Prior President, Don Scott, will retain his position as CEO of JPS Interoperability Solutions, Inc., as well as Chairman of the Board of Managers of the parent company, JPS Investment Holdings, LLC. Mr. Scott was one of the original founders of JPS Communications in 1988. He directed the efforts to acquire the assets of the former JPS Communications from Raytheon, and was a key catalyst in standing up the new JPS Interoperability Solutions on April 15th, 2016. start a company required something very basic – a Business Plan. After all, a company without a plan, is like a ship without a rudder. Neither knows where it’s going.

The IWCE Exposition in Orlando is March 7th and 8th, 2018. JPS is unveiling multiple new technologies, including Video Interoperability, Common Operating Picture (Situational Awareness) capability, Voter Backhaul over IP, Over-the-Top PoC (PPT over Cellular) and RTP/RoIP/SIP Control for Remote Radios (say something mind-grabbing here). I’m excited because engineering technology has been my life. Let me explain. I’m a story teller. I like telling stories. Maybe it’s in my genes from the days when my ancestors didn’t have the written word and passed tribal lore down through the generations by enacting stories around the fire at night. Regardless of the source of my gift, I want to tell a story which proves what I heard in Engineering Undergraduate school. When I was in school working on my BSEE, a recurring theme was that engineers become obsolete after five years of not doing design work. The message was “keep up with the technology as an engineer or lose your edge”. My story starts like this. Three engineers were sitting around discussing their futures in 1987 and determined that they had designed and put into manufacturing dozens of products over the course of their careers for the benefit of the companies for whom they worked. They asked each other – “why not design products for their own benefit, rather than the benefit of company owners?” They realized that to design and manufacture products for their own benefit, they needed to start their own business. But to

So, these three engineers wrote a Business Plan which called for them to develop ancillary products for HF Radio Manufacturers. This was the first generation of a business plan that morphed into new directions many times. The initial assumption in the strategy was that HF Radio Manufacturers had limited R&D capability which they used to develop core items such as transceivers, receivers, exciters, power amplifiers and antenna couplers. The Business Plan therefore assumed that these Radio Manufacturers didn’t have enough resources to design and develop limited volume high tech phone patches, noise reduction units, voice modulation recognition units, radio retransmission units and switch matrices. The research of the three engineers confirmed that the HF companies didn’t have high performance ancillaries in any of these categories. These three engineers, whose last names coincidentally began with a “J”, a “P” and an “S” respectively, incorporated in the summer of 1988 and began writing proposals nights and weekends while they continued full-time employment. The company they formed, JPS Communications, Inc., landed a contract in October of 1988 so the three resigned their former engineering positions and began operating full-time as JPS. Their task was to design three types of VOGADs (Voice Operated Gain Adjusting Device) and manufacture multiples of each type for a Prime Contractor who had a contract with an Intelligence Agency. They plied their engineering design craft and ultimately produced their obligatory quantities of these products while going five months without

income. These engineers were smugly confident of the integrity of their designs when the U.S. Government arrived to inspect the required electronic boxes. The company founders were horrified to hear that, while the designs were solid in performance, the assembly work failed the Government inspection. Said “J”, “P” and “S” knew much

about engineering design but not so much about good assembly techniques. After another month of reworking wiring harnesses, the trio passed the inspection, shipped the products and were paid by the Prime. Halleluiah! After six months of operation with no income, each received a paycheck. I wish I had copied and framed that first check. Oh, well.

How does this story relate to engineering obsolescence? Well, let’s fast forward past 2002 when JPS was acquired by Raytheon to my retirement in 2008. I managed to keep up with technology for that period. However, retirement is a completely different time when one does those things one has always wanted to do but never had the time to try. I was no different as I became involved in history, genealogy, heritage, researching, travel, speaking and writing. During that period of retirement, the extent of my technical effort was limited to approaching Raytheon twice about taking JPS private. Since the new owners weren’t interested in selling me their wholly-owned subsidiary, I continued my blissful retirement. Then, in December of 2015, Raytheon inquired if I was interested in taking JPS private after all. After a period of negotiation, several investors and I were successful in acquiring the assets and starting up JPS Interoperability Solutions, Inc., on April 15, 2016.

