, testing, and production of audience-centred products, tools and messages (print and audio-visual formats): - Apply communication and behaviour change theory and evidence to develop strategies, materials and message. - Participate in audience/formative research and conceptualize and design audiencecentred health communication products. 5.

Ensure quality documentation and evaluation of key health communication interventions through guiding and oversight of data collection, analysis and report writing: -

Gather quality data through monitoring and evaluation activities of health communication interventions, in close collaboration with projects and countries’ teams, and analyse data for producing reports. - Develop knowledge sharing products (such as learning briefs, technical briefs, programme summaries, and other publications) that document results, best practices and lessons learned from the organisation’s work in public health communications. 6. Contribute information, materials and field stories to the country level and UK-based advocacy and external communications teams for dissemination to external local and international audiences. 7. As a member of the PHC cluster team, keep abreast with latest developments and publications in the field and proactively share knowledge within the PHC Cluster and with technical, country and project teams. 8. Contribute to identifying funding opportunities and providing technical inputs in the design process of new projects and writing proposals and reports to donors.

PERSON SPECIFICATION Qualifications and Experience: Essential:  A Master’s degree in communications or social development or related field; A combination of specialized experience and graduate education may qualify

A minimum of 5 years’ experience in the design and implementation of social and behaviour change communication, or social marketing programmes, in low or middleincome countries Experience communicating about malaria, or other communicable diseases Knowledge of health communication and marketing principles, practices and techniques Experience applying appropriate research and evaluation methods for health communication programming Able to articulate advocacy, social mobilization and behaviour change interventions in strategic communication planning

Desirable:  Experience working with or in the private sector developing demand generation and marketing strategies  Familiar with information and communication technologies (ICTs) and their application in behaviour change and communications Work Based Skills and Competencies: Essential:  Strong ability to work independently and take initiative, as well as to work effectively as part of a decentralized team  Strong capacity to analyse and use empirical evidence and qualitative data  Excellent oral and written communication skills in English AND French, especially report writing and presentation skills Desirable:  Network driving and coordination skills  Knowledge of qualitative and quantitative research and evaluation methods. Additional information: Length of contract: 6 months, starting on 1st July 2015 Location: Kampala Regional Office (or UK office) Travel involved: The post will require travel within Africa (up to 40%)
