Minutes of the meeting of Olney Town Council Planning Committee held on Monday 14 March 2016 at 7:00 pm in the Olney Centre Present: Councillors Jeremy Rawlings, Deirdre Bethune, John Boardman, Tony Evans, John Sharp, Chris Shaw, Joe Stacey In attendance: Liam Costello (Town Clerk)

To receive apologies for absence. Apologies were received from Councillors Stephen Clark and John Smail.

Cllr Deirdre Bethune declared an interest in item 5k as her husband was the architect.

To approve the minutes of the meeting held on 08 February 2016 RESOLVED: The minutes of the previous meeting be approved.

16/00142/FUL - Westlands Care Home 3 High Street Olney MK46 4EB Change of use from 21 bedroom residential institution (use class C2) to 10 apartments (use class C3) and creation of a single new window to Spring Lane (Resubmission of 15/00627/FUL) RESOLVED: The council is not opposed in principle to the use of the building for class C3 apartment use. However, we are conscious that this would create additional parking pressures in the vicinity, and that the application fails to meet the requirements of the Parking SPD. The council considers that the problem could be alleviated by a significant reduction in the number of apartments being proposed.

16/00312/FUL - Land To The Rear of 90 East Street Olney Erection of 14 dwellings, including 4x 2 bed, 6x 3 bed, 1x 4 bed and 3x 5 bed dwellings, with parking, garaging, landscaping and access road including off site highway works to East Street RESOLVED: The council supports the development in principle. However, we are conscious of the additional traffic that this would create in an area that already has traffic and parking issues, particularly at weekends caused by sporting activity. Highway mitigation measures should be considered as a planning obligation. We would also draw attention to the potential impact, to plot 5 in particular, from noise arising from the normal activities of the adjacent rugby club house. The council feels that the application should also be assessed against policies ONP6 to ONP9 in the draft Olney Neighbourhood Plan, relating to Infill Sites and Windfall Sites, Affordable Homes, Housing Type and Design, and Communications Infrastructure.