Communications interoperability is no longer just voice interoperability. Interoperability now encompasses voice, video, texting, file sharing and situational awareness. Fortunately, we have those technologies, either in our new products being released, or in the products currently passing through engineering. What have I learned from the thirty years of JPS’ existence? First, I’ve learned that the rate of technological evolution is accelerating. Second, I’ve personally learned that to understand the latest state-of-the-art expertise, one must be immersed in product development daily. When we opened the doors and began operations, the truth of that long-ago adage of engineers becoming obsolete after a period of detachment fell on me like a pallet of bricks. When I looked at both the technologies that Raytheon JPS had conceptualized and left here in Raleigh, and the current state of design technology, I was flabbergasted by what I saw. The technology had made incredible leaps in my seven years of retirement. Not only that, it had evolved faster than the original predicted fiveyear obsolescence period. ACU-M

Now that we are approaching our two-year anniversary at JPS Interoperability Solutions, I am finally comfortable with the myriad of technologies currently available. You’ll see some of our uses of these new technologies in Page 5

This company has leaders throughout the organization that I admire and would work for in a moment’s notice. They step forward to lead every day. I want to continue to enable these leaders to do what is best for our customers. I believe the beauty of JPS lies in its people – Investors, Employees, Representatives, Dealers, and Suppliers. They all have demonstrated their commitment to solving problems for customers. This happens on a daily basis as we all gather around our conference room table to work together to provide solutions to our customer’s needs.

This has led us into several agreements with leaders in other areas that allow new customers to benefit from the synergies created by our combined expertise. But most important, let me assure everyone that this great company Don Scott has reestablished will continue under his guidance and nurturing.

We will continue to innovate and bring new products into the market to help our customers. Since April 15, 2016, we have announced the introduction of 6 new products. Our JPS VIA Push to Talk is gaining lots of momentum. The RSP-Z2 Dual Channel Gateway, as well as the SVM-3 and QMT-1 IP Voter Backhaul products are in their first production run needed to fulfill

Making Sure You Receive a Quality Product The employees of JPS Interoperability Solutions take immense pride and a strong sense of responsibility in the knowledge that the products we design and manufacture are used in emergency situations by first responders and other agencies throughout the USA and in many countries around the world. We take special precautions to ensure our products are manufactured and tested to meet the most demanding requirements. Historical data confirms the success of these efforts. Our products are designed in the USA, and final assembly, test and configuration is done in the USA. All products are fully tested to engineering-approved procedures and experience a powered-up burn-in period to try to flush out any components that might be susceptible to premature failure. Regression Testing

As part of our ongoing quality checks on each production run we randomly select and pull at least 10% of our finished and tested products and subject them to retest and re-inspection.

Outside Certification and Inspection Many of our products including the NXU-2 and SNV-12 are TUV certified. TUV (Technischer Überwachungs-Verein, English: Technical Inspection Association) is a leading worldwide test and compliance organization. From the TUV Website: "TÜV Rheinland is the leading and most competent provider of product testing and certifications for the worldwide marketplace. TÜV Rheinland offers safety testing and certification services for products commonly encountered in modern life such as home appliances, audio/video products, medical products, textiles, and telecommunication equipment to name a few.” Facilities that build TUV Certified products are subject to surprise audits at least every 6 months by TUV. The audits verify that we are following procedures and policies that ensure our products are built to set quality standards with approved parts and approved testing. Proof in the Numbers Historical data confirms the high quality of JPS products. From a period of 2009 to 2014, of 103,604 JPS manufactured products shipped only 338 were returned with genuine warranty issues (and all were quickly repaired or replaced). The number 338 does not consider JPS has been shipping products for over 25 years, which many of the 338 could have been failures from previously shipped products. This extremely low rate of warranty return, plus the very low rate of service return even for products that have been in the field for many years (many in 24 hours per day service), attest to how well-made and reliable JPS products are. In this article, we've noted just a few of the things we do to ensure you receive a quality product. With our proven and reliable designs, highly controlled manufacturing and quality processes, third party audits, and continual improvement processes, we have a strong basis for our pride in knowing that many products we built over 15 years ago are still serving our customers in daily operation. A Way for Our Customers to Help One of the most common (and most devastating) causes for equipment failure is lightning damage. Records kept since 2009 show 147 systems returned due to lightning damage. This is a very conservative number, based on customer input or indisputable evidence, and undoubtedly customers did not bother to return additional, uncounted units with severe lightning damage. The only sure response for a unit suffering damage due to a confirmed lightning strike is outright replacement of any affected modules, as components not completely taken out by the strike are likely to have suffered damage and will experience premature failure. 9|P a g e

While nothing will prevent damage from a direct strike, proper grounding techniques are an important protective measure not only for JPS Interoperability Solutions products but also for any communications gear.

How should I ground my Equipment? Proper equipment grounding is essential for many reasons including protection against: • • • • •

Lightning Strikes Safety from Electrical shock Fire prevention Electrical faults and disturbances on the power system Noise interference to telecommunications circuits

Improper grounding can be worse than no ground at all, especially when considering Electro Magnetic Interference. Over the years there have been many standards covering grounding published by various industry groups. Many of these, like The National Electric Code (ANSI/NFPA70), address grounding for safety but fall short of protecting equipment. 10 | P a g e

What is the Telecom Designer/ Installer to do when determining which standard to use? A good place to start is ANSI/TIA-607-B 2011 Generic Telecommunications Bonding and Grounding (Earthing) for Customer Premises. This is a comprehensive and recent standard developed by engineers on the Telecommunications Industry Association (TIA) TR-42.16 Subcommittee on Premises Telecommunications Bonding & Grounding. TIA provides this abstract for TIA-607-B on their website: “The purpose of this Standard is to enable and encourage the planning, design, and installation of generic telecommunications bonding and grounding systems within premises with or without prior knowledge of the telecommunications systems that will subsequently be installed. While primarily intended to provide direction for the design of new buildings, this Standard may be used for existing building renovations or retrofit treatment. Design requirements and choices are provided to enable the designer to make informed design decisions.”

