Middle East ISRAEL Bluetooth & GPS equipment will no longer require MoC approval in Israel. This applies specifically to BT-only or GPS-only equipment. Equipment with WiFi Technologies along with BT or other SRD equipment operating in the 2.4GHz band that are not classified as BT will still require approval. GULF STATE ORGANIZATION The GSO (Gulf Standardization Organization) requests that the GCTS (GSO Conformity Tracking Symbol) implementation is beginning. The recently published rules for the GSO Conformity Tracking Symbol (GCTS) clarify the existing requirements for certain details including proportions, minimum size, etc. and clarify the required positions of the marking. According to the GSO, the HS Codes are relevant to determine whether a product in List (2) shall be subject to Notified Body examination or not, with the exceptions below. In scope of List(2):

Rice Cookers

Washing Machines (up to 12kg capacity)

Battery Chargers

(IEC 60335-2-29 - external PSU's are out of scope)

Not in scope of List(2):

Air Conditioners

(HVAC under 70,000 BTU/h; single package, split, central, ducted, non-ducted, etc.)

Products exclusively designated for commercial or industrial use (e.g. professional kitchen appliances). Only products for use in domestic or office environment are considered in scope. "Borderline" products which may be used both in professional and in high-level domestic use can be considered in scope.   

Industrial fans (>125 W) Water kettles, tea or coffee makers External Power Supply Units (also called "chargers" or "adapters"), cables and cords, cord reels, power cord sets, plugs, socket-outlets and couplers for industrial purposes.

Asia AZERBAIJAN Sample Requirement: A formal announcement was released by the Cabinet of Ministers of Azerbaijan mandating that a sample is now required for all new RF & Telecom applications through MCIT (Ministry of Communications and High Technologies). Our TUV Rheinland laboratories Bangalore and Gurgaon are prepared to address all testing needs. New medical device regulations (Medical Device Rules, 2017) have also been published. The new regulations are applicable from Jan. 1st, 2018 and are similar to European Union regulations. (Press Release: Health Ministry Notifies Medical Devices Rules, 2017).

Asia MALAYSIA Malaysia ST (Suruhanjaya Tenaga) Requirements and HS Code Changes (implementation of PDK— Program Pemulihan Dalam Komuniti, 2017): After Apr. 1st, all high risk product category devices applying for ST COA (Suruhanjaya Tenaga Certificate of Approval) will be subject to agency reporting within 5 years of the original certification date. With the implementation of standardizing the HS Code, there are some original HS Codes not available in the Dagangnet system. For ST COA Certificates, the power adapter that comes with the end product will need to be certified at the same time along with the end product. They need to appear on the same certificate. It is not possible to apply the Adapter Certificate to cover the end product. SOUTH KOREA Effective Jan., 2017, KC (Korea Certification) safety scheme submitted in 2016 is implemented. One of the change mandates for KC supplier conformity scheme is a combination of KC electrical safety law and KC consumer product safety law, also requiring registration with KPSA (Korea Product Safety Association). This change will affect custom clearance for products manufactured overseas, as no grace periods are allowed. Deadline of registration: Jan. 28 th, 2017. South America ARGENTINA ENACOM Modifies 76 GHz band Attribution Argentina ENACOM (National Entity for Communications) has issued an official bulletin modification about the power units used to limit the maximum power density medium and power density peak for the 76GHz band. The previous unit was “mW/cm2” and the updated unit is “µW/cm2”. Please see below for the maximum values: POWER DENSITY

ENACOM Argentina 57 – 64 GHz Outdoor Use ENACOM has issued Resolution 1336-E/2017 with new attributions 57.0 GHz to 64.0 GHz for outdoor use: · Fixed service and other services sharing different portions of that band on a co-primary basis. · Use of wireless local access broadband systems in shared mode. Devices using this band will require ENACOM certification. No local testing is needed. FCC or CE reports are required for the process with the following limits: POWER

BONAIRE, SINT EUSTATIUS AND SABA (THE BES ISLANDS) The contract between Agentschap Telecom (AT), the Authority for Consumers and Markets (ACM) and Bureau Telecommunication and Post (BT&P) in Curaçao has ended. As of Jan. 1st, 2017, AT and ACM have assumed the authority regarding type approval in the BES islands. Under AT/ACM’s authority, certain wireless equipment is now exempt from type approval in the BES islands. TRINIDAD & TOBAGO Modular Approval Update – No Longer Accepted The Telecommunications Authority of Trinidad and Tobago (TATT) is no longer processing applications for “RF chips, RF sub-modules or modules” that form part of a wireless system. At this time, TATT is only processing applications for host equipment. Africa ALGERIA Technical regulation on child-care products Read more BOTSWANA On Apr. 1st, 2017, Botswana Communications Regulatory Authority (BOCRA) is implementing a revised set of type approval guidelines passed a year ago in March, 2016. Please note that starting this date, BOCRA certificates will now be valid indefinitely and e-labelling is permitted. RWANDA Rwanda Utilities Regulatory Authority (RURA) is currently transitioning into a new national regulation. Please expect delays in the applications for approvals. SOUTH AFRICA SABS, the EMC authority in South Africa, has updated their regulation issued in 2016. The new regulation will be implemented starting June 1st, 2017. Key changes to the updated regulation are the following:  There are no factory inspections required  Witness testing by a SABS official is not required  Testing to SABS standards must be done at a Test Lab accredited by SABS South African Bureau of Standards (SABS) approval requires in country testing. North America MEXICO NOM-208-SCFI-2016 officially took effect on April 20, 2017 in Mexico. This affects the following bands: 902 MHz-928 MHz, 2400 MHz-2483.5 MHz and 5725 MHz-5850 MHz. In the past, family approvals were possible under the previous NOM-121 which NOM-208 replaces in full. There is a proposal to continue family approvals under similar conditions but this theme will be discussed by the Technical Committee for Certification of the Electronics Industry before CANIETI on June 5th. Update from CONUEE regarding the Energy Consumption Labeling Approval after May 30th 2017: 





The CONUEE Catalog of products mandatory with ECL will no longer applicable and a new Catalogue will be published on the CONUEE website within the following 6 months; There will be no need to inform about the Stand-by Mode Consumption anymore on the products. However, it will be still mandatory to submit the energy consumption to CONUEE for the products listed in the new Catalogue; and CONUEE will keep receiving the applications for the “ECL approval”, issuing a letter explaining what above and such letter can be the used as the compliance with the CONUEE old requirement.
