The purpose of this memorandum is to provide an update on the installation of 46 miles of new no-parking signs for street sweeping.
BACKGROUND In Fiscal Year 2016-2017, funding was allocated to the Department of Transportation (DOT) for the installation of approximately 40 curb miles of new signs prohibiting parking during street sweeping in neighborhoods most impacted by parked cars to improve access to curbs and ensure productive street sweeps. In Fiscal Year 2017-2018, DOT received additional funding to install approximately six more curb miles of no-parking signs during street sweeping. They included locations requested by Council District 7 during the budget process and other high-priority locations identified by staff via community requests. These additional miles, combined with the previously funded 40 curb miles, bring the total number of curb miles designated for installation of new no-parking signs for street sweeping to 46. The allocation of funding for the installation of these new no-parking signs was sufficient for the purchase of materials, manufacturing of the signs, and their physical installation, but did not include the resources needed to fully evaluate candidate neighborhoods, design and coordinate parking restrictions and sweeping routes with DOT’s Parking Compliance Unit and the street sweeping contractor, layout of precise locations for signs, quantification of the needed materials, or the performance of focused public outreach with the affected neighborhoods regarding their support for new parking prohibitions and sign installations. However, DOT has done its best to absorb and advance this work with existing resources, and is now moving forward with the physical installation of the new no-parking signs.

ANALYSIS Selection of Streets for New No-Parking Signs During Street Sweeps The City receives requests for the installation of signs prohibiting parking during street sweeping from a variety of sources. The process to identify and select candidate streets typically begins with a request from a neighborhood group or association, individual residents, a City Council Office, or City staff. After a request is received, DOT staff review the location to determine if it is an appropriate candidate for sign installation. The following criteria have been used to determine the prioritization and selection of requested streets for this project: 1. Parking Impact - The most important consideration when selecting streets for new signs that prohibit parking during street sweeping is whether a significant amount of the curb space is blocked by parked cars, which prevents sweepers from accessing the curb and gutter and results in poor quality sweeps. The established parking impact threshold warranting parking prohibition signage is 40% or greater. 2. Capacity of Sweeping Vendor to Absorb More Signed Sweeps - Currently, there are several days in the month when the street sweeping vendor is not able to absorb additional signed sweeps due to operational impacts that affect the City’s costs and contractual framework with the contractor. Coordination with the City’s current street sweeping vendor is needed to determine if the contractor and the City can operationally, financially, and contractually accommodate a new street or route. 3. Parking Compliance and Enforcement of Signed Sweeps - Currently, there are several days in the month when high-priority service demands are well above operating capacity of the Parking Compliance Unit. On those days, all available parking officers are deployed to patrol specific routes and service areas, including existing signed sweeps, school safety patrol, permit parking zones, vehicle abatement, and meter zones. Unless new Parking & Traffic Compliance Officers are obtained, it is necessary to avoid adding additional parking prohibitions on certain days due to the lack of resources available to ensure parking compliance and effective sweeping. 4. Neighborhood Support and Compliance - Neighborhoods that have proactively sought sign installation have the greatest compliance with parking prohibitions - and achieve cleaner streets - once the signs are installed. 5. Coordination and Feedback from DOT Inspection Staff and other Departments All locations recommended for prohibitive parking signage are coordinated between the Environmental Services Department (ESD) and DOT. As part of their regular duties, DOT Inspection staff identify and maintain a list of locations that are not effectively swept because of parking impacts. This list is reviewed with ESD to identify areas that are also targeted for trash load reduction. Street sweeping is a relied upon method to

clean up trash and sediments in the streets that could contain pollutants that would be harmful to waterways. 6. Council Support - Once a preliminary list of locations is identified, DOT staff meets with each affected Council office to solicit feedback on the recommended locations. Adjustments are then made to the locations based on these discussions. A map of the areas to receive new no-parking signs is provided in Attachment A and a list of the individual streets by area with the estimated timeframe for sign installation and enforcement is provided in Attachment B. Outreach DOT relies on Council office staff to conduct outreach to areas identified for new signage prior to the installation of the signs. The outreach process for this project began by reviewing the recommended locations within each Council office and making adjustments based on feedback received. This coordination effort took place over several months and ensured that priority areas for the Council offices which aligned with the selection criteria were included. Once the list of locations was finalized, the Council offices utilized various outreach mechanisms to ensure widespread dissemination within the community, including posting on district newsletters and websites, discussion at community meetings, and distribution of flyers. The importance of comprehensive and effective outreach was a point of emphasis in the 2016 street sweeping audit which stressed the standardization of outreach materials. DOT provided an informational flyer to impacted Council offices that explains the details of the proposed prohibitive parking restriction signage, current sweep day and contact information, along with a projected installation schedule. These flyers have been made available in English, Spanish and Vietnamese. The outreach to the various neighborhoods was completed by the end of January 2018. Additionally, once new signs are installed within a neighborhood, the Parking Compliance Unit will distribute flyers in advance of the next regularly scheduled sweep day to alert the neighborhood regarding when full enforcement of the parking restrictions will begin. Implementation Schedule The no-parking sign installation process is in various stages, depending on location. Some areas have already received new signs or are having signs installed now with enforcement to begin in June or July. For the other areas, DOT inspection staff is finalizing the street sweeping no parking signage layout and determining needed material quantities. The materials will then be procured and the signs will be produced and installed by DOT’S sign shop. A final inspection of the signs will then occur to ensure sufficient visibility and appropriate spacing. Once installation is completed within an area, the Parking Compliance Unit will notify the neighborhood of the new parking restrictions and schedule for enforcement in advance of the next sweeping day. sign installations and initial enforcement activity is scheduled to be completed by the end of September.