Two recent amendments to TIA-607-B cover testing of the grounding system and the use of structural metal as a grounding backbone. TIA-607-B and Amendments are available at http://www.tiaonline.org/standards Reliable sources for technical support and application information on telecom grounding are the manufacturers and suppliers of grounding components.

With all these factors, the decision-making process can be frustrating, but the wrong decision could prove costly. JPS recommends you consider asking any Interoperability Product Vendor: •

Can the product detect speech in noisy signals including HF, AM, and single sideband?



Does the product offer noise reduction? Noise reduction improves intelligibility and reduces strain on anyone listening to the noisy signal.



Does the unit provide vendor neutral interfaces?

Does the technology ensure seamless and ergonomic methods to adjust system parameters that can benefit from optimization “on-the-fly” – such as radio TX and RX audio levels and delays?



Does the equipment have a flexible architecture so that, with system expansion, there is minimal decommissioning or replacement of deployed equipment?



Is there a Standards-Based Protocol approach?



Can the technology use a distributed architecture so that the failure of one part of the system or loss of network infrastructure during a disaster does not take down other parts of the system? Likewise, are local connections maintained, and is local control allowed if loss of network connectivity occurs?

Also - Request an opportunity to demo the equipment. Listen closely to the quality of speech being retransmitted and confirm there is no degradation.

When used in the Remote Extension Mode, the RSP-Z2 acts as a pair of independent “cable extenders,” able to transfer audio plus PTT & COR signals, via IP, from local radio or PSTN sources to other devices. In this mode, the unit behaves similarly to a one or two channel version of the popular JPS NXU-2A and ARA-1 units, but with many added features such as RTP along with RoIP & SIP, and if desired, a PSTN interface.

In Stand-Alone Mode, the RSP-Z2 can create a local patch between its two analog interfaces (radio-to-radio or radio-to-PSTN). This dynamic patching capability can be controlled and its audio monitored via the unit web-based graphical user interface. Audio from this local patch can also connect to other radios or other devices, and can work with other RSP-Z2 units or by a JPS radio interoperability gateway.

Controller Mode Multiple RSP-Z2 units can also function as a wide-area interoperability system. With one RSP-Z2 set to Controller Mode, it can cross-connect any of the radios, PSTN lines, or other devices that interface to the other RSP-Z2s. System operators browse to the Controller unit, which hosts a Graphical User Interface like that of the ACU-Z1 gateway and use this GUI to create interoperability nets.

Voter IP Backhaul begins Beta testing SNV-12IP March 1, 2018 (60) days ARO SVM-3 Modules and QMT-1 remotes are beginning Beta evaluation at a West Coast public safety radio system. The new hardware and software will be tested in parallel with an operating fire channel presently voted by an SNV-12 with SVM-2s. This evaluation, and a few more soon to be spread throughout the country, will help us validate the software, fostering future smooth field upgrades. Existing shelves can be upgraded receiver by receive (circuit by circuit). Benny’s Customer Corner: Frequently Asked Questions (FAQ’s) NXU-2A - Should I use NAT with the NXU-2A? The only time it is advisable to use NAT with the NXU-2A is when you wish to have multiple units on a network, but have only one public IP address. An example of this would be a bank of NXU-2As sharing a broadband type connection such as DSL or cable modem where only one IP address is allocated by your ISP.

ACU - I have Unwanted Connections Sometimes in my ACU System? The primary cause of unwanted connections that were not initiated by the operator or authorized user is DTMF received via the radio channels connected to the ACU-2000. It is possible that legitimate users are using DTMF for selective call, paging, or other functions within their own system and the sequence of numbers accidentally corresponds to an ACU-2000 command. DTMF can also be falsely detected as a result of intermodulation or other co-channel interference; for this reason, all commands include at least two DTMF characters detected within a short time period. In many cases, legitimate users of the system will be unaware that the use of their DTMF keypads is causing problems in the ACU-2000 system. This is easily prevented by simply setting all modules in the ACU-2000 that have a DTMF decoder function to DTMF disable. If it is essential for field personnel to have the ability to control the system via DTMF over radio, then a measure of protection can be gained by enabling DTMF detection only on the modules that the authorized people will access, and assign suitable security levels and PIN numbers.
