Minutes of the meeting of Olney Town Council Planning Committee held on Monday 21 September 2015 at 7:00 pm in the Olney Centre Present: Councillors Stephen Clark, Deirdre Bethune, John Boardman, Tony Evans, John Sharp, John Smail, Joe Stacey In attendance: Liam Costello (Town Clerk)

15/01791/FUL - Hyde Farm Warrington Road Olney MK46 4DU Construction of solar development to generate renewable electricity, to include the installation of solar panels, underground cabling, inverter / transformer stations, DNO and client sub-station, spare parts container, landscaping and other associated works including connection to the electricity distribution network RESOLVED: That the council objects to the application for the following reasons: 

The proposed measures for access to the site from Yardley Road are inadequate given the speed of traffic and topography of the land at the access point, which is on a dangerous dip and bend in the road, not far from the brow of the hill. Concerns about visibility of the site, particularly in the winter when the hedges will not be in full leaf. Should the council be minded to approve the application, we would request that a construction management plan be produced which shows how the contractors will liaise with the adjacent cemetery operator to ensure that not construction work takes place during burial ceremonies. The applicant should also demonstrate how they will mitigate or offset the impact of the construction on the horses that reside in the adjacent field to the south.

The proposed extension will be detrimental to the amenity of the neighbouring property by virtue of its size and mass which will dominate the adjacent property. The council is also concerned about the safety of traffic on East St caused by traffic entering and leaving the premises on a dangerous narrow part of the road.
