MEDIA RELEASE BUILT ENVIRONMENT SCHOLARSHIP PROGRAMME SETS NEW RECORDS - record number of sponsors underscores strong partnership with the industry - record number of applicants highlights growing awareness of attractive career options in the built environment 5 Aug 2011, Singapore - Minister of State for National Development and Manpower BG(NS) Tan Chuan-Jin today gave away a record number of scholarships at the BCA-Industry Built Environment Scholarship Award Ceremony. The annual event organised by the Building and Construction Authority (BCA) saw 55 young talents receiving the scholarships, an increase from 34 given out last year. At the event, MOS Tan also announced that BCA will introduce a new Apprenticeship Programme, which will rejuvenate the construction workforce and ensure effective leadership renewal at the foreman level. Built Environment Scholarship Programme - A year of new records 2.

Besides the record number of scholarships given out, this year also saw the

highest number of 33 industry sponsors, up from 20 last year, as well as 260 bright students applied for the scholarship, up from about 230 one year ago. The uptake is indicative of BCA’s strong partnerships with the industry in attracting talents, as well as students’ growing awareness of the meaningful and rewarding career options available in the built environment and their strong interest in playing an active role in shaping the urban landscape. 3.

This year also saw the largest batch of graduating scholars in the history of

the BCA-Industry Built Environment Scholarship Programme. The 23 graduating scholars will provide a timely rejuvenation to the construction industry. Graduating scholar Ms Quek Li Ting professed that she was “not quite someone who has an

excellent academic track record”. However, the award of the scholarship two years ago had spurred her to do well in her studies. Her hard work paid off and she was conferred First Class Honours in Project and Facilities Management from NUS and was awarded the Lee Kuan Yew Gold Medal, Singapore Institute of Surveyors and Valuers (SISV) Gold Medal and also the Singapore Contractors Association Limited (SCAL) Gold Medal. Ms Quek, together with the other graduating scholars, is looking forward to contribute to the building and construction sector. 4.

Mr Chan Sui Him, Chairman of DP Architects added: “This scholarship

programme provides an effective platform for talent attraction and development in the industry. This in turn helps the companies in their leadership renewal efforts. We hope to groom these scholars to become leaders in the near future.” 5.

Launched in 1993 by BCA, the BCA-Industry Built Environment Scholarship

Programme is a partnership between BCA and leading firms in the industry to provide scholarships to outstanding youths who aspire to lead and shape the future of Singapore’s built environment. The new Apprenticeship Programme 6.

While the Built Environment Scholarship aims to attract talents at the

Professional, Managerial and Executive levels, the Apprenticeship Programme serves to nurture local craftsmen at the foreman level. 7.

The Apprenticeship Programme will target the Institute of Technical Education

(ITE) students and mature job seekers in two stages. Stage 1 will leverage on ITE’s existing traineeship programme, whereby students are sponsored by industry firms to undergo a part-study, part-working programme. At the end of Stage 1, the students will graduate with both NITEC qualification and a BCA skill certification which will qualify them as registered CoreTrade Tradesmen. Stage 2 serves as a continuation for the ITE graduates of Stage 1. It will also facilitate the entry of other job seekers and upgrading of the current pool of relatively new local tradesmen. The local apprentices will complete BCA’s part-time Trade Diploma courses and qualify as registered CoreTrade Foremen to assume higher appointments and hence command higher salaries.

Commenting on building up a core of skilled and experienced workforce for

the construction industry, BCA’s Chief Executive Officer, Dr John Keung, said: “BCA hopes to achieve the same level of success with the Apprenticeship Programme for foreman level as we have with building up a highly qualified workforce at the professional level through the BCA-Industry Built Environment Scholarship Programme. We are very encouraged by the increasing support from the industry sponsors and response from the applicants of this scholarship. The unprecedented numbers bode well for the industry’s future in rejuvenating its workforce."

Speech by Graduating Scholar, Ms Quek Li Ting Minister of State for Ministry of National Development and Manpower, Mr Tan Chuan-Jin, distinguished guests, fellow scholars, ladies and gentlemen, good afternoon everyone. 2. I feel humbled and honoured to be given this opportunity to address you on behalf of the graduating scholars this year. First of all, I wish to congratulate the new batch of scholars who were awarded the scholarship as well as fellow scholars who have just graduated and are ready to embark on the journey in the building industry. 3. Two years ago, like the new scholars today, I was sitting down there too, not knowing what to expect from this scholarship except the obvious monetary assistance to my studies. The scholarship went a long way to lighten the financial pressures mounting on me then. With the scholarship, I was able to focus my mind on learning and achieving my academic goals without worrying about my tuition fees. 4. However, having completed this journey, I realised that the value of my scholarship goes beyond financing my university education. Reflecting upon how this scholarship impacted on me, I see it as a torch of light in my life. Why, you might ask? 5. Frankly, I was never quite someone who has an excellent academic track record or someone with significant things to say in front of important people like you.

Yet, my sponsors BCA and Davis Langdon and Seah were like torches, shining a light in my path and providing a lamp to my feet as I explore my destiny and career in the building industry. 6. Even before the commencement of my bond, the scholarship has started to open doors to valuable learning opportunities in the form of internships, seminars and industry news update as well as invaluable assistance from sponsors. Through these, my interest in this industry was ignited with passion and my future illuminated with borderless possibilities. This torch of light changed my perspective of things, and eliminated doubts and the darkness to reveal the innate potential in which I did not realise has always existed in me. 7. I would like to take this opportunity to express my sincere appreciation for my sponsors - BCA and Davis Langdon and Seah. I’m sure this gratitude I feel for my sponsors is deeply shared by all the other scholars. So on behalf of them, I say thank you to our sponsors from the bottom of our hearts! 8. Graduating scholars, having benefited from the torches of light, let us now be the candles to radiate the light back to BCA, our respective sponsors and also the industry. Hopefully, all of us will become the torches ourselves eventually - the lights that shine and illuminate the path for an even brighter future for all in the building industry. 9. Last but not least, I would like to share with you a quote by Confucius which goes, “Choose a job you love, and you will never have to work a day in your life.” I look forward to meeting you, my fellow scholars in the building and construction industry and wish that like me, you have chosen a job that you love. 10.

Construction Registration of Tradesmen (CoreTrade) The Construction Registration of Tradesmen, or CoreTrade in short, is a workers registration scheme administered by the Building and Construction Authority (BCA), for skilled and experienced construction personnel in key construction trades. 2. Objectives of CoreTrade. The CoreTrade scheme was introduced to facilitate the sector in building up a core group of competent and experienced tradesmen and trade foremen in key construction trades to anchor and lead the construction workforce, and thereby raise construction quality and productivity levels. 3. CoreTrade provides a platform to retain the better and more experienced workers by providing a clearer career progression path and giving them due recognition through a registration system. It allows one to move from a general worker, to a registered Construction Tradesman1 specialising in specific trades and eventually become a registered Construction Trade Foremen2. Workers who are eligible for registration include skilled locals as well as skilled and experienced foreign workers who have been working in the construction industry in Singapore. The registration of CoreTrade personnel commenced in December 2008. 4. Under the Building Control (Amendment) Act 2007, licensed Class 1 General Builders are required to deploy a minimum number of registered CoreTrade personnel in their projects of value S$20 million and more. This applies to new building works, addition and alteration works and civil engineering works.
